About this file
This document is a Questions and Answers (Q&A) compilation from a federal contract solicitation for Checkpoint Security Equipment Deployment Services (SEDS), issued by the Transportation Security Administration (TSA). The Q&A addresses clarifications on the Indefinite Delivery, Indefinite Quantity (IDIQ) contract structure, pricing methodology, and Statement of Work (SOW) requirements.
The solicitation covers deployment, installation, testing, and decommissioning services for TSA screening equipment including Computed Tomography (CT) scanners, Explosive Trace Detection (ETD) units, Baggage and Large Item Screening (BLS) systems, and Automated Screening Lanes (ASLs). Key service requirements include site surveys and validation, shipping and rigging/installation labor, design and engineering services, operational readiness testing (ORT), and witness participation in acceptance testing. The contract structure includes a Program Management Task Order and three additional task orders (Adhoc, Deployment Services, and CPSS). Fixed Unit Pricing (FUP) applies to standard deployments, with supplemental costs handled through supplemental CLINs at the discretion of the Contracting Officer and Contracting Officer's Representative. Notable exclusions from FUP include OCONUS shipments and rigging, union labor requirements, and travel costs. The government clarified that the OEM retains responsibility for Test Readiness Notifications and testing procedures, while the contractor verifies information and coordinates with the Defense Security Directorate. Deliverables include Site Survey Reports, Concept and Issue for Construction Drawings, As-built Designs, and various testing documentation, with updated timelines reflecting business days for consistency.

Pricing Sheet
Rows 3, 5, 7 through 20 Sheet 1.I
Should the fixed rates for Federalization, AT lane expansion, CT expansion, and waterfall CT also include a quantity of heavyweight parts, lightweight parts, and furniture (such as gates and barriers) that should be shipped, stored, rigged, and installed?
No, dependent on the site.
CP SEDS
Pricing Sheet
Row 6 Sheet 1.I
"Decommission, package, rig and ship one CT standalone, one WTMD, two ETD, one BLS, AT (assume CC7) and (1) week storage"
Should this item also include a Site Validation and Daily Site Report, similar to in row 4? Site Validation and Daily Site Report is included. See revised SOW and pricing sheet.
Statement of Work
Section 4.5 7 18 "The Contractor shall witness ORT, RAT, SAT (non-integrated installations) and ISAT (for integrated units)..."
Can TSA provide a copy of the checkpoint ISAT procedure document so bidders can estimate the duration and complexity of these efforts?
No, there is not a standard TSA “Checkpoint CT ISAT” document. Timelines vary depending on OEM and configuration.
Statement of Work
Section 4.5 7 18 "The Contractor shall witness ORT, RAT, SAT (non-integrated installations) and ISAT (for integrated units)..."
Please confirm that witnessing NAT's (network acceptance tests) for checkpoint-related remote screening is not part of the scope of work.
At this time NATs are not witnessed by the SEDS contractor. If/when TSA deploys this capability, TSA will modify contract scope at that time to meet this evolving requirement.
Statement of Work
Section 4.5 7 18 "The Contractor shall witness ORT, RAT, SAT (non-integrated installations) and ISAT (for integrated units)..."
If NAT's (network acceptance test) witnessing is part of the SEDS II scope, please provide a copy of the Checkpoint NAT procedure document so bidders can estimate the duration and complexity of this work.
At this time NATs are not witnessed by the SEDS contractor. If/when TSA deploys this capability, TSA will modify contract scope at that time to meet this evolving requirement.
Statement of Work
4.1 Deployment and
Testing
13 "Upon conclusion of Test Readiness Review (TRR), the Contractor shall submit a Test Readiness Notification (TRN)…"
Please provide an example or template for the Test Readiness Notification so Bidders can understand the complexity and properly include the costs required to satisfy this requirement. Is the SEDS II Contractor responsible for creating the TRN?
The OEM is responsible for creating the TRN and SEDS II contractor is responsible for verifying information and sending to DSD.
Statement of Work
4.1 Deployment and
Testing
13 "If OEM cannot resolve issues with testing within 24 hours, then the OEM will need to re-test and resubmit a new TRN."
Please confirm that the SEDS Contractor is responsible for submitting the initial Test Readiness Notification and the OEM is responsible for submitting any re-test TRN. Note that the PWS for the ATSS contract states that OEMs are responsible for all TRN submittals.
Any re-test will follow the same procedure. OEM sends file to contractor, contractor verifies information and sends to DSD. DSD Federal POC sends TRN to ATSA. OEM are responsible for submittals but only Feds are allowed to send to testers. SEDS II Contractor confirms all data is accurate and aligns to the deployment plan/schedule.
Statement of Work
4.1 Deployment and
Testing
13 "Upon conclusion of Test Readiness Review (TRR)…" Please provide details on the Test Readiness Review - who has the responsibility to perform this, what is the SEDS II Contractor's role, is this review required before every ORT, RAT, SAT, and ISAT, what are the specific requirements and expectations, is there a template for this review?
The TRR is the OEMs responsibility. SEDS II Contractor is on site to provide updates to TSA.
Statement of Work
4.1 Deployment and
Testing
13 "If OEM cannot resolve issues with testing within 24 hours, then the OEM will need to re-test and resubmit a new TRN."
For these situations where a test has to be performed more than one time due to issues outside the control of the SEDS II Contractor (such as OEM equipment issues), will the SEDS II Contractor be allowed to bill TSA for more than one trip (labor and travel), especially when one of the "CP Additional Fixed Rates" such as a Lane Expansion is used?
Task orders include deployment supplemental funds. Use of supplemental funds will be at the discretion of the COR and/or CO.

CP SEDS
Pricing Sheet
Rows 41 through 50
Sheet 1.I
Rows 41 through 45: "Site validation performed by site lead, electrical engineer, and architect." Rows 46 though 50: "For TSA initiated projects and should include: site lead, electrical engineer, and architect"
Based on the definition in the pricing template, is the Government's requirement that all Site Validations and TSA Initiated Site Surveys include a site lead, electrical engineer, and an architect travelling to site, as this is not stated in the SOW? What are the required qualifications for the engineer and architect? If a structural engineer is needed during the survey to assess the floor loading capacity per the SOW requirements, is this to be bid as additional T&M costs? We recommend rewriting this definition to state "including all necessary personnel", which would allow Bidders to determine the appropriate staffing for site surveys to satisfy the requirements in the SOW, which would result in lowered costs for the Government.
Please see pricing worksheet for personnel requirements.

Pricing Sheet 4.2
Design 16 "IFC designs shall incorporate findings from a site survey of the airport infrastructure (e.g., electrical loading, available space allocated to the TSA, floor loading..."
Please clarify the requirement for structural analysis of floor loading as part of the IFC designs. Is the expectation that the designers utilize airport's claimed floor structural capacity, or should the Bidder assume that a structural analysis is required for every IFC drawing?
Contractor is to request designs from airport/city and analyze the data to confirm building can support the weight of the unit being installed. If designs are not available COR will need to be made aware to confirm next steps.
CP SEDS
Pricing Sheet
Rows 3 through 20
Sheet 1.I
How do the Fixed Rates for Airport Federalization, Airport De-federalization, Lane Expansions, and Waterfall CT handle changes outside the control of the Bidder, such as extended testing, OEM equipment last minute unavailability, or other changes that could increase the staffing and cost requirements for the Bidder?
The FUP should be the standard cost to deploy equipment. The contractor should negotiate with their OEM subcontractors when deploying and installing CC4 equipment. For CC1 installs, the contractor and the COR/CO may coordinate to determine if unanticipated costs should be covered under supplemental CLINs.
Statement of Work
6.2 Deliverables Table 20-21
Due date for Site Implementation Plan, Site Survey Report, Concept Drawings, and Issue for Construction Design: "10 calendar" days after approval of IFC, "7 business days after completion of survey", "10 calendar days after completion of site visit" and "10 calendar days after approval of concept drawings", respectively
Can the Government change this requirement to business days for all four deliverables instead of the mix of business and calendar days? Otherwise for site surveys that occur before a Federal Holiday the Concept Drawings may be due prior to the Site Survey Report, which is due 7 business days after survey completion.
SOW updated to reflect business days.
