3. REQUIREMENTS:
3.1 Accomplish the following, in addition to the specific requirement of the Job Order, for Work Items which identify reservation of each manhour or each material dollar.
3.2 Identify each task/discrepancy and initiate an estimate of each manhour and material dollar on Reservation Task Request/Control Form (Attachment A) for each discrepancy or task identified to be accomplished under a reservation item or reservation paragraph, entering the date and estimate of labor and material, and deliver the estimate to the
SUPERVISOR.
3.2.1 Each reservation tasking must not be used to accomplish work outside the scope of the specific Work Item identifying a reservation work paragraph.
3.3 Ensure the SUPERVISOR review the estimate submitted and if in agreement, must sign the "RMC/NSA Authorization Agreement to Quote" blank, authorizing the work at the manhour and material dollar quoted.
The contractor must then sign the "Contractor Obligation/Agreement to Quote" blank and enter the estimated start date. The RMC/NSA contract representative must initial the form in the blank provided.
3.3.1 If there is a difference of opinion in the estimate provided by the contractor and RMC/NSA, each manhour and material dollar must be negotiated immediately to resolve the difference. Each negotiated manhour and material dollar must then be entered in the provided "Revised Estimate" block with each required signature as indicated in 3.3.
3.4 Ensure the control form has the work completion date, signed and dated by the contractor, and submit to the SUPERVISOR within 2 days after completion of the tasking authorized.
3.5 Submit one legible copy, in approved transferrable media, of a weekly report listing each Work Item with each manhour and material

reservation paragraph identified to the SUPERVISOR.
3.5.1 The report must contain the following: Work Item number, reservation control form serial number, reservation paragraph number, total of each original manhour and material dollar allocated in each paragraph, manhour and material dollar negotiated for each authorized tasking, and remaining balance of each manhour and material dollar.
3.6 Submit one legible copy, in approved transferrable media, of a final report no later than 5 days after completion of the availability to the
SUPERVISOR.
3.6.1 The report must contain the same information specified in 3.5.1.
3.7 Ensure each reservation manhour and material dollar requirement listed in the individual Work Item is a part of this contract under the original solicitation and award. Therefore they are subject to each provision, term, condition and clause of this contract job order and the Master Ship Repair Agreement (MSRA)/The Agreement for Boat Repair(ABR).
3.7.1 The manhour reservation must include each effort for both prime contractor and sub contractor.
3.8 Verify the balance of each hour remaining in each reservation item after negotiation has concluded, and it is evident that no additional work will be tasked, subject to a decreased change order.
3.9 Ensure only each actual production manhour expended will be considered toward the contractor obligation to provide the defined reservation manhour effort. While supervision, quality assurance, and other nonproductive labor should be included in the pricing for each reservation item in the original bid, they must not count toward satisfying the contractor obligation to provide each reserved manhour.
The production manhour reservation must not include any allowance for technical representative or for any other Government directed source unless specifically addressed in the individual Work Item.
3.10 Ensure each material dollar is based on actual cost to the Contractor of acquiring material provided. Each material dollar may include freight or duty which would be reflected on the invoice for the material. The Contractor must not be allowed to add a material handling charge, overhead (including G and A), or profit into the actual cost of material expended toward the reservation.
