About this file
This is Amendment 0001 to a Department of Veterans Affairs solicitation for Electronic Health Record Modernization (EHRM) Infrastructure Upgrades—Construction at the Togus VA Medical Center in Augusta, Maine (Solicitation Number 36C77626R0062, Project Number 402-22-700). The amendment was issued on July 14, 2026, by the VA's Program Contracting Activity Central office in Independence, Ohio, and is not extended, meaning the original offer receipt deadline remains in effect.
The amendment serves three primary purposes: (1) provides site visit documentation including an attendance sheet and agenda from the June 29, 2026 site visit; (2) provides responses to Requests for Information (RFIs) previously submitted by offerors; and (3) implements two FAR construction clauses—FAR 52.211-12 (Liquidated Damages—Construction) and FAR 52.211-13 (Time Extensions). Under the liquidated damages clause, the contractor must pay $1,425.00 per calendar day for any delay in completion beyond the contract completion date. The time extensions clause specifies that extensions granted for contract changes will be based on the extent to which those changes cause delays in specific construction elements, with possible equitable readjustment of liquidated damages. Offerors must acknowledge receipt of this amendment prior to the original offer deadline through submission of acknowledgment with their offer, completion and return of amendment copies, or separate written communication referencing the solicitation and amendment numbers. All other terms and conditions of the original solicitation remain unchanged.

A.1 52.211-12 LIQUIDATED DAMAGES—CONSTRUCTION (SEPT 2000)
(a) If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of $1,425.00 for each calendar day of delay until the work is completed or accepted.
(b) If the Government terminates the Contractor's right to proceed, liquidated damages will continue to accrue until the work is completed. These liquidated damages are in addition to excess costs of repurchase under the Termination clause.
(End of Clause)
A.2 52.211-13 TIME EXTENSIONS (SEPT 2000)
Time extensions for contract changes will depend upon the extent, if any, by which the changes cause delay in the completion of the various elements of construction. The change order granting the time extension may provide that the contract completion date will be extended only for those specific elements related to the changed work and that the remaining contract completion dates for all other portions of the work will not be altered.
