About this file
This document provides an amendment to a solicitation for the conversion of an offshore support vessel into a U.S. Navy training support vessel. Amendment 0009 clarifies specifications and updates pricing requirements. The Navy seeks dry-docking, pier-side maintenance, repairs, and alterations to systems including propulsion, power, command/control, and hull for the USNS Vindicator to meet ABS certification. The SUPERVISOR will provide an ABS surveyor for tests and inspections. Questions regarding fueling, lubricants, towing plans, and equipment lists are answered. The contractor must meet milestones and provide a small business subcontracting plan. Exhibits include specifications, a CDRL, and attachments on pricing, milestones, and vessel information.

The vessel was not laid-up per ABS guidelines at its time of deactivation but the vessel has been under a dehumidification system at a MARAD facility since 2019.

Additional required work would be funded with a RCC for those repairs determined to be necessary.
