About this opportunity

The Transportation Security Administration is establishing a Qualified Products List for Advanced Imaging Technology checkpoint screening systems under FAR 9.202, with a vendor data package submission deadline of September 30, 2027. Only Original Equipment Manufacturers may participate. Applicants must meet Detection Standard prerequisites based on three available tracks: Track 0 (Dynamic Motion Systems for TSA PreCheck lanes, initial requirement DS 4.1 Tier II or full DS 6.3a Level 1b), Track 1 (Static Motion Systems for standard checkpoint lanes, initial DS 4.1 Tier IV or full DS 6.3a Level 3), and Track 2 (Flexible Detection Systems for either lane type, initial DS 6.3a Level 1a for dynamic mode and DS 4.1 Tier IV for static mode, or full DS 6.3a Level 3 for static). All systems must provide Automated Target Recognition capability to detect concealed anomalies on passengers. The qualification process spans eight sequential steps: vendor data package submission, readiness testing, certification testing, qualification data package submission, qualification testing with cooperative vulnerability penetration assessment at the TSA Inspection Facility, independent operational test and evaluation at airports, and Component Acquisition Executive approval. TSA funds only the first two approved applicants per track through qualification testing; additional applicants may advance if approved applicants withdraw. Intent to submit notifications are due within three months of Amendment 4 posting (October 21, 2026). Applicants must provide five production representative systems (one at TSIF, four at airports supporting operational testing) and require Secret-level security clearances and facility clearances for classified and Sensitive Security Information access. Qualification does not guarantee future contract awards; TSA may issue multiple solicitations or use sole-source justification. All systems must comply with Buy American Act and Trade Agreements requirements. Amendment 0004 issued October 21, 2026, updated the QPL Announcement document; prior amendments (0001, 0002, 0003) addressed vendor questions and process clarifications.
