About this file
This is Amendment 0002 to solicitation N4008524R2785 for an Indefinite-Delivery Indefinite-Quantity (IDIQ) Small Business Multiple Award Construction Contract for general construction projects at Marine Corps Base Camp Lejeune and Marine Corps Air Station Cherry Point in the NAVFAC MIDLANT Marine Corps Installation East Area of Responsibility.
The amendment makes two key changes: 1) Revises the site visit requirements to reduce the advance notice needed for obtaining visitor passes from 24 hours to 2-3 hours prior to scheduled visit time, and 2) Provides responses to questions about project experience requirements, confirming that the minimum requirements remain unchanged ($5M for at least 3 projects with one being $10M+), proposal submission requirements (one electronic copy each of price and non-price proposals), teaming arrangements (first-tier subcontractors used for corporate experience must be small businesses), and other administrative clarifications. The amendment maintains this as a total small business set-aside with plans to award approximately five contracts, though more or fewer awards may be made based on best value to the government.

Will you be providing asbestos and lead reports?
Asbetos report was included in Amendment 0001 as Attachment K. The building has already been abated for lead, so there is no report.

For the proposals, Corporate Experience we are to submit a minimum of 3 projects with "A final construction cost of at least $5,000,000. (At least one project must demonstrate with a final construction cost of at least $10,000,000.)". Would the Govt consider reducing these amounts to a minimum of $1M and at least one over $4M. The current range of $5M/$10M is very hard for a small businesses to meet and will severely limit competition. We are able to bond projects up to $18M single project value.

Increased Competition: You state that the final construction cost must be at least $5,000,000, and at least one project must demonstrate a final construction cost of at least $10,000,000. As the historical contract data indicates there were 59 TO < $1M (33 of these < $500K), 28 TO between $1M and $3M, 9 TO between $3M and $5M, 10 TO between $5M and $10M, and 16 TO > $10M, would you lower the project size requirements to align with the types of previously awarded projects (i.e., final construction above $3M, and at least one project above $5M)?

Limiting Costs for Small Businesses:
The solicitation states, “The Government intends to award approximately five (5) contracts resulting from this solicitation to the responsible Offerors whose proposals represent the best values after evaluation in accordance with the factors and their relative importance, unless more or less than five (5) is determined to be the best value to the government by the Source Selection Authority”, but on the prior contract there were 10 awardees. In addition, you state, “a MACC awardee can only elect to withdraw from submitting a proposal on three (3) task order RFPs during the course of each year of the contract (base plus four options).”
Based on the historical task data of the existing contract, an awardee is expected to submit 20-30 bids each year. Would you increase this restriction to withdraw from up to seven (7) per year? And increase it further or remove it altogether if you select more than five (5) awardees?
No changes will be made

SF1442 Block 13, item A indicated submission of original and 1 copies.
Since the proposal response will be submitted electronically, please confirm one electronic original will be sufficient to meet submission requirements.
One electronic copy of the price and one electronic copy of the non-price proposal will be sufficient.

Would the government respectfully consider lowering the minimum project size value stated in Section 00 21 00 - Factor 1, Corporate Experience
(1) Solicitation Submittal Requirements, Subfactor Size. “A final construction cost of at least $5,000,000” to $3,000,000 in alignment with the task order range noted on page 5 of 87, paragraph 1.3.3 “$250,000 and $15,000,000” and on page 80 of 87, paragraph Estimated Budget Amount or Price Range "...of $1,000,000 to $5,000,000."

Can the reference to PPQs or CPARS previously submitted for other RFPs indicated in Factor 4 of the Non-Cost Proposal requirements for Offerors be deleted by Amendment?
No. Incorporating by reference PPQs or CPARS submitted as part of other proposals will not be accepted. PPQs and/or CPARS are required to be submitted per the submittal requirements in Factor 4
19 9 of 87 RFP NCP Factor
As the estimated construction cost range for the upcoming MACC Task Orders will be between $250,000 and $15,000,000, may one or two projects with a final construction cost between $2,000,000 and $5,000,000 be included in an offeror's proposal if the requirement for a minimum size of $5,000,000,with one project over $10,000,000, is maintained for at least
(3) projects?

Does the agency expect teaming affiliates to mean all non-related small business companies that are team subcontractors under the contract must be considered small collectively?
If prime contractor desires to satisfy the Corporate Experience factor through providing experience of a first-tier subcontractor that first-tier subcontractor must be a small business in accordance with Factor 1. A team member identified in the proposal, but not being utilized to satisfy the Corporate Experience requirement, can be either large or small businesses.
However, the offeror must comply with the self-performance requirements as set forth in the solicitation.
