About this file

This is an addendum to FAR clause 52.212-2 establishing the evaluation criteria and award basis for a commercial products and commercial services acquisition. The Government will award a purchase order to the responsible quoter whose conforming quotation provides the most advantage to the Government when price and other factors are considered together.

Quotations will be evaluated using a comparative evaluation process against three factors: Technical, Past Performance, and Price. The Technical evaluation assesses the quoter's ability to meet or exceed the Government's requirements as outlined in the solicitation and instructions to quoters. Past Performance evaluation examines relative risks to successful performance based on the quoter's track record, which may be assessed through the contracting officer's prior knowledge and experience, customer surveys, past performance questionnaire responses, the Contractor Performance Assessment Reporting System (CPARS), or other reasonable bases. Price evaluation is conducted by totaling all line item prices. The Government reserves the right to select a quotation other than the lowest-priced option if it provides additional benefits, and may select quotations exceeding minimum requirements without obligation to do so. All responses must meet the solicitation's minimum requirements, and the Government will not accept alternate quotations.
