About this file
This amendment to a solicitation modifies the requirements for the conversion of an offshore support vessel into a U.S. Navy training support vessel. The amendment provides clarification on specifications, updates Section J references, and answers bidder questions to further explain expectations around rigging an accommodation ladder, parts availability, execution milestones, sea trials preparations, and other solicitation details. The Navy seeks these repairs and upgrades to maintain certification from the American Bureau of Shipping on propulsion, power, command and control, and other vessel systems as part of the annual overhaul of the USNS Vindicator (TSV 5) training support vessel.

AMENDMENT 0008
The purpose of this amendment is to clarify specifications and update Section J.
QUESTION 058 Work Item 623-21-001:
This bidder question is as follow up to answer provided to BQ055. The contractor acknowledges that: “paragraph 2 provide sufficient references with regards to rigging and securing of the accommodation ladder to the side of the ship and the bail bracket which is attached to the hull and swings out to support the ladder when deployed”.
However, the contractor believes that the government has overlooked that the ship lacks a bail bracket, cleats, “J” Bar Davits, stowage stanchions to properly rig, deploy, secure, and re-stow the ladder.
Most of these references are references of 2.3 however, they are not part of the specification reference section.
Will the government please clarify if those references are to be used, and if so update the specification as needed?
