About this file
This document is a Standard Form 30 Amendment to Solicitation N4008524R2785, modifying an Indefinite-Delivery Indefinite-Quantity (IDIQ) Small Business Multiple Award Construction Contract for general construction projects at Marine Corps Base Camp Lejeune and Marine Corps Air Station Cherry Point. The amendment extends the proposal due date from 27 March 2025 at 2:00 PM EDT to 03 April 2025 at 2:00 PM EDT and incorporates Potential Price Information (PPI) responses addressing key questions about bid bonds, subcontractor experience consideration, NIST security requirements, and insurance expectations.
The solicitation is a total small business set-aside, and all correspondence is to be directed to Jonathan Durham via email. The amendment clarifies that a bid bond is required for the seed project, with a contract duration of 446 days, and provides guidance on subcontractor experience consideration for corporate experience evaluation. For the seed project, a Basic Assessment under DFARS 252.204-7019 and 252.204-7020 will meet security requirements, with future task order security levels to be determined individually. Minimum insurance requirements can be found in Section 00 73 00 of the solicitation documents.

Award
Page 7 of the SF1442 document states "Bid Bond (SF-24): Offeror shall submit a bid bond (SF-24) in the amount of 20% of total project bid price for the seed project or $3M, whichever amount is less. The bid bond shall be in the name of the Offeror identified on the SF1442. " Can you please confirm a bid bond is required for the seed project, and estimate the expected duration of the project? We will need this information for the the surety company to provide us the bond documents.
A bid bond is required for the seed project. Per the General Requirements, the contract duration is 446 days which includes 15 days to receive and approve bonds.

The solicitation says Government will not consider experience of subcontractors for factor 1 corporate experience, but what if we have an exclusive teaming agreement with them? Can we please use teaming subcontractor experience for this factor?
If the subcontractor is considered as a joint venture, affiliate, subsidiary, LLC, LTD member company and has meaningful involvement as detailed in Factor 1, then the subcontractor experience would be considered.
N4008524R2785
In regards to the NIST requirements, can you elaborate on what level of security will be required?
For the seed project, a Basic Assessment as described in DFARS 252.204-7019 and DFARS 252.204-7020 would meet the requirements. The level of required security on future task orders will be determined per task order.
Please refer to DFARS 252.204-7012 for more information on the specific requirements.
Answered PPI #24 on Amendment 003 clarifies that the Government via the Source Selection Evaluation Board should take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition. However, Page 9 of 87 of the RFP specifically states that experience as the prime contractor is required on all submitted projects and the Government will not consider experience of" proposed subcontractors. In addition, NAVFAC MIDLANT has stated on all previous MACC RFPs for General "Construction that the experience of proposed subcontractors will not be considered for corporate experience and the Offeror’s experience as a subcontractor will not be considered."
Can it be confirmed by Amendment that subcontractor experience will be considered as Unacceptable if submitted as part of the relevant projects for Corporate Experience and Past Performance?
This procurement is being conducted under FAR part 15.
However, the Factor 1 Language in the RFP and as updated by the Amendment applies pertaining to subcontractor consideration.
Do the GCs need to provide a Builders Risk policy for this project?
Minimum insurance requirements can be found in Section 00 73 00 and in clauses and provisions included in the solicitation.
