About this file
This is Amendment 0008 to solicitation N6264925RA007, which provides questions and answers between a contractor and the government regarding work scheduling and technical requirements for USS HOWARD DDG83 maintenance work. The amendment addresses concerns about tank and bilge work completion timelines, with the government approving a 35-day undocking extension to September 10, 2025 (changed from August 6, 2025).
The Q&A exchange reveals detailed discussions about work sequencing, particularly regarding two TGIs (38JC212364-A01 and 38JC2123AN-A01) requiring 90 days completion time from tank closings. Key points include the contractor's need for access cuts in the Berthing No.5 area (4ft x 4ft), concerns about tank ventilation requirements, and scheduling constraints for parallel work execution. The contractor indicated they can complete tank work by September 10 with Sunday/night/overtime shifts, though noting higher labor rates would apply. The amendment also discusses potential descoping of preservation portions of certain work items to meet schedule requirements.

QUESTION AND ANSWER
Solicitation Amendment 0008 was issued to provide consolidated inquiries and responses made between a KTR and the Government.
See continuation sheet for details.
Inquiry regarding Undocking:
Question (KTR):
1. For the TGIs with POP end to undocking, actual POP end will be up to Undocking date? Or 5 days prior to Undocking?
2. With the consideration of shifting UD 35 days to right, it is still difficult complete bilge and tank with current POP.
Is it possible to remove following 2 TGIs from the availability?
25-R-A007;38JC2123ANA01 INSPECT AND PSV INTR SURFACE OF AC MCHRY AND PUMP ROOM (5-300-01-E) 25-R-A007;38JC212364A01 INSPECT, REPAIR, AND PRESERVE IN AUXILIRY MACHINERY ROOM NO. ONE
3. With following conditions, we are able to conduct the tasks.
a) remove above 2 TGIs from solicitation.
b) shift UD 35 days to right.
c) require access cut for the service lines.
**access cut is to fulfill safety (fire) requirement.
Answer (the Government):
Undock date was moving to 35 days to the right. And Access Cut will be submitted by CR.
Other inquiries and responses: Question# 1 (the Government):
Could you ask how many days they actually need to complete the work in question #2?
Answer# 1 (KTR):
For two TGIs, we would require 90 days from the related tank closings. *if there is work stoppage, stop works, we would require more days.
Question# 2 (the Government):
As Prospective KTR answered that they need 90 days Undocking extension to complete all works including those 2 ICNs, what if we request to KTR to accelerate the work?
By this I mean, how many days is KTR able to shorten the duration by working 2 shifts in a day, and/or work on Sundays, etc.
On the other hand, to KTR complete those 2 ICN works with 35 days Undock extension including other works, which job(s)/ICN(s) need to be removed from work package? Could you please specify the ICN(s)?
Answer# 2 (KTR):
We would require 90 days from closings of bilge related tanks for completing bilge cleanings work.
*** our request is not 90 days of Undocking extension.
(if we start with bilge cleaning prior to closing of tanks, foreign matter, other materials may fall into tanks) Therefore, we would like to receive 90 days from tank closing date for below two TGIs.
38JC2123ANA01 and 38JC212364A01
For completing tasks other than above two TGIs, we require Access cut for temporary lines/Hoses.
There is not enough space to pass through all temp. line/ hoses without access cut.
Question# 3 (the Government):
Understood as KTR requesting for 90 days duration after "Bilge related Tank Close" for 38JC212364-A01 & 38JC2123AN-A01, not 90 days UD extension. Could you please answer below question as well?
What is the timeline of 90 days extension after Tank Closing for those 2 ICNs (38JC21364-A01 & 38JC2123AN-A01)?
It doesn’t need to be specific, but I would like to know for each ICNs.
For KTR to complete those 2 ICNs with only 35 days UD Extension (w/o 90 days after Bilge Related Tank Close), which job(s)/ICN(s) need to be removed from work package? Could you please specify the ICN(s)?"
What if we request to KTR to accelerate those 2 ICN works (38JC212364-A01 & 38JC2123AN-A01)? By this I mean, how many days is KTR able to shorten the 90 days duration by working such as 2 shifts in a day, and/or work on Sundays, etc.
Answer# 3: (KTR):
Please find below.
Bilge Cleaning - 5days Masking - 5days RMV Grating - 4days Surface Preparation - 28days Paint - 14days RMV Masking - 3days Repair - 14days T/U - 7days Cleaning - 5days INST Grating - 5days
Total 90days (not including front load/found Repairs)
To prioritize 5-300-01-E(38JC2123ANA01) We require 4-300-1-F(38JC2123331A01) cancel.
There will be no need for Access Cut.
To prioritize 4-126-0-E(38JC212364A01) 5-126-1-F(38JC212315A01) and 5-126-2-F(38JC212316A01) need cancel.
Question# 4 (the Government):
Above timeline means each work(AUX#1 & Shaft Alley) takes 90 days each, but conducting in parallel at same time? Because I requested for a timeline for each ICNs.
Also, Does this mean 90 days have been already calculated with accelerated shifts?
Answer# 4 (KTR):
It is conducting in parallel at same time.
Our timeline already includes accelerated shifts.
::Overtime, weekend, holiday.
Question# 5 (the Government):
Here some questions about timelines from the meeting.
1) As KTR answered Bilge related Tank(s) need to be closed to prevent foreign matters/other materials fall into tanks, why can they just install enclosure(s) to those Tank Opening(s)?
2) We believe Bilge works such as Surface Preparation, Removing Gratings, Repair works, etc. should be conducted while related tank(s) are opened due to hot works and/or to avoid duplication of works.
That way it will save a time?
Answer# 5 (KTR):
Following are other reasons.
1. Enclosure cannot prevent all dust/foreign matters *tank require ventilation in/out, it is not possible to keep required quality when conducted at same time).
2. Painting requires within few(4) hours from surface prep.
3. When we start bilge preservation, tanks become inaccessible.
4. noise level inside tanks when paint removal of bilge is conducted is intolerable for human.
Question# 6 (the Government):
1. Enclosure cannot prevent all dust/foreign matters *tank require ventilation in/out, it is not possible to keep required quality when conducted at same time).
There are many cases that KTR installs Enclosures.
Tanks which have manholes in bilge spaces do not require Level 2 Cleanliness, therefore Enclosure or Temporarily closing tanks with gasket can be applied.
2. Painting requires within few(4) hours from surface prep.
3. When we start bilge preservation, tanks become inaccessible.
4. noise level inside tanks when paint removal of bilge is conducted is intolerable for human.
We believe 2 - 4 can be solved by a Schedule Coordination with flexibility to avoid space confliction.
If Manhole gets closed after tank work completed as KTR requesting, and if tank needs to be opened for rework, can KTR guarantee to not request for Pop Extension or additional Cost?
One more question.
Could you provide the dimension of access cut that KTR requesting for Aux#1?
Answer# 6 (KTR):
1. For Aux 1, we do not require access cut; if we can use Escape trunk.
We require access cut for Aft Side
2. Regarding schedule, firstly, schedule flexibility is very limited. If something happens, every work will have to be re-do.
All will take more time than planned. We require ventilation for tank work, both inlet and outlet. Dust smoke occurred in bilge will go into tanks.
3. We are required to request POP extension and additional cost if tank need to be opened for rework.
Question# 7 (the Government):
1) According to the email, they requests Access Cut to AFT side...
Where is the AFT side??? It is very unclear and we need more info to examine. Also, we would like to know the dimension.
2) If Preservation portion gets descope from both 38JC212364-A01(AUX#1) & 38JC2123AN-A01(Shaft Alley), is it possible for KTR to complete the work with 35 days Undock extension? Other works written in TGIs are still required to be conducted.
3) If Preservation portion gets descope from 38JC212301-A01(3GEN), 38JC212302-A01(FWD VCHT), & 38JC2123AM-A01(AFT VCHT), is it possible for KTR to complete both 38JC212364-A01(AUX#1) & 38JC2123AN-A01(Shaft Alley) with 35 days Undock extension?
Answer#7 (KTR):
Please find below.
1) For Shaft Alley zone. We assume Berthing No.5 (3-310-2-L). Size 4Ft x 4Ft.
2) Yes, it is. But if the volume of Front loading is over the written TGIs, we might be needed more time extension. Because the time schedule is tight.
3) No. Still Tank and bilge is conflict.
Question#8 (the Government):
35 days extension has been approved.
UD will be changed to 9/10/2025(WED) instead of 8/6/2025(WED).
Therefore all the works which have POP End Date as 7/14/2025 will be changed to POP End Date as 8/19/2025. New POP Dates will be 3/24/2025 - 8/19/2025. I will provide the revised POP Date TGIs once ready. For other works don’t have POP End Date as 7/14/2025, I will inform you once I find out if POP Dates also gets changed or not. (Please see Amendment 0006 dated 24 JAN 2025) About access cut at Berthing #5 for Shaft Alley, it can be covered by NSI 009-05. We would pefer to have a KTR to handle by themselves by submitting CR once Awarded. Is it possible?
Answer# 8 (KTR):
We cannot answer at this moment. We have to conduct shipcheck prior to determine if we can open access cut or not.
We cannot determine the labor/material/ODC required for the access cut.
(Will it be not required for the proposal date? It will be processed as growth work of CFR?)
Question# 9 (the Government):
If the same contractor is awarded on the Bundles, are they able to accomplish AUX#1 and Shaft Alley tank and bilge work in accordance with the TGIs in parallel/ at the same time?
If so, will they be able to complete Bilges and Tanks by 10 SEP 2025 which is 148 days in dock.
If the same contractor awarded cannot complete Bilges and Tanks in 148 days in dock, how many days do they think they need, and why?
If above cannot be met with the same contractor awarded on the Bundles, will the contractor be able to complete all work in the Tanks prior to 10 Sep 2025, and complete the remaining bilge work prior to CI00, which will be 08 OCT.
Answer# 9 (KTR):
UD will be Sept 10?
If we work Sunday/night shift, it is capable. For Sunday/Night/overtime work, labor rate will be higher than regular time.
This is for following schedule. "...Will the contractor be able to complete all work in the Tanks prior to 10 Sep 2025, and complete the remaining bilge work prior to CI00, which will be 08 OCT."
Question# 10 (the Government):
Is it possible to Prospective KTR to finish Tanks Works by 8/19, and Bilge PRSV works by 10/1/2025?
Answer# 10 (KTR):
It is difficult. We estimate we require until 30 Sept just for the tanks. But with Sunday/night/ overtime, we are able to finish the tanks by 10 Sept, with bare margin.
