About this file

This document provides an amendment to a solicitation for the conversion of an offshore support vessel into a U.S. Navy training support vessel. The amendment clarifies specifications, updates pricing sections, and provides responses to offeror questions. Key details include performance of drydocking, pier-side overhaul, repairs, and alterations to systems such as propulsion, power, command and control, and hull structures. Equipment upgrades and modernization are also required. The Navy seeks these services for the USNS Vindicator (TSV 5) with a period of performance starting in September 2022. Offerors must submit proposals by August 1, 2022 to the Department of the Navy Naval Sea Systems Command. The solicitation is designated under NAICS code 336611 and is a full and open competition set-aside for small businesses.

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0001

The purpose of this amendment is to clarify specifications and to update Section L amd Section

M.

QUESTION 001 Volume I Eligibility:

In Paragraph 2C it states the DD must be in accordance with MIL-STD-1625 only to be eligible.

This contradicts what is stated on page 21 Dry dock certification which mentions two options such as ABS classification or other certification techniques.

Clarify does the DD need to be in accordance with MIL-STD-1625 which is not a requirement for USNS, USCG, NOAA or MARAD vessels?

ANSWER 001 Volume I Eligibility:

The dry dock shall be currently certified to MIL-STD-1625D (SH), Safety Certification for Dry-dock Facilities and Building Ways for U.S. Navy Ships, dated 27 August 2009 as Safety

Certification Program for Dry-docking Facilities and Shipbuilding Ways for U.S. Navy Ships or in accordance with the standards and criteria of an internationally recognized certifying authority acceptable to the Contracting Officer, (examples of such authority include, but are not limited to, ABS, Lloyds Registry of Shipping, Det Norske Veritas) in effect on the date of contract award.

QUESTION 002 Utilization of NMD:

On page 30 the use of NMMD is going to be required. NMD is a burdensome system only being used on USN vessels and not on MSC, USCG, NOAA or other federal vessels.

ANSWER 002 Utilization of NMD:

The successful offeror shall utilize the Navy Maintenance Database (NMD) program to perform administrative functions with the Government.

QUESTION 003 Extension:

Would the government consider a three-week extension (22 August)? This is a rather extensive project requiring significant information for the submission of the response in addition to the work. Gulf Copper realizes that the work is to commence in September but due to the solicitation being originally announced under NAICS 336612 and not NAICS 336611 there was confusion on the advanced information.

ANSWER 003 Extension:

No. The submission of proposals are currently due no later than 1400 (Local SERMC Time) on

01 AUGUST 2022.

QUESTION 004 Solicitation Submission:

Would the government consider using DOD Safe for submission as well as for references? As stated on page 128 references will be difficult to receive if not already registered in the approved system or located in Mayport FL. DOD SAFE is commonly used in other USN projects as well as USCG projects. Your consideration would be greatly appreciated.

ANSWER 004 Solicitation Submission:

Please refer to Section L- INSTRUCTION TO OFFERORS. The references are available by sending the request to dwight.l.beeman.civ@us.navy.mil and frank.a.navarro.civ@us.navy.mil, copy SERMC_MYPT_Code_400_PCO@navy.mil.

QUESTION 005 Solicitation Submission:

The current bid due date is 8/1/22. We are interested in this work but would need a 30 day extension (9/1/22) in order

Thanks

ANSWER 005 Solicitation Submission:

See Answer 003.

c. the dry dock shall either (i) currently be certified to MIL-STD-1625D (SH), Safety Certification for

Dry-dock Facilities and Building Ways for U.S. Navy Ships, dated 27 August 2009 as Safety

Certification Program for Dry-docking Facilities and Shipbuilding Ways for U.S. Navy Ships;

or in accordance with the standards and criteria of an internationally recognized certifying authority acceptable to the Contracting Officer, (examples of such authority include, but are not limited to, ABS, Lloyds Registry of Shipping, Det Norske Veritas) in effect on the date of contract award.

A. VOLUME II - PAST PERFORMANCE

The Government will review completed CPARS reports for five relevant (meaning at least somewhat relevant) and most recent contracts (if existing) completed within three years from the RFP proposal due date. These completed CPARS reports will be retrieved from PPIRS using the offeror’s CAGE Code, name, address, and division identified on the SF 33. For relevant contract efforts not recorded in PPIRS as completed CPARS reports, the Government will review PPQs completed and submitted in accordance with

Section L, and any corrective action narrative submitted. The purpose of the past performance evaluation is to allow the Government to assess the offeror’s ability to perform the requirement described in this Request for Proposal (RFP) based on the offeror’s demonstrated past performance.

There are two aspects to the past performance evaluation:

1) Past Performance Relevance

In determining the relevancy of the submitted data, the following levels of relevancy as shown in the below table will be used:

Rating Definition

Very

Relevant

Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.

Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Somewhat

Relevant

Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.

Not

Relevant

Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

Scope, magnitude of effort and complexity are further defined below:

VERY RELEVANT

SCOPE: Scope will be considered very relevant if the type of work effort in the past performance event involved work essentially the same as the work in the RFP.

MAGNITUDE OF EFFORT: Magnitude of effort will be considered very relevant if the past performance event had a final contract value at or above $5,000,000.

COMPLEXITY: Complexity will be considered very relevant if the past performance event involved the design and/or construction of (1) offshore supply vessels of similar mission and complexity and (2) other vessels of similar complexity and was performed as a prime.

RELEVANT

SCOPE: Scope will be considered relevant if the type of work effort in the past performance event involved work similar to the work in the RFP.

MAGNITUDE OF EFFORT: Magnitude of effort will be considered relevant if the past performance event had a final contract value at or above $5,000,000.

design and/or construction of (1) offshore supply vessels of similar mission and complexity and (2) other

SOMEWHAT RELEVANT

SCOPE: Scope will be considered somewhat relevant if the type of work effort in the past performance event involved some of the work in the RFP.

MAGNITUDE OF EFFORT: Magnitude of effort will be considered somewhat relevant if the past performance event had a final contract value at or above $5,000,000.

design and/or construction of (1) offshore supply vessels of similar mission and complexity and (2) other

2) Performance Confidence Assessment

Past performance will not be rated on a pass/fail basis. The past performance information obtained will be reviewed to determine the quality and usefulness as it applies to performance confidence assessment. In conducting a performance assessment, each offeror shall be assigned one of the ratings outlined in the below table:

Rating Description

Substantial

Confidence

Based on the offeror’s recent/relevant performance record, the

Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory

Confidence

Based on the offeror’s recent/relevant performance record, the

Government has a reasonable expectation that the offeror will successfully perform the required effort.

Limited

Confidence

Based on the offeror’s recent/relevant performance record, the

Government has a low expectation that the offeror will successfully perform the required effort.

No Confidence Based on the offeror’s recent/relevant performance record, the

Government has no expectation that the offeror will be able to successfully perform the required effort.

Neutral

Confidence

No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.

In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, a “Neutral Confidence” will be assigned to the past performance factor and the offeror will be evaluated neither favorably nor unfavorably on past performance. However, the

Government may determine that a “Substantial Confidence” or a “Satisfactory Confidence” past performance rating is worth more than a “Neutral Confidence” past performance rating in the best value tradeoff analysis.

The overall performance confidence rating will be based on the technical/quality, schedule, and management performance for each contract.

B. VOLUME III - PRICE

The price evaluation will document, for the offers evaluated under section B, the fairness and reasonableness of the proposed total evaluated price.

The Government may use various price analysis techniques and procedures such as those listed in FAR

15.404-1(b)(2) to ensure fair and reasonable price.

Offers will not be considered which do not submit prices in section B for all CLINs/SLINs/ELINs including Option Items. The Government will evaluate offers for award purposes by adding the total price of all Option Items to the total price of CLIN 0001 in accordance with FAR 52.217-4, EVALUATION OF

OPTIONS EXERCISED AT TIME OF CONTRACT AWARD (JUN 1988).

C. VOLUME IV – SMALL BUSINESS SUBCONTRACTING PLAN (LARGE BUSINESSES

ONLY)

Offerors’ Small Business Subcontracting Plan will be evaluated in accordance with FAR 19.704 –

Subcontracting Plan Requirements using Attachment J-3. In accordance with FAR 52.219-9, Small

Business Subcontracting Plan, failure to submit and negotiate the subcontracting plan shall make the offeror ineligible for award of the contract. In addition to meeting the minimum requirements as outlined in Attachment J-3, offerors’ Small Business Subcontracting Plan shall include the congressionally mandated five percent (5%) goal for small disadvantaged business concerns or a detailed explanation as to why the goal cannot be included in the plan in order to be considered eligible for award.

D. VOLUME V– PREAWARD DATA

Pre-award data will be evaluated on an acceptable/unacceptable basis.

E. COMPETITIVE RANGE

If awards are not made on the basis of initial offers, the Contracting Officer will make the determination as to which offers are in the “Competitive Range.” The competitive range shall be determined on the basis of the probable price to the Government plus the past performance evaluations, and shall include only offerors that have a reasonable chance of being selected for award. The initial number of offers considered as being within the competitive range may be reduced when, as a result of the written or oral discussions, any such offer has been determined to no longer have a reasonable chance of being selected for award. The number of offers within the competitive range may also be reduced if the Contracting Officer determined that the number of most highly rated proposals that might otherwise be included within the competitive range exceeds the number at which an efficient competition can be conducted.

F. DISCUSSION AND PROPOSAL REVISIONS

For the Government’s intent regarding discussions, see FAR 52.215-1 included in section L of the RFP. If discussions are held, all offerors selected to participate in discussions shall be advised of deficiencies, significant weaknesses, and adverse past performance in their offer, and shall be offered an opportunity to correct or resolve these issues. However, if an offeror has already been afforded an opportunity to submit comments, rebutting statements or additional information concerning its past performance, or has already done so under FAR 42.15 or CPARS procedures, then discussions need not be held. At the conclusion of discussions, a final common cut-off date, which allows an opportunity for submission of written proposal revisions, shall be established, and those offerors selected to remain in the competitive range will be notified to submit proposal revisions.

A further evaluation of offers within the Competitive Range may occur in light of any additional information or data received during subsequent discussions and/or furnished with final proposal revisions.
