About this file

This is a Request for Quotation (RFQ) for the procurement of high-volume, low-speed industrial-grade commercial ceiling fans, including installation and related services. The Government will award a Firm Fixed-Price (FFP) contract to the responsible offeror whose quote represents the overall Lowest Price Technically Acceptable (LPTA) solution, with technical capability and price weighted approximately equally during evaluation. Offerors must be registered in the System for Award Management (SAM) to be eligible for award, and prices must remain firm for 45 calendar days from the specified receipt date. The Government reserves the right to cancel the solicitation at any time without reimbursement for costs incurred and may conduct interchanges for clarifications with one, some, or all quoters at its discretion.

Quotations must be submitted in two separate volumes via email to the Contract Specialist (Lauren O'Shaughnessy@us.af.mil) and Contracting Officer (Sandra Smith: sandra.smith.24@us.af.mil) by the date and time specified in block 8 of the solicitation. Volume I—Technical Capability must address four sub-factors: Technical Specifications/Product Data/Compliance Data (demonstrating fans meet mechanical design, electrical infrastructure, performance metrics, safety features, and control option standards); Manufacturer Warranty and Workmanship Warranty (including coverage type and duration); Manufacturer Liability and Workmanship Liability (including defect coverage, remedy terms, exclusions, and liability caps); and Quality Control Procedures (covering material inspections, manufacturer standard compliance, and safety protocols). The technical narrative is limited to five pages, with additional certifications and past performance references included as appendices. Volume II—Pricing requires offerors to complete the provided Schedule with unit prices for all Contract Line Item Numbers (CLINs) and submit a detailed price proposal in MS Excel format that includes proposed direct labor hours and costs by task and category, labor burden components (Health and Welfare rates, FICA, unemployment taxes, workers' compensation, and liability insurance), indirect costs with breakdowns, all other costs with supporting basis, and proposed profit or fee. Electronic documents must be submitted in PDF or MS Word/Excel format with document names limited to 30 characters and no special characters, passwords, or marketing materials permitted.

Paragraph (a) is deleted in its entirety.

Addendum to 52.212-1(b), Period for acceptance of offers. The Offeror agrees to hold the prices in its offer firm for 45 calendar days from the date specified for receipt of offers unless another time period is specified in this solicitation.

Addendum to 52.212-1(d), Contract Award. The Government intends to evaluate offers and award a Firm Fixed- Priced (FFP) contract based on the initial quote submissions without conducting interchanges (INs) and clarifications; therefore, each quote should contain the best terms from a price and technical standpoint. However, the Government reserves the right to hold interchanges if determined by the Contracting Officer (CO) to be necessary during the evaluation, or when it is determined to be in the best interest of the Government. Interchanges and clarification may be conducted with one, some or all quoters as the government is not required to conduct interchanges with any and/or all quoters responding to the RFQ.

The government reserves the right to only hold interchanges if considered necessary. These interchanges can be informal or formal for the purpose of clarifications. The Contracting Officer may use e-mail correspondence to send an Interchange Notice (IN) or phone call, etc., asking for clarifications, for change pages, request revisions, or other documentation. In addition, the government is not obligated to hold interchanges with any or all offerors. The quote rated technically acceptable, either initially or as a result of interchanges, will be eligible for award.

Addendum to 52.212-1 (e), Debriefings, is deleted in its entirety.

(End of Provision)

RFO 52.212-2 Evaluation—Commercial Products and Commercial Services. (Deviation Date) (FEB 2026) Addendum enclosed

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

• TECHNICAL CAPABILITY

• PRICE

Both factors are approximately equal when combined during the solicitation’s evaluation. Past performance and capabilities remain important since the Contracting Officer must find an offeror responsible in accordance with RFO

15.201. All quotes shall be submitted via email to the Contracting Officer and Contract Specialist.

(b) Options (if applicable). Paragraph (b) is deleted in its entirety.

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.

(End of provision)

Addendum to 52.212-2 (b), Evaluation Factors:

(a) Evaluation factors. The Government intends to award a contract resulting from this Request for Quotation (RFQ) to the responsible offeror whose quote conforms to the RFQ and represents the overall Lowest Price Technically Acceptable (LPTA) to the Government, price and other factors considered. LPTA is determined by evaluating all non-cost proposals on an "acceptable vs. unacceptable" basis. Once a quotation meets the minimum objective standards defined in the solicitation, the contract is awarded to the offeror with the lowest evaluated price, with no additional value given for exceeding technical requirements.

The Government will review each offeror's price and order them from lowest to highest priced. The Government will evaluate quotations in ascending price order until a minimum of two (2) quotations are determined to be Technically Acceptable. Under the LPTA approach, the Government will evaluate the three (3) lowest quotes up front if more than 3 offerors are received. This source selection will evaluate the lowest-price quote first for technical acceptability, if it passes, the award will be made; however, if it is found technically unacceptable, then the next lowest-price quote will be evaluated, and so forth.

General Instructions: Documents submitted in response to this Request for Quote (RFQ) must include all information requested and must be submitted in accordance with these instructions. The Government reserves the right to evaluate fewer or more quotations as necessary to ensure adequate competition and support a determination for fair and reasonable pricing. The response shall consist of two (2) separate volumes and additional attachments; Technical Capability and Price quote. The items required should be submitted separately of either volume. All electronic documents must be in .pdf format or MS Word and/or Excel and shall follow the instructions below. The title of the documents should state the corresponding proposal volume/title.
