1.0 Introduction
Ozaukee County invites interested and qualified Contractors to submit a written Proposal for design and construction of three tilt-up rooftop mounted Solar Electric PV Systems on the Administration Center, Justice Center, and Highway Shop rooftops (98 KW, 166KW, 70KW).
Ozaukee County intends to use the results of this RFP to evaluate and select a Contractor in order to award a contract for the above listed design and construction Services. Design and construction services relating to two components:
(1) Structural Engineering Review of Existing Roofs (3)
(2) Design and construction of three Solar PV Systems
A series of Solar PV Systems including a 98 KW pv system on the Administration Center, a 166 KW system on the Justice Center and a 70 KW system on the Highway Shop are proposed to provide approximately 397,000 kWh annually which is approximately 23% of the Admin. Center, 68% of Highway and 7% of Justice Center’s annual electricity use. A previous Solar Site Assessment conducted in 2022 and a Production Estimated in 2022 has determined the best location and size Solar PV System. Please see the three Attachments of Solar Site Assessments and Production Estimates for all three solar locations.
Our Administration Center, located at 121 W Main Street, Port Washington, has a flat roof redone in 2013, is approximately, 109’ x 127’, and 13,800 sf. Our Justice Center, located at 1201 S Spring Street, Port Washington, has multiple flat roof sections, that were redone in 2019, with approximately 38,000 sf available. Our Highway Shop, located at 410 S Spring Street, Port Washington, has approximately 12,500 sf available on the western portion of the roof, redone in 2015.
To complete this project, Ozaukee County has budgeted $708,000, and expects the awarded contractor to obtain/reserve Focus on Energy credits immediately when made available in 2025, and assist in obtaining federal Elective Tax Credits, made available through the Inflation Reduction Act. The goal is to begin construction of the Solar PV System when weather allows in early 2025.
Ozaukee County is seeking Proposals from Contractors that are experienced with construction of Solar Electric PV Systems.
These services will be conducted under a contract with Ozaukee County.
The contract will be regulated according to the provisions of all Federal, State and local laws and ordinances that are applicable. Obtaining local municipal permits will be done by the contractor, on behalf of the owner.
