About this opportunity
The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground has issued a Special Notice seeking industry feedback on the All-Range Tactical Clothing (ARTC) Cold Weather Clothing System through a Request for Information posted on September 10, 2025. The Product Manager Soldier Clothing and Individual Equipment (PdM-SCIE) is requesting technical input on the ARTC system, which is a layered clothing solution designed to protect soldiers operating in extreme cold weather environments found in Arctic and Subarctic regions. The notice includes multiple attachments containing Technical Data Packages (TDPs) for various system layers (L1, L4, L5, L6, and L7), material specifications, garment designs, and evaluation matrices. This market research initiative focuses on the first Apparel Tech Pack (ATP) output from the Digital Apparel Tool (DAT) as part of the Joint Clothing Textile Modernization Initiative (JCTMI). The ARTC system encompasses base layers, insulation components, soft shell garments, and extreme weather outer layers with specific fabric compositions and performance requirements.
The primary objective of this Special Notice is to gather industry expertise to improve the engineering accuracy of the ARTC Technical Data Packages and obtain actionable feedback on the Digital Apparel Tool's Apparel Tech Pack outputs. Interested parties must submit their responses by October 10, 2025, with questions and feedback directed to Mr. Michael Harris via email at the Army Contracting Command Aberdeen Proving Ground. The notice explicitly states this is for market research only and is not a request for quotations, with no existing solicitation document. Contractors are asked to provide input through structured comment resolution matrices and data matrices that will be used by the JCTMI team for prioritization, integration, and long-term planning. The feedback collected will be utilized to update the ARTC TDPs and guide the overall structure and formatting of technical data packages for this critical soldier protection system. No specific eligibility criteria are mentioned, indicating the request is open to all interested industry participants with relevant expertise in tactical clothing and textile manufacturing.
