About this file

This is an Erosion and Sediment Control (ESC) plan document for the Portland International Airport North Runway Rehabilitation project located in Oregon. The plan covers Runway 10L-28R from Station 319+00 to Station 327+00 and outlines erosion control measures required during construction activities on the approximately 8,000-foot runway section. The document specifies that all graded or disturbed unpaved surfaces must be permanently stabilized through seeding or jet blast material application, with dewatering land disposal placed outside active Operational Facilities Areas (OFAs) and submitted for Port approval in accordance with Department of Environmental Quality (DEQ) approved Best Management Practices (BMPs). ESC measures shown represent minimum requirements for anticipated site conditions and must be constructed in conjunction with all excavation and grading activities, with upgrades implemented as needed during construction to prevent sediment and sediment-laden water from leaving the site, entering drainage systems, being tracked on roadways, or violating applicable water standards.

The plan requires daily inspection and maintenance of all ESC measures to ensure continued functioning, with inactive site inspections and maintenance conducted minimally every two weeks or within 24 hours following a storm event defined as site discharge. The technical drawing, prepared by HNTB Corporation and dated October 5, 2026, includes a key plan, graphic scale references, legend indicating inlet protection, disturbance boundaries, grading limits, seeding areas, and jet blast areas. The plan was designed by Gene Tupper, drawn by G. Stevens, checked by C. Aasland, and submitted by B. Foster, with professional engineering certification provided by Garrett P. Stevens (Oregon PE License 89696, expiration 06/30/28). No specific contract pricing, award dates, or bidding deadlines are referenced within this technical plan document.
