The proposal, in its entirety, shall not exceed three (3) e-mails (one e-mail for each volume). Each e-mail, including its attachments, must be less than 5MB in size. Offerors must Include page numbers and its company name in the header or footer of each page of all attachments.

2. Volume I Technical: Offerors shall format Volume I Technical proposal as listed below.

The specific evaluation criteria and methodology are below.

a. Volume I Technical must include a title page and detailed table of contents. Volume I Technical shall be submitted in one (1) PDF document and shall not exceed a total of Forty (40) pages. The title page and table of contents are excluded from the page limits. All other documents count towards the page limit. Offerors must not include any price or price related material in the Volume I Technical proposal. Use graphic presentations where such use will contribute to the compactness and clarity of the proposal.

b. A page is defined as each face of an 8.5 X 11-inch sheet of paper with 1-inch margins around the page perimeter containing information. For the schedule only, page can be 11 x 14 inches. The background color of each page of the submission shall be white or ivory stock and each page shall count as one (1) page. Excess pages will not be evaluated. Text lines must be single-spaced, and proposals shall be submitted using Times New Roman, with font no smaller than 12 point with normal proportional spacing. A smaller font size for any graphics presented in a proposal is permitted as long as the information is legible to the human eye. Fonts other than Times New Roman are permissible in the presentation of graphic material only. CPARS and PPQs must be submitted in their existing format, which may differ from what is listed above.

c. The Offeror’s proposal must address the evaluation factor as detailed in the solicitation. Failure to submit a proposal in the format required may result in the proposal being deemed ineligible for award.

d. Volume I Technical, Proposal Requirements:

1) The proposal must address the following submission requirements for Factor 1

Technical Approach (Project Challenges/Phasing and Schedule):

The offeror shall provide a detailed technical approach (thought process) to accomplishing the construction of the Electronic Healthcare Record Management (EHRM) project. The narrative at a minimum shall include specified elements. Offerors must submit a narrative that clearly demonstrates their understanding of the challenges that are involved with this project and how to properly phase the project. Simply restating the requirements (copying and pasting from the solicitation) is not considered to be a demonstration of complete understanding of the challenges and phasing requirements. Rather, Offerors must show that they have analyzed the requirements and demonstrate they understand the requirements below:

− Anticipated construction hazards and safety measures to mitigate hazards.

− Alternate course(s) of action in the event items become non-conforming, whether it be material or time.

− How all utilities will be maintained to the hospital while integrating the new

SPS, specifically the electrical utilities.

Prepare and submit a practical construction schedule showing all necessary work elements to complete the project identified under this solicitation. The schedule must be in the form of a progress chart of suitable scale to indicate appropriately the percentage of work scheduled for completion by any given date during the performance period. The submitted schedule must be developed using project scheduling software such as MS Project, Primavera, or any other comparable form.

Each Offeror's construction schedule shall assume a Notice to Proceed date of 01 October 2026, and must address the following at a minimum:

− Order of work elements to include project phasing, submittals, mobilization, excavation, construction/remodeling, punch list, de-mobilization.

− Identification of separate work elements.

− Number of days for each work element.

− The VA’s review and approval of requests for information (RFI), submittals and other pertinent documents.

− Interruption of VA facility utilities, delivery of Government furnished equipment, rough-in drawings, project phasing and any other specification requirements.

The proposed schedule must include the activities which are consistent with those described within the project specifications and drawings and must not exceed the Government's maximum allowable performance period, as noted in Block 11 of the SF 1442. The project will start at the issuance of the notice to proceed (NTP). For scheduling purposes, assume the NTP will be issued 01 October 2026 (there is no guarantee the NTP will be issued within this timeframe).

Note: The schedule submitted with the offer should not be construed as the agreed upon schedule per FAR 52.236-15. The contractor shall, within thirty

(30) days after receiving the NTP, submit a revised schedule which will supersede the proposed schedule. The revised schedule will be subject to VA approval and must show the project being accomplished within the timeframe specified on the SF 1442.

2) The proposal must address the following submission requirements for Factor 2 Key Personnel.

The contractor shall demonstrate the qualifications necessary for satisfactory performance of the services required. Provide Professional License numbers and/or proof of Licensure. The evaluation shall consider the specific experience (minimum of five years pursuant to the specification requirements) and qualifications (i.e., education, training, registration, certifications, overall relevant experience, and longevity with the firm as full-time employees) of personnel proposed for assignment to the project, and their record of working together as a team when evaluating professional qualifications.

Submit resumes for each of the following positions:

− Project Manager − Superintendent (100% onsite) − Quality Control Manager and MEP Coordinator (100% onsite) − Safety Manager − Communications Project Manager (onsite while all telecommunications work is occurring)

3) The proposal must address the following submission requirements for Factor 3 Past Performance.

Past performance will be evaluated based on the size, scope, and complexity of completed projects, within active healthcare environments, particularly within the Veterans Health Administration (VHA). Offerors shall provide at least three (3) and no more than five (5) projects that demonstrate their ability to perform the proposed effort. Projects must have been completed within the past five (5) years from the date of RFP issuance.

Size: Each submitted project must have a total value exceeding $60 million.

Scope: Projects must involve phased construction in an active healthcare setting, including but not limited to demolition, earthwork, carpentry, HVAC, electrical, telecommunications, plumbing, fire suppression, and phased telecommunications infrastructure upgrades. Preferably projects completed within VHA facilities.

Complexity: Projects must demonstrate successful coordination of telecommunications infrastructure upgrades in an active healthcare setting, with minimal system downtime. This includes effective phasing, coordination of critical path activities, and a detailed understanding of General Construction Specifications Division 27 – Telecommunications as outlined in the specifications.

Other Elements: Additionally, projects should reflect experience with:

− Infection control protocols − Facility utility systems − Construction phasing in operational hospital environments

Narrative: Each project submitted for past performance evaluation shall use Attachment 03 - Project Information Sheet for Contractors and include all the required/requested information. Offerors shall provide a narrative describing past performance on projects requiring complex coordination and the risk mitigation actions taken. This shall include:

− Management of site outages, system cutovers, and the communication standards used to inform multiple stakeholders of key coordination dates

− Handling of long-lead item procurement and adherence to critical path schedules

− Resolution of past performance issues, including corrective actions taken for substandard performance

− Description of the mitigation plan for any current performance challenges such as cost overruns, schedule delays, subcontractor issues, or changes in key personnel or subcontractors.

At least one of the projects submitted must have been completed by the Offeror as Prime. Offerors lacking relevant past performance history may submit information regarding predecessor companies or key personnel who have performed on other contracts. Such information shall, as a minimum, include Name(s) of Predecessor Company/Sub-contractor and/or Key Personnel and include Complete Address and Point of Contact; Telephone Number; and email address.

For offerors that are joint ventures, the evaluation will take into account past performance of the joint venture as well as the past performance of each party to the joint venture.

PPQ/CPARS: If an Offeror has recent and relevant past performance to submit, a corresponding completed and signed Past Performance Questionnaire (PPQ) or a Contractor Performance Assessment Rating System (CPARS) must be submitted for each project in accordance with the direction below. If a completed past performance evaluation is available in CPARS, it shall be submitted with the proposal for each project identified. If there is not a completed past performance evaluation available in CPARS, then the Offeror shall submit PPQ (Attachment 02 – PPQ – EHRM Infra Upgrade – Constr – Togus) for that project. The Offeror shall notify their client that the PPQ shall be submitted back to the Offeror and incorporated into the proposal submission. If the Offeror is unable to obtain a completed PPQ from a client for a project before the proposal closing date, the Offeror shall complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s), and documentation of the attempts to have the PPQ signed. The Government may make reasonable attempts to contact the client noted for that project(s) to obtain the PPQ information;

however, the Government is not responsible for the failure to obtain information from a POC on a PPQ. Offerors should follow up with clients/references to help ensure timely submittal of questionnaires.

In addition to the Price Schedule, Offerors shall submit a complete Breakdown of the Division Pricing for Line Item 0001 (See Attachment 05 - Division Cost Breakdown). The Division Pricing will be used to determine price reasonableness. The Government also reserves the right to use this Division Pricing breakdown as part of negotiations during the competitive range, if they are required.

b. The price must be Firm Fixed Price. The Offeror must take care not to include remarks that take exception to the Government’s Specifications/Drawings or pricing requirements or otherwise preclude the Government from evaluating the offer, which will result in the offeror’s proposal being rejected.

c. Offerors shall ensure the Signed Standard Form (SF) 1442 is provided. Offerors shall acknowledge receiving amendments by filling out section 19 of the SF 1442.

Failure to acknowledge an amendment may result in a proposal being considered ineligible for award as incomplete.

The offeror shall provide their response to FAR 52.229-11 (d).

2.8 EVALUATION METHODOLOGY

A. The Government reserves the right to award without negotiations based upon the initial evaluation of the proposals but reserves the right to open negotiations if determined to be necessary. All proposals shall be subject to evaluation by a team of Government personnel. The proposals will be evaluated in accordance with the criteria provided in the solicitation. Using the tradeoff process under best value, it may be in the Government's best interest to consider award to other than the lowest price Offeror or other than highest rated Offeror. The intent is to award to the Offeror that offers the best value to the Government. “Best Value” means the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirements. Technical Factors 01-04 are of equal importance and, when combined, are significantly more important than Price (Factor 05).

B. Factor 1 Technical Approach (Project Challenges/Phasing and Schedule): The Government will evaluate the Offeror’s Construction Schedule and narrative descriptions for the following elements: (1) offeror’s understanding of the challenges and risks specific to this project; (2) a construction schedule that is realistic, appropriate, and efficient; (3) clear and efficient critical path and logical sequencing; (4) accounts for procurement lead-time, subcontractor/trade coordination, on-site storage and staging, resource and time constraints; and (5) demonstrates risk mitigation and successful completion within the required period of performance, proposals that present lower levels of risk and will be more favorably rated. Proposals that do not demonstrate these attributes present higher levels of risk and will be less favorably rated.

Factor 2 Key Personnel: The evaluation will consider education, certifications, training, registration, overall and relevant experience, and longevity with the firm. Experience demonstrating (1) capability in same or similar key personnel positions on successful relevant projects of similar scope and magnitude to this solicitation; (2) strong technical knowledge and skill required for this solicitation; and (3) effective problem solving, communication, coordination, and organization present lower levels of risk and will be more favorably rated. Those not demonstrating these attributes present higher levels of risk and will be less favorably rated.

Factor 3 Past Performance: Past Performance will be evaluated on the basis of recency, relevancy and quality to arrive at an overall Confidence Rating.

Recency and Relevancy Evaluation: The Government will evaluate each project submitted to ensure the project is recent, meaning projects must have been completed within the last five years. Projects older than five years or not completed will not be evaluated. The Government will evaluate each recent project to determine the relevancy of the project to the solicitation requirements. The relevancy determination will be based on the Project Information Sheet provided by the Offeror.

Performance Quality Assessment: The Government will consider the performance quality of any submitted project determined to be recent and rated somewhat relevant, relevant, or very relevant. In addition to evaluating whether the Offeror's performance meets contract specification requirements, the assessment will also consider aspects such as: the Offeror's adhering to schedules (including the administrative aspects of performance); reasonable and cooperative behavior and commitment to customer satisfaction; controlling project cost; the timeliness of contract completion and submission of deliverables; the contractor's compliance with the terms and conditions of the contract; the overall quality of the work performed on the contract; the Offeror's managerial performance (to include use and control of subcontractors); and whether or not the reference would enter into a contract with the contractor again.

The Government reserves the right to conduct a past performance assessment using information obtained from CPARS and any other sources deemed appropriate by the CO. Other sources may include, but are not limited to, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the Offeror. While the Government may elect to consider data obtained from other sources, the burden of providing current, accurate and complete past performance information rests with the Offeror.

Overall Performance Confidence Rating: The purpose of the past performance evaluation is to assess the degree of confidence the Government has in the Offeror’s ability to meet the solicitation requirements based on the Offeror’s demonstrated record of performance. The Government will combine the recency, relevancy, and performance quality assessment considered for the Offeror to assign a single Past Performance Confidence rating of Substantial Confidence, Satisfactory Confidence, Neutral Confidence, Limited Confidence, or No Confidence.

Per FAR 15.202(c)(1), offerors without a record of relevant past performance or for whom information on past performance is not available may not be evaluated favorably or unfavorably on past performance. Offerors with no recent and relevant performance history or whose performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned shall receive the “Neutral Confidence” rating, meaning the rating is treated neither favorably nor unfavorably.

Factor 4 Socioeconomic Participation: Offerors seeking to receive credit under VAAR 852.215-70 as a SDVOSB or as a VOSB shall complete and return VAAR 852.219-75: VA Notice of Limitations on Subcontracting –Certification of Compliance for Services and Construction included in Attachment 07. Should an Offeror receive an evaluation preference and be selected for award, the applicable clauses included in Attachment 07 shall be incorporated into the resulting contract.

Offeror shall provide their socio-economic status such as Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB), in order to receive credit in accordance with VAAR 852.215-70, Service-Disabled Veteran-Owned and Veteran-Owned Small Business Evaluation Factors. To receive credit as an SDVOSB or VOSB, Offeror must be registered and verified in the Veteran Small Business Certification (VetCert) database (https://veterans.certify.sba.gov) at the time of proposal submission. If your business doesn’t qualify under one of these small business categories, indicate whether your firm will commit to subcontracting with any SDVOSB, VOSB, in the performance of this contract. Identify the firms you will subcontract with, the products or services they will provide, and the estimated value of the subcontract.

Factor 5 Price: The total evaluated price will be determined by the Offeror's price provided on the Price Schedule. Price will be evaluated for reasonableness.

Note: If none of the offerors are within the available funding limitation or is otherwise determined to be other than fair and reasonable, the VA reserves the right to enter into negotiations with those offerors who are determined to be within the competitive range.

If the Offeror communicates in its proposal any qualifications, exceptions, exclusions, or conditions to the proposed prices in the Offerors proposal documents, the Contracting Officer may reject the proposal and exclude the Offeror from further negotiations.

2.9 DETERMINATION OF RESPONSIBILITY

In accordance with FAR subpart 9.1, Responsible Prospective Contractors, a responsibility determination will be made for the apparent successful offeror prior to award of the project. The Contracting Officer reserves the right to request information to assist the Government in determining the apparent successful offeror responsible, including information regarding the offeror’s previous experience (including points of contact), organization (including company officers), technical qualifications, financial resources, and other information deemed necessary.

These requests for information do not constitute negotiations. NOTE: Any information received by the Government that would be cause for a negative responsibility determination may deem the offeror ineligible for award

2.10 VETS 4212

Title 38, USC Section 4212(d), codified at 41 CFR Section 61-300, requires that federal contractors report, at least annually, the number and category of veterans who are within their workforce. Submission of the VETS-4212 reporting information can be done electronically at:

http://www.dol.gov/vets/vets4212.htm. Award cannot be made unless the awardee has filed their VETS-4212 report. Therefore, all offerors are encouraged to file every year. The Contracting Officer may request a copy of the email confirmation of receipt notification prior to awarding the project.

2.11 SYSTEM FOR AWARD MANAGEMENT (SAM)

The FAR requires that federal contractors register in the SAM database at https://sam.gov/ and enter all mandatory information into the system. In compliance with FAR 52.204-7, an offeror must have an active registration in SAM at the time an offer is submitted and at the time of award. The initial screening of proposals includes reviewing SAM.gov for compliance with this section.

2.12 SUBCONTRACTING PLAN

(a) Small Business Subcontracting Plan. Each large business offeror shall provide a Small Business Subcontracting Plan that contains all of the elements required by FAR 52.219-9. If the large business does not have an approved Master Plan or approved Commercial Plan, then an Individual Subcontracting Plan must be submitted that includes an assurance that small businesses will be given the maximum practicable opportunity to participate in contract performance. The Subcontracting Plan is not a requirement for evaluation in source selection, but rather, a requirement for award to a large business, and the Plan, as negotiated, will be incorporated into any resultant contract. Upon request by the CO, the apparent successful offeror (if a large business) shall submit and negotiate a subcontracting plan. Plans are NOT to be submitted with initial proposals.

(b) The subcontracting plan must address all requirements defined in FAR 19.704, http://www.dol.gov/vets/vets4212.htm https://sam.gov/

Subcontracting plan requirements, including proposed subcontracting to SDVOSBs or VOSBs.

The 2026 VA subcontracting goals listed below are based upon total procurement dollars expended and are the suggested minimum goals for VA administered subcontracting plans.

2.13 DEVIATION NOTICE (FEB 2025)

System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations, including 52.222-25, Affirmative Action Compliance, 52.223-22, Public Disclosure of Greenhouse Gas Emissions and Reduction Goals—Representation, and paragraphs (d) and (t) of 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services. Contracting officers will not consider these representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.

2.14 REVIEW REQUIRED REGISTRATION WITH CONTRACTOR

PERFORMANCE ASSESSMENT REPORTING SYSTEM (CPARS)

As prescribed in Federal Acquisition Regulation (FAR) 42.1102(e), the Department of Veterans Affairs (VA) evaluates contractor past performance on all construction contracts that exceed $900,000 and shares those evaluations with other Federal Government contract specialists and procurement officials. The FAR requires that the contractor be provided an opportunity to comment on past performance evaluations prior to each report closing. To fulfill this requirement, VA uses an online database, CPARS, which is maintained by the Naval Sea Logistics Center in Portsmouth, New Hampshire. CPARS is available to all Federal agencies and is the system used to collect and retrieve performance assessment reports used in source selection determinations. CPARS also includes access to the federal awardee performance and integrity information system (FAPIIS). FAPIIS is a web-enabled application accessed via CPARS for contractor responsibility determination information.

Each contractor whose contract award is estimated to exceed $900,000 is required to register with CPARS database at the following web address: http://www.cpars.gov/. Help in registering can be obtained by contacting the CPARS Customer Service Desk at cpars-helpdesk@us.navy.mil. Registration should occur no later than thirty days after contract award and must be kept current should there be any change to the contractor’s registered representative.

For contracts with a period of one year or less, the contracting officer will perform a single evaluation when the contract is complete. For contracts exceeding one year, the contracting officer will evaluate the contractor’s performance annually. Interim reports will be filed each year until the last year of the contract, when the final report will be completed. The report shall be http://www.cpars.gov/ mailto:cpars-helpdesk@us.navy.mil mailto:cpars-helpdesk@us.navy.mil assigned in CPARS to the contractor’s designated representative for comment. The contractor representative will have thirty days to submit any comments and re-assign the report to the VA contracting officer.

Failure to have a current registration in the CPARS database, or to re-assign the report to the VA contracting officer within those thirty days, will result in the Government’s evaluation being placed on file in the database with a statement that the contractor failed to respond.

2.15 BACKGROUND INVESTIGATIONS AND SPECIAL AGREEMENT

CHECKS

All contractor employees are subject to the same level of investigation as VA employees who have access to VA Sensitive Information. The level of background investigation is commensurate with the level of access needed to perform all work as identified in the solicitation documents. This requirement is applicable to all subcontractor personnel requiring the same access. As per VA Directive 0710, costs of background investigations will be borne by the contractor. Please be advised that the awardee will need to coordinate with the VA Medical Center concerning badging requirements.

2.16 REFERENCES TO VA ENGINEER, RESIDENT ENGINEER, OR

PROJECT MANAGER

Any reference contained within the solicitation/contract specifications and/or drawings to the “VA Engineer,” “Resident Engineer,” or “Project Manager,” or their abbreviations shall be replaced with “Contracting Officer’s Representative (COR).”
