About this file

This document is an Amendment #2 to the Request for Proposal (RFP) #2024-UWMSN-00719-RFP issued by the University of Wisconsin-Madison. The RFP is for the procurement of an AUTOMATED PARKING GUIDANCE SYSTEM for the University's campus. The RFP allows for consideration of vehicle detection technologies other than the specified combination of ultrasonic sensors and cameras, such as wireless battery-operated surface-mounted sensors, provided they meet or exceed the performance requirements. The RFP details the specific requirements for Lot 60, including 28-foot light pole heights, availability of power but not fiber, and the option to mount cameras on the adjacent WARF building or the rooftop of the Lot 76 ramp. The University has provided a list of its preferred electrical contractors that bidders may utilize.

Regarding pricing and contract terms, the RFP indicates that subcontracting is allowed with prior written approval, and subcontractor costs must be included in the cost proposal. The University reserves the right to assess damages against the contractor for subcontractor failure to perform or complete required project milestones. The RFP does not mention any set-asides, incumbents, or specific funding sources.

Amendment #2

QUESTIONS AND ANSWERS TO RFP #2024-UWMSN-00719-RFP

Q1: The RPF scope specifies a combination of ultrasonic sensors and cameras as vehicle detection technology for the Parking Guidance Solution. Please confirm that you will consider other types of vehicle detection sensors that would provide at least as good, or better performance on key PGS characteristics vs. those specified. Specifically, please confirm that you will consider wireless battery-operated surface-mounted sensors as the vehicle detection technology for this RFP. Best-in-class wireless parking sensors can deliver exceptional accuracy (>99.5%), 10+ years battery life, low installation and maintenance costs, and a low carbon footprint vs. the wired ultrasonic and camera-based solutions. Additionally, such wireless parking sensors can be installed both indoor and, on the rooftops, (as well as outdoors if needed in the future), serving as the single foundation for the PGS, eliminating the need for mixing and integrating the ultrasonic and camera-based solutions

A1: Our preference is a combination of ultrasonic sensors and cameras. However, we will consider other alternative vehicle detection systems given they are not recommending an in the ground or surface mount solution for Lot(s) 75 and 63 as these will not be accepted and cannot be installed in our facility. This is why we are requiring folks to walk the facility so they can see first-hand why certain solutions will or will not work.

Q2: What are the pole heights on Lot 60?

A2: The light pole heights at Lot 60 are 28’. We also have an adjacent building (WARF Building) that provides ample viewing coverage over lot 60 if the vendor prefers to install the camera on top of the building instead of the light pole. Installing cameras on the rooftop should allow for roughly 98% coverage over the lot.

Q3: Is there available power and dark fiber for use on Lot 60? If so, where would that be located?

A3: There is power running to the light poles in Lot 60 but this cannot be used to power the cameras so we will have to run power to the poles. There is not fiber running under Lot 60, but we do have fiber running to the lot across the street in Lot 76. If installing on the poles at 60, solar powered would be the best option.

Q4: Would it be ok to mount cameras to the side of the building?

A4: Cameras can be installed on the side of the WARF building, but the accessing the rooftop would be the best location for optimal viewing. Cameras could also be installed on the rooftop of the adjacent Lot 76 ramp which has access to both power and fiber.

Q5: Does the University have a vendor preferred list of electrical contractors?

A5: It is not required to utilize a contracted vendor with the University of Wisconsin - Madison, however these are our contracted electricians:

1901 Inc. - 608-308-1901

Forward Electric - 608-221-1945

Pieper Electric Inc. - 608-209-6411

Staff Electric Co Inc. - 262-790-8391

Van Ert Electric Company Inc. - 715-573-4544

Westphal & Co Inc. - 608-216-9573

Also, please refer to Section 2.22 Subcontracting:

• Any Contract resulting from this proposal shall not be, in whole or in part, subcontracted, assigned, or otherwise transferred to any Subcontractor without prior written approval by Purchasing. Upon request Contractor must provide Subcontractor’s complete contact information including EIN# (TIN#, SS#) and signed W-9.

• The Contractor shall be directly responsible for any subcontractor's performance and work quality when used by the Contractor to carry out the scope of the job. University reserves the right to assess Contractor damages in excess of the contract amount for Subcontractor’s failure to perform or inability to complete required project milestones.

• Subcontractors must abide by all terms and conditions under this Contract.

Subcontracting cost must be included in the cost proposal.
