About this file
This document is Amendment #4 to the RFP #2024-UWMSN-00719-RFP issued by the University of Wisconsin-Madison. The RFP is for the procurement of an Automated Parking Guidance System (APGS) for Parking Lots 75 and 63. The amendment provides responses to several questions from potential bidders, including the locations of the server rooms, requirements for signage, the inclusion of the lower level in the APGS, and the need for solar power and associated engineering requirements. The amendment also clarifies that partial bids will be considered but not for the full project scope, and that the University has no plans to issue a separate RFP for Lot 60, which is considered an add-alternate to the current RFP.
The related state and local contract opportunity is for the University of Wisconsin-Madison's APGS project, with the RFP event number 2024-UWMSN-00719-RFP. The contract opportunity is located in the state of Wisconsin and Dane County. Responses to the RFP must be submitted online through the University's procurement platform.

QUESTIONS AND ANSWERS TO RFP #2024-UWMSN-00719-RFP
Q1: Can the University provide the actual locations within the drawings where our server will be located? (IDF rooms or Comm Rooms)
A1: Please see the attached drawing with the location of the server rooms. The Telecomm/Server rooms are located in the Northwest corner and the Southeast and Southwest corners of the parking ramp/garage structure.
Q2: Can the University confirm that they were allowing the PGS vendor to suggest and provide signage where recommended?
A2: The PGS vendor must provide signage as part of their bid for the project and should suggest the appropriate location for signage based on their professional experience and visual inspection of the facility during the walkthrough. The vendor suggestion is not guaranteed to be accepted but will be taken into consideration prior to finalizing the final project design and layout.
Q3: Can the University confirm if the lower level (L) needs to be included within the PGS system?
A3: Yes, all of the Lower Level (L) in 75 should be included in the Parking Guidance system design, including the valet section.
Q4: Can you confirm if power will be accessible at the light poles? If not, then solar panel & battery boxes will be needed. Given the weight of these items - will the University want the PGS vendor to include designs from an engineer for wind load factors, and weight?
A4: We are unable to tie into power at the light poles due to the existing university electrical code. If presenting a proposal to leverage solar as the main power source, the PGS vendor will need to present a design from an engineer with wind load factors and weight referenced in the design proposal.
Q5: Will a partial bid be reviewed? Example: A firm wants to bid on the lot #60 portion of the RFP without bidding on Garages #63 and #75.
A5: A partial bid can be submitted but will be scored as such and will not be considered for the full project.
Individuals who are interested in submitting for partial bids should collaborate with other vendors to submit a complete bid package for the entire project.
Q6: Would the University of Wisconsin-Madison consider pulling lot #60 out of the present RFP and bidding that as a separate RFP?
A6: No, we do not have any plans to pull Lot 60 out as a separate project and re-submit under a separate RFP. Lot 60 is viewed essentially as an add alternate to the current project with the emphasis for this RFP being to install an APGS for Lot(s) 75 and 63.
