About this file
This is a Request for Proposal (RFP) document for the University of Wisconsin-Madison's procurement of an Automated Parking Guidance System. The university seeks proposals for a comprehensive parking management solution to be implemented across three campus parking lots: Lot 75, Lot 63, and Lot 60. The system must include ultrasonic sensors, LED matrix signs, LED VMS signage, and potentially camera-based detection systems capable of providing real-time parking space occupancy data, dwelling times, and utilization rates. All equipment must meet IP67-rated specifications to withstand inclement weather, ice buildup, and pressure washing. Vendors are encouraged to propose alternative vehicle detection technologies, including wireless battery-operated surface-mounted sensors, provided they meet or exceed specified performance requirements. The proposal submission deadline is October 25, 2024, through the SciQuest bidding platform, with an installation and operational completion target date of August 1, 2025. Interested vendors must direct all questions to Brad Bauman at brad.bauman@wisc.edu.
Pricing and terms must remain firm for 365 days from the proposal opening date. The RFP contains no explicit set-aside designations or restrictions on respondent types, and no incumbent vendors are identified. Subcontracting is permitted with prior written approval, and all subcontractor costs must be included in the cost proposal, with the university retaining the right to assess damages against the contractor for subcontractor performance failures. The university does not guarantee any minimum purchase quantity or dollar amount, and the resulting contract is not mandatory for university departments, state agencies, or municipalities. Existing infrastructure at the parking sites includes available electrical power; however, some locations may require trenching or infrastructure modifications to support the system. Vendors will be required to coordinate with the university's preferred electrical contractors and utilize existing chase ways, risers, and electrical rooms where available for system implementation.
