About this file
This is a Department of Veterans Affairs memorandum certifying Construction Document (CD) phase compliance with VA and Office of Electronic Health Record (OEHRM) telecommunications infrastructure standards for project 402-22-700, EHRM Infrastructure Upgrades at Togus VA Medical Center in Maine.
The memorandum, dated August 1, 2023, documents that while the design has incorporated all feasible options to meet VA/OEHRM telecommunications infrastructure requirements, certain spaces identified in the attached Table 1 cannot be fully upgraded to comply with standards. The deficiencies include undersized telecommunications rooms (TRs) and terminal equipment (TE) spaces across multiple buildings and floors, with specific shortfalls documented in area, length, and width measurements. Notable constraints include existing 8'-0" ceiling heights in several buildings requiring reduced door heights (7'-0" to 7'-6"), existing water service lines requiring mitigation through drain pans and moisture sensors with pumps for water conveyance, and Building 200/200E Level 7 lacking dedicated TR space and instead being served by TR #13 on Level 6. The memorandum certifies compliance with VA/OEHRM standards except for the listed deficiencies and acknowledges that these uncorrected deficiencies present risk to successful EHR implementation and future VA telecommunications-dependent initiatives. The document requires signatures from the Medical Center Director (Concur/Nonconcur), Capital Assets Manager (Approved/Disapproved), and Network Director. Questions should be directed to Abigail Campbell, FMS General Engineer, at 207-623-8411 ext 5279.

Department of Veterans Affairs Memorandum
Date: August 1, 2023
From: Medical Center Director, Togus VA Medical Center (402/00)
Subj: Construction Document (CD) Certification of Project Compliance with VA/OEHRM
Infrastructure Standards: 402-22-700 - EHRM Infrastructure Upgrades – Togus, ME
To: Network Director, Veterans Integrated Service Network 01 (10N07)
Thru: Capital Assets Manager, Veterans Integrated Service Network 01 (10N07)
1. Togus VA Medical Center, TVAMC, has reviewed the Construction Document (CD)
Phase submittal for the subject project and has identified the spaces in Table 1 that cannot be upgraded to fully comply with VA and Office of Electronic Health Record (OEHRM) telecommunications infrastructure standards.
2. It is understood that deficiencies not corrected present a risk to the successful implementation of the VA’s new electronic health record (EHR) and future VA initiatives dependent on modernized telecommunications infrastructure. The design has incorporated all options to mitigate the risk presented.
3. I certify for this project, except for the above listed deficiencies, that all VA/OEHRM requirements have been incorporated into the design and the station’s telecommunications infrastructure will comply with VA’s adopted standards upon completion of construction.
4. For questions or further information regarding the project, please contact Abigail
Campbell, FMS General Engineer, at 207-623-8411 ext 5279 or Abigail.Campbell@va.gov
