About this file

This document is Amendment #3 to RFP #2024-UWMSN-00719-RFP issued by the University of Wisconsin-Madison for an AUTOMATED PARKING GUIDANCE SYSTEM. The RFP seeks vendors to provide IP67-rated ultrasonic sensors, LED signage, and the capability to push custom messages to both monument signs and LED signage within the facility. The bid will close on October 25, 2024, and the University's goal is to have the equipment installed and live by August 1, 2025, but they do not have a specific award date. The University requires the equipment to be capable of withstanding inclement weather, ice buildup, and pressure washing.

The RFP provides clarification on questions regarding the IP67 rating for the ultrasonic sensors, the ability to push custom messages to signage, and the impact of the IP67 rating on sensor performance. The University states that the IP67 rating is for the casing, not the sensor itself, and that if the proposed equipment is not IP67 rated, the vendor must provide proof that it can meet the weather and cleaning demands of the facility.

Amendment #3

QUESTIONS AND ANSWERS TO RFP #2024-UWMSN-00719-RFP

Q1:What date do you expect the Contract to be awarded and when do you expect installation to commence? Also what is your required Go-Live Date?
A1:The bid will close on October 25, 2024, but unfortunately, we do not have a specific date for the bid to be awarded. We do not have a hard deadline for installation or a go-live date, but our goal is to have the equipment installed and live in our facilities by the end of summer 2025 (August 1, 2025).
Q2:Would you accept the certification proved it was completed prior to installation
A2:Please expand upon this? Which specific certification are you referencing? Additional context is needed to respond appropriately.
Q3:Why do the indoor ultrasonic sensors need to be IP67 Rated?
A3:The inclement weather (windblown rain/snow), ice buildup on equipment, and pressure washing in the facility is an issue which is the reason behind the need for the IP67 rating. The ultrasonic sensors must be IP67 and/or capable of holding up to severe weather and other elements. If the proposed sensors/equipment is not IP67, the vendor must provide proof that their equipment is comparable to IP67 (i.e. IP65) and can hold up to severe elements such as extreme cold, rain, snow, and ice.
Q4:Sending of Custom Messages for variable Signs. Does this only apply to the Monument Signs?
A4:We are looking for the flexibility and capability to push custom messages both monument signs and the LED signage within the facility. For example, if part of the ramp/garage structure is under maintenance/construction, or there is an accident in the facility, or a section of the garage is blocked, we would like the capability to push custom messages to redirect drivers to a separate exit.
Q5:Are you aware that for the Ultrasonic Sensors to be IP67 rated it would completely inhibit the detection performance because the Ultrasonic Sensors cannot be covered?
A5:The IP67 rating should not inhibit the detection performance of the equipment as the IP67 rating is for the casing which protects the Ultrasonic Sensor not the sensor itself. If the casing equipment is engineered and designed to match this standard, it should not impact performance. This reasoning behind this standard request is due to the inclement weather (windblown rain/snow), ice buildup on electrical equipment, and pressure washing throughout the facility. If the proposed equipment is not IP67, and is IP65, the vendor must provide proof and case studies to show where their equipment has been installed to meet weather and cleaning demands and is capable of holding up to severe elements.
