About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 21 seeks comprehensive medical physicist testing and inspection services for diagnostic imaging equipment at the San Francisco Veterans Affairs Health Care System and three affiliated Northern California clinics, with proposals due October 27, 2026. This is a total small business set-aside with an estimated contract value of $19 million.

Place of performance spans four VA facilities: the main San Francisco location (4150 Clement Street), Santa Rosa Clinic, Eureka Clinic, and Oakland Clinic. The contract period runs December 10, 2026 through December 9, 2027 (base year) with two additional one-year option periods. All work must be performed by a medical physicist certified by the American Board of Radiology, American Board of Medical Physics, or Canadian College of Physicists in Medicine, holding a Master's degree in medical physics or related discipline; alternative qualifications are permitted for specific modalities (mammography, CT, nuclear medicine, PET, MRI) with documented clinical experience and graduate-level coursework in biological sciences.

Mandatory services include annual equipment inspections across 13 advanced imaging devices, 26 radiographic/fluoroscopy/tomosynthesis tubes, and 19 minor radiographic tubes; semi-annual ultrasound inspections; quarterly nuclear medicine camera and PET inspections; acceptance testing of new or relocated equipment; post-repair inspections within 48 hours; annual CT protocol reviews; shielding design calculations per NCRP standards; quality assurance program development and annual review; and consultation and emergency services within 24 hours. The contractor furnishes all testing equipment, phantoms, transportation, and travel costs. Personnel must pass NACI background investigation and complete mandatory security and privacy training. Evaluation weighs technical capability, past performance (with preference for recent VA or hospital experience), SDVOSB compliance, and price under FAR Part 12. The NAICS code is 541380 and PSC is H265.
