About this file

This document is a Department of Defense Clothing and Textiles specification for a polyester cloth batting material. The specification covers a non-woven, solid white polyester fabric with a weight of 4 ounces per square yard, intended for use by all DoD departments and agencies in 2025. The material must be randomized, carded, cross-lapped nonwoven batting with a multi-component staple fiber blend, with a thickness of 0.70 inches.

Key technical requirements include 100% polyester fiber content, dimensional stability within 5%, and specific thermal insulation properties (minimum 2.0 clo dry, 1.85 clo wet). The material undergoes rigorous testing and inspection, with detailed defect classification criteria covering issues like holes, tears, color variations, and embedded foreign matter. Packaging specifications require continuous lengths of at least 50 yards, with each roll labeled for fiber content and face side identification. The specification is marked with Distribution Statement A, indicating approved for public release with unlimited distribution.

General Statements - Inspection Methods Category Description Detail Statements

Inspection Methods Material General Statement General Statement Finished material shall be inspected in accordance with the inspection methods specified and those referenced specifications and standards unless otherwise excluded, amended, or modified in this specification or applicable procurement documents

Inspection Methods Visual Examination General Statement General Statement The end item shall be examined for defects in color, shade, design, material, finish, construction, workmanship, marking, and the defects shall be classified in accordance with the list of defects.

Inspection Methods Yard by Yard Examination General Statement General Statement Each roll or spool in the sample shall be examined yard-by yard on the face side or face and back as deemed necessary for defects. The defects shall be defined in ASTM D3990 and only defects that are clearly noticeable at normal inspection distance (3 feet) shall be scored. Each roll or spool in the sample shall also be examined for shade variation during the yard-by-yard examination. Any roll or spool in the sample containing uneven shade or shade variation side to side, side to center, or end to end, shall be cause for rejection of entire lot represented by the sample.

Inspection Methods Testing Material and Component General Statement General Statement Materials and components shall be examined and tested in accordance with all the requirements listed on material and/or components properties and those referenced specifications and standards unless otherwise excluded, amended, or modified in this specification or applicable procurement documents All requirements are applicable to the sample unit.

General Statements - Conformance Category Description Detail Statements

Conformance Inspection Material and Component Acceptance Criteria The lot shall be unacceptable if the number of defects exceeds the Acceptable Quality Limits (AQL) or the failure of any test.

Conformance Inspection Material and Component Sampling Unless otherwise specified in subsidiary specifications, referenced documents, or procurement documents material and component sampling shall be (2) sample units for lots 800 yards of less, (3) sample units for lots 801 yards to 22,000 yards and (4) sample units for lots over 22,000 yards. For material testing, the sample unit shall be 5 continuous yards full width of the finished cloth for all physical and chemical tests.

Conformance Inspection Requirement General Statement Samples shall be subjected to Conformance inspections for compliance with design, configuration, workmanship, dimensional and testing requirements. Conformance inspection shall consist of the inspection methods, examinations and tests specified.
