About this file
This solicitation requests proposals for the regular overhaul of the USNS VINDICATOR (TSV 5), an offshore support vessel. Key work includes dry-docking, pier-side maintenance and repairs, ABS certification, and potential upgrades to propulsion, power, command and control, steering, fuel, electrical, communication, hull, structural, towing, and anchoring systems. Proposals are due no later than August 1, 2022. The work will be awarded as a full and open competition with a NAICS code of 336611. The Navy seeks repairs at East or Gulf coast facilities with sufficient pier and drydock capacity. Offerors must demonstrate eligible facilities and drydock certification. The summary of changes amends the solicitation and incorporates responses to bidder questions on technical specifications and schedule details.

AMENDMENT 0002
The purpose of this amendment is to clarify specifications, incorporate Errata 1 and to update
Section B, F, J and L.
QUESTION 006 ITEM NO: 997-11-001:
In the provided RFP, page 17 states, “The Contractor shall furnish all resources necessary to transport the existing PSV from its current location and perform the overhaul, alterations and
ABS re-certification of the PSV to VTSV at the Contractor’s facilities.” Then, page 30 states, “The Government agrees to deliver the Vessel to the Contractor no later than the date set forth in
Attachment S-2.”
Will the Government confirm if it will be the responsibility of the Contractor to transport
VINDICATOR from Beaumont, TX to Contractor facilities, or will the Government arrange and provide services for the transfer?
ANSWER 006 ITEM NO: 997-11-001:
Yes, the Government confirms it is the Contractor’s responsibility to transport VINDICATOR from Beaumont, TX to the Contractor’s facilities.
No, the Government will not arrange or provide services for the transfer. The delivery referred to on page 30 of the RFP takes place at the Beaumont, TX facility, where the Vessel will be delivered to the Contractor. It is the Contractor’s responsibility to transport the vessel to the
Contractor’s facility.
QUESTION 007 RFP:
As the Contractor identifies the volume of work required within this RFP, would the
Government please afford the Contractors an additional two weeks to submit their proposals?
By allowing a submission date of Monday, August 15, 2022, all Contractors will be able to submit a more through bid to the Government.
ANSWER 007 RFP:
No. The submission of proposals are currently due no later than 1400 (Local SERMC Time) on 01
AUGUST 2022.
QUESTION 008 VARIOUS:
Various Specifications contain the following statement: “Accomplish painting requirements for each new and disturbed surface, as approved by Operator, Owner's Specifications, ABS Surveyor and in accordance with the paint manufacturer's recommendation.”
In order for the contractor to provide a more accurate price, can the government please provide what is the minimum surface preparation acceptable under this requirement?
ANSWER 008 VARIOUS:
Minimum surface preparation (touch-up) is defined for new and disturbed surfaces as less than 4 square feet.
QUESTION 009 ITEM NO: 581-11-001:
Various paragraphs in the specification call out to remove and perform preservation of the 20 shots of anchor chain.
Paragraph 3.5 directs contractor to install “new anchor chain”, which is provided as GFM.
However, paragraph 3.4 directs to accomplish preservation on equipment under 1.3 which includes the existing anchor chain.
Is the intend of the government for the contractor to preserve the existing anchor chain and turn it over to the government and install the new, provided GFM anchor chain?
Please review and clarify specification as needed.
ANSWER 009 ITEM NO: 581-11-001:
No, it is not the intent of the Government to preserve existing chain. The intent is to preserve the existing anchor and new chain. This change is incorporated under Errata 1.
QUESTION 010 ITEM NO: 150-11-003:
Paragraph 3.2 direct contractor to provide the service of an Original Equipment Manufacturer
