About this file
This is a Request for Proposal (RFP) document for the University of Wisconsin-Madison seeking an Automated Parking Guidance System. The project involves the procurement and installation of a comprehensive parking management solution across three campus parking lots (Lot 75, Lot 63, and Lot 60). The system must include ultrasonic sensors, LED matrix signs, LED variable message signs (VMS), and potentially camera-based detection systems to provide real-time parking space occupancy data, dwelling times, and utilization rates. All equipment must be IP67-rated to withstand inclement weather, ice buildup, and pressure washing, with the capability to push custom messages to monument and LED signage. The university will consider alternative vehicle detection technologies, including wireless battery-operated surface-mounted sensors, provided they meet or exceed specified performance requirements. Proposals were required to be submitted online through the SciQuest bidding platform by October 25, 2024, with the university's goal of having equipment installed and operational by August 1, 2025. Bidders were required to direct questions to Brad Bauman at brad.bauman@wisc.edu.
Pricing and terms must remain firm for 365 days from the proposal opening date. The RFP contains no explicit set-aside designations or restrictions on respondent types, and no incumbent vendors are identified. Subcontracting is permitted with prior written approval, with all subcontractor costs included in the cost proposal. The university reserves the right to assess damages against the contractor for any subcontractor performance failures. No specific budget range or minimum purchase quantity is guaranteed, and the resulting contract is not mandatory for university departments, state agencies, or municipalities. Existing infrastructure at the sites includes available power, though some locations may require trenching or infrastructure modifications. Vendors must work with the university's preferred electrical contractors and may utilize existing chase ways, risers, and electrical rooms to implement the solution.
