About this file
This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for an Indefinite-Delivery Indefinite-Quantity (IDIQ) Small Business Multiple Award Construction Contract for general construction projects primarily at Marine Corps Base Camp Lejeune and Marine Corps Air Station Cherry Point in the NAVFAC MIDLANT Marine Corps Installation East Area of Responsibility. The procurement is a total small business set-aside, and Amendment 0007 serves two primary purposes: 1) incorporating Preliminary Price Information (PPI) Responses and 2) incorporating a Revised Specification M101.
The amendment addresses specific Request for Information (RFI) clarifications, including questions about fire suppression specification for a pre-engineered wet chemical fire hood system and lead abatement provisions. Additionally, the amendment confirms that the project superintendent can dual hat as the Quality Control (QC) Manager, with a separate Site Safety and Health Officer (SSHO) to be provided. The government has provided responses to contractors' questions regarding project staffing, specification interpretations, and scope details, with the full revised specification M101 to be attached separately.

04/02/25 RFI 97
Per RFI #97, it states that a fire suppression specification was provided in amendment 06, but this has not been provided per the comments in the drawings for a pre-engineered wet chemical fire hood suppression system. Please provide the specification for this scope.
See range hood specification in 23 73 33
04/02/25 RFI 144
Per RFI# 144 it states that lead abatement should be provided per the attachment K Asbestos report per Amendment 01. There was no lead testing or quantities stated in the Asbestos report. Therefore, lead abatement can't be priced without a testing report and quantities provided.
Additionaly, per the bid schedule, it states we are to give a price for 1000SF of lead abatement. Please also provide additional details of what the 1000SF of lead abatement should include.
The building has already been abated for lead, so there is no report. The bid item for the 1000SF of lead abatement covers any unforeseen lead that may be discovered during construction.

Amendment 0006, 01 45 10 and 01
35 29
Question from Amendment 0006: Can the site superintendent dual hat as the QC Manager per spec section 01 30 00, para 1.7.1? And confirm that a separate SSHO will have to be provided for this project.
Government response: Confirmed, the superintendent can dual hat as QC Manager. Confirmed that a separate SSHO will be provided. From the Specifications and Description of Work: One person may fill the roles of Superintendent, Quality Control Manager, and Safety & Health Officer, if duly qualified for all three positions as defined in the project specification.
Specification 01 45 10, paragraph 1.5.1.1 (Duties) states, "In addition to managing and implementing the QC program, the QC Manager may perform the duties of project superintendent." The government offers (2) specifications for an SSHO with 01 35 29, stating the SSHO is required to be a Level 2, which has minimal requirements for Site Safety and Health.
Paragraph 1.7.2.1, further states Site Safety and Health Officer (SSHO)/Superintendent (combined).
Please review and confirm the required field staff.
The superintendent can dual hat as QC Manager and a separate SSHO will be provided
2. Incorporate Revised Specification M101
Revised Specification M101 is attached separately.
