About this file
This document is a Questions and Answers log for a Transportation Security Administration (TSA) Request for Proposal (RFP) for Checkpoint Screening Equipment Deployment Services (SEDS) under an Indefinite Delivery/Indefinite Quantity (IDIQ) contract.
The RFP establishes an eight-year ordering period with performance anticipated to begin October 1, 2026. Services include checkpoint screening equipment deployment, installation, decommissioning, testing, shipping, rigging, design, surveying, and related support across multiple airport locations. The contract will be executed through Firm-Fixed-Price (FFP) or Time and Materials (T&M) task orders, with individual task orders awarded on a rolling basis beginning with a six-month Program Management transition period. TSA anticipates four task orders under the IDIQ: Program Management, Adhoc, Deployment Services, and Checkpoint Security Support Services (CPSS). Contractor personnel require security vetting including fitness determinations, SF-85 background checks, and SIDA badging at airport locations. Travel expenses for rigging and OEM-certified technicians must be included in Firm Unit Prices rather than reimbursed. Invoicing and payment processing occurs through the U.S. Coast Guard Finance Center with payment terms governed by FAR 52.212-4(g)(2). The RFP requires fully burdened hourly labor rates for government-provided Labor Categories, with offerors permitted to propose alternative categories for the Program Management task order. Key requirements also address cybersecurity compliance, continuity of operations planning, site surveys with electrical and data line testing, and change order processing through TSA's Equipment Request Interface (ERI) system.

Sample Task Order Pricing Sheet 4. TSE &
Peripherals N/A
Various list of TSE Model Number (Additional types of TSE may be deployed) None of the TSE that are listed on the pricing sheet are currently designed to be lifted by a crane. Current operations requiring a crane has TSA requiring the airport/project to purchase a lifting adapter for their installations. Should we assume that this will continue to be the standard for SEDS II?
Crane rates for each TSE are listed in Tab 1 of the Pricing Workbook. Offerors should price accordingly in Tab 1 CP Pricing Template Year X. For Tab 7 Sample Task Order, the Government has linked to the appropriate cells.
RFP Att2 - CP SEDS Pricing Sheet_04.06.2026
Additional Fixed Rates N/A N/A For fixed unit rates (e.g., federalized AT/CT lanes), can we assume a specific manufacturer if not specified? Yes.
RFP Att2 - CP SEDS Pricing Sheet_04.06.2026
N/A N/A N/A Can TSA clarify which line items in the pricing sheets correspond to specific equipment and distances? When applicable, distances are listed within the pricing workbook and prices accordingly.
Pricing is provided by equipment type as well.
N/A N/A N/A N/A N/A General Question In several cases, due to floor load capacities of existing airports, we are required to use two forklifts of different capacities for a rigging day. Our current direction has been to price the second forklift as FFP for the additional cost. Will that be the direction for SEDS II?
Yes. Additional forklift requirements would be determined at TO level and coordinated with CO, COR, and/or designee as FFP.
N/A N/A N/A N/A N/A General Question
Crane Clarification:
Due to the open ended nature of crane lifts, can we assume a basic crane lift will not exceed the following parameters?
o40’ lift swing radius with 360 degrees of swing o20’ height of lift o16,000 lbs max load on hook, inclusive of all rigging apparatus oPaved flat terrain oFAA/airport Permit reimbursement
Yes, TSA concurs with basic parameters as listed. If a crane is needed outside of these parameters, it would be completed as FFP.

1.I CP Additional Fixed Rates K9, K10, K11 (mod-set CT lanes)
N/A N/A N/A
K-column definitions for new CT (Base/Mid/Full) lanes that CREATE a mod-set omit the CT install itself.
K9/K10/K11 list only 'Ship/rig/install 1 ETD + 1 BLS' plus storage and drawings. Please confirm whether the CT unit install is intended to be covered by the lane-lot price in 1.I rows 9, 10, 11 (not explicitly listed in K-column). If CT install is expected separately, please identify which 1.A-1.H line applies, and confirm consistency with 1.I rows 5 (Airport Federalization CT Base) which DOES include CT install.

N/A N/A N/A
K12/K13/K14 for CT (Base/Mid/Full) lanes that are NOT part of a mod-set list only 'Ship/rig/install 1 WTMD'. Same CT install omission as K9-K11. Please confirm whether the CT unit install is intended to be covered by the lane-lot price in 1.I rows 9, 10, 11 (not explicitly listed in K-column). 7. Sample Task Order Pricing rows 39 and 43 (S4 Engineer labels)
N/A N/A N/A
Row 39 description reads 'Engineering Team - Engineer Level 4' but C39 formula references '2. LCATS and Rates'!E5 which is Engineer Level 3. Row 43 has the same label/reference mismatch. Please confirm whether the intended LCAT for rows 39 and 43 is Engineer Level 3 (per formula) or Engineer Level 4 (per description).

7. Sample Task Order Pricing S1 scenario narrative
N/A N/A N/A
S1 instructs offerors to 'recapitalize 60 Smiths ATs with 60 new Analogic eXpress CTs.' Rows 9-16 price rigger facility, short-haul, decom, rigging, crating, storage, shipping for the ATs/CTs. No line item explicitly prices the rig-into-place / install of the new CTs at the airport, in contrast to S2 which has B25 'Rig into place R&S AITs. Please confirm whether CT install at the airport (rig-into-place analogous to B25) is covered by 1.A '!AK126 (which appears to price CT short-haul from rigger facility to airport) or if offerors should add a separate install line.

1.I row 6 (Airport De-federalization 1 lane CT Base) K-column
N/A N/A N/A
K6 definition states decommission/package/rig/ship 1 CT, 1 WTMD, 2 ETD, 1 BLS, and '1 AT (CC7)' as part of CT lane defederalization. Inclusion of 'AT' in a CT lane defederalization appears inconsistent. Please confirm whether K6 intentionally includes 1 AT decommission, or if this is a copy/paste carryover from K4 (AT lane defederalization).

7. Sample Task Order Pricing row 47 (S5)
N/A N/A N/A
Cell S47 formula reads =E47*R47. E47 is the Year 4 total column for this row and is empty. The formula appears to intend =B47*R47 (quantity x Y6 unit price). Under the published formula, S47 resolves to $0 regardless of how offerors price R47, removing S5 entirely from TEP. Please confirm the intended S47 formula. If =B47*R47, please issue an amendment correcting the cell reference; otherwise please clarify whether S5 is intentionally excluded from TEP.

N/A N/A N/A
Cell AA71 (TOTAL ALL YEARS) is empty. Other rows in Tab 7 contain AA-column SUM formulas; AA71 was either omitted or intentionally left blank. The grand total at AA73 = SUM(AA4:AA71) treats AA71 as zero. Row 71 prices 20 MDR shipments through 1.C C200 with quantity 20. Please confirm whether AA71 was intentionally omitted from TEP or is a drafting oversight. If a drafting oversight, please issue an amendment.

Volume III: Price and Other Proposal Information (Factor 4)
Factor 4, Price 73
Offerors shall provide a detailed buildup of each rate proposed. This should include any direct labor rates used (including percentages, or is a blended rate), as well as all indirect rates and burdens/pass through applied.
RFP proposal instructions for Factor 4 (page 73) requires offerors provide a detailed cost buildup of each rate including direct labor and all indirect rates. As there is no cost realism analysis described in the RFP, and adequate price competition is anticipated to determine price reasonableness, this data appears unnecessary.
Recommend the Government remove the requirement for this data as it cannot be used to evaluate proposals without risking a protest on the grounds of “unstated evaluation criteria”.
This has been updated in Amendment 1.
