About this file

This document is an overview of the Joint Clothing Textile Modernization Initiative (JCTMI) Digital Apparel Tool (DAT) Apparel Tech Pack (ATP). The initiative is a Department of Defense (DoD) effort involving Clothing and Textiles (C&T), Joint Services, and the Defense Logistics Agency (DLA) to modernize clothing and textile operations using a Commercial-Off-the-Shelf (COTS) Product Lifecycle Management (PLM) tool. The All Range Tactical Clothing (ARTC) program is the first Program of Record to utilize the Apparel Tech Packs, which are structured to support apparel manufacturing through a standardized DoD common language.

The Apparel Tech Pack follows a 14-step sequence including scope, materials and components, colors, label placement, patterns, construction, measurements, material properties, testing, defects, packaging, and general statements. The primary objective is to provide actionable insights for continuous improvement of the Digital Apparel Tool, with a Data Matrix designed to help identify gaps, prioritize improvements, integrate recommendations, support long-term planning, and justify critical updates to meet emerging requirements in DoD clothing and textile operations.

Attachment 3: Joint Clothing Textile Modernization Initiative (JCTMI) Digital Apparel Tool (DAT), Apparel Tech Pack (ATP) Overview

Background: The Joint Clothing Textile Modernization Initiative (JCTMI) is a chartered effort by the Department of Defense (DoD), Clothing and Textiles (C&T), Senior Executive Service (SES) level, with participation from the Joint Services and the Defense Logistics Agency (DLA). The JCTMI aims to modernize all aspects of DoD C&T. To modernize the DoD C&T will use the JCTMI Digital Apparel Tool (DAT). The JCTMI DAT uses an apparel specific, modular, and networked platform in the form of a Commercial- Off -the Shelf (COTS), Product Lifecycle Management (PLM) tool. The JCTMI DAT eliminates antiquated, document-centric processes and inefficiencies, enabling the DoD to streamline operations and improve the lifecycle management of DoD C&T.

Objective:

Product Manager Soldier Clothing and Individual Equipment (PdM SCIE) has identified the All Range Tactical Clothing (ARTC) program, is the first Program of Record (POR) to utilize Apparel Tech Packs, an output of the JCTMI DAT. The JCTMI DAT ATP output offers a bill-of-materials-driven point in time tech pack that captures commonality, and standardization from DoD C&T.

The JCTMI DAT includes comprehensive libraries for critical areas such as color, points of measure, defects, general statements, quality, test procedures, and internal test procedures.

These libraries ensure consistency and alignment across all DoD clothing and textile operations.

The primary objective of the Apparel Tech Pack Feedback Data Matrix under Attachment 3 is to provide the Army and JCTMI team with actionable insights to support continuous iteration and improvement of the Digital Apparel Tool. This feedback mechanism is designed to support streamlined operations, transparency, visibility, and communication across the clothing and textiles supply chain.

Organization of the Apparel Tech Pack:

The JCTMI DAT ATP is structured to support apparel manufacturing by utilizing a standardized DoD common language. The Tech Packs are categorized into three main areas: End Items Tech Packs (ETP), Material Tech Pack (MTP) and Component Tech Packs (CTP) including labels and artwork) denoted within the naming convention. Each category includes a detailed header containing essential information specific to the end item, material, or component.

The structure of the Apparel Tech Pack generally follows this sequence:

1. Scope

2. Materials & Components (Bill of Materials)

3. Colors

4. Label and Artwork Placement

5. Patterns

6. Construction

7. Table of Finished Measurements & Grade Rules

8. Material Properties and Testing

9. End Item Testing

10. Internal Test Procedures

11. Defects

12. Packaging

13. General Statements & Notes

14. Materials for End Items

Components, including labels and artwork, have equivalent Material Tech Packs (MTPs) within the JCTMI DAT. Legacy references from ARTC components are included for historical context and reference purposes in this RFI.

Data Matrix:

Attachment 3 will provide the Product Manager Soldier Clothing and Individual Equipment (PdM SCIE) and JCTMI teams with detailed feedback, considerations, recommendations, and requests. The Data Matrix will serve as a critical tool for prioritizing, integrating, and planning long-term improvements to the JCTMI DAT and point-in-time output.

The Data Matrix will enable the JCTMI and PdM SCIE teams to:

• Identify gaps and inefficiencies in the current Tech Pack structure.

• Prioritize areas for improvement based on operational needs and stakeholder feedback.

• Integrate actionable recommendations into the JCTMI DAT for enhanced functionality.

• Support long-term planning and resource allocation to ensure the initiative remains aligned with DoD objectives.

• Justify the acceleration of critical updates or enhancements to meet emerging requirements.
