About this opportunity
The Port of Portland is soliciting bids on the North Runway Rehabilitation project (Solicitation No. 2026-14659, AIP No. 3-41-0048-106) at Portland International Airport, with bids due electronically by 2:00 p.m. on November 12, 2026, and a mandatory pre-bid meeting scheduled for October 22, 2026, at 10:00 a.m. via Microsoft Teams. The scope encompasses comprehensive rehabilitation and reconstruction of Runway 10L-28R and associated taxiways—including asphalt pavement mill and inlay, shoulder reconstruction, navigation aids upgrades to Category II/III (ALSF-2 lighting, glide slope shelter replacement), taxiway rehabilitation, runway and taxiway lighting installation, electrical infrastructure, storm drainage systems, pavement markings, and grading. Two primary schedules organize 124 civil line items (Schedule 1: pavement surface preparation and sawcut grooving) and 41 electrical/FAA line items (Schedule 2: ALSF-2 light lane and glide slope shelter). An Additive Alternate A covers non-AIP-eligible items including precision approach path indicator (PAPI) replacement.
Contract award is contingent upon Port Commission approval (anticipated December 9, 2026) and FAA grant funding receipt (anticipated early April 2027). Notice to Proceed for onsite work is anticipated on or about May 3, 2027. Work is phased into two primary periods: Phase 1 with a maximum 28 consecutive-day duration for Work Area 4, and Phase 2 with substantial completion required by September 24, 2027, and final completion within 120 days thereafter. Liquidated damages are assessed at $10,000 per day for Work Area 4 delays beyond 28 days, $5,000 per hour for failure to open runways/taxiways by 5:00 a.m., and $30,000 per day for delays beyond September 24, 2027. The Port offers incentive payments ranging from $15,000 to $30,000 per day for early completion, up to $235,000 maximum if all work completes before September 24, 2027.
Bid security of 10 percent of the total bid amount is required, submitted electronically as a certified check, irrevocable letter of credit, or bid bond. The contractor must perform at least 25 percent of total contract cost with its own organization; mobilization costs cannot exceed 10 percent of total bid. Prevailing wage applies under Oregon state law and the federal Davis-Bacon Act. Contractor registration with the Oregon Construction Contractors Board and compliance with 49 CFR Part 26 Disadvantaged Business Enterprise requirements and FAA Buy American preferences for domestic materials and products are mandatory. The Port reserves the right to reject any or all bids and to modify or terminate the contract if grant funding is suspended, canceled, or modified.
