This document is an evaluation addendum to FAR 52.212-2 for commercial products and services, establishing the criteria and methodology for evaluating quotations for an ArcGIS Indoors implementation project.
The Government will award to the quotation most advantageous to the Government using three primary evaluation factors: Special Standards of Responsibility, Past Performance, and Price. Special Standards of Responsibility comprise ten specific requirements (SP1-SP10) that offerors must demonstrate. SP1 requires the prime contractor or named subcontractor to hold current Esri Partner Network Indoor GIS Specialty certification or have documented Esri Professional Services engagement. SP2 mandates demonstrated experience with completed end-to-end indoor GIS implementations in complex institutional environments (healthcare, Federal, higher education, transportation, etc.), including requirements analysis, governance, multilevel data, visualization, routing, deployment, testing, and documentation. SP3 requires experience migrating GIS data, maps, services, and applications from legacy systems into customer-controlled ArcGIS Enterprise environments. SP4 demands expertise in data engineering and conversion using ArcGIS Pro and the Indoors information model to process CAD, BIM/Revit, PDF, and legacy GIS data. SP5 requires personnel, equipment, and quality-control capability for indoor LiDAR acquisition and field verification in large multilevel facilities with deliverables in E57 and LAS/LAZ formats. SP6 necessitates experience creating multilevel indoor network datasets, routing services, and configuring ArcGIS Indoors Viewer or comparable wayfinding applications in browser and kiosk modes. SP7 requires identification of qualified and committed key personnel in seven defined roles with specified minimum experience levels. SP8 requires demonstrated capability to perform separately ordered optional-task work across five task groups. SP9 demands organizational procedures and qualified personnel for VA compliance, including suitability investigations, PIV badging, security training, and Section 508 accessibility requirements. SP10 requires demonstrated experience with quality assurance, test planning, user-acceptance support, defect tracking, incident triage, and transition to customer or successor contractor. Past Performance will assess relative risk of successful contract fulfillment based on the contracting officer's knowledge, customer surveys, CPARS records, or other reasonable basis; neutral rating applies if no past performance exists. Price evaluation will sum all line-item prices including options. The Government reserves the right to select a quotation exceeding minimum requirements that provides additional benefit. A preliminary compliance check will reject incomplete offers from further consideration. Options will be evaluated by adding total option prices to the base requirement, including six months of services under FAR 52.217-8.

ATTACHMENT 2: 52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND
COMMERCIAL SERVICES
ADDENDUM to 52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL
SERVICES (DEVIATION AUG 2025)
(a) Basis for Award. The award will be made to the quote most advantageous to the Government and best meets the requirement described in the Statement of Work. The following factors shall be used to evaluate quotations:
(1) Special Standards of Responsibility
(2) Past Performance
(3) Price
(b) Evaluation Approach. The Government will evaluate quotations using the comparative evaluation process outlined in RFO 12.203 (c) (2), where quotations will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s). Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is not requesting or accepting alternate quotations. The evaluation will consider the following:
(1) Special Standards Responsibility: The Government will evaluate the Offeror’s Management Plan to determine its understanding of, and ability to effectively implement and manage GIS/Esri Indoors implementation experience in accordance with the Statement of Work (SOW). The evaluation will focus on the adequacy and feasibility of proposed certified staffing, and operational procedures to ensure uninterrupted service, safety, and compliance with contract requirements.
Special Standards of Responsibility: The following special standards of responsibility apply to this procurement:
Special Standards (SP1): Qualifying ArcGIS Indoors Organization or Team: The Offeror must satisfy one of the following qualifying paths: (1) the Prime Contractor is an active Esri Partner Network partner holding the current Indoor GIS Specialty; (2) a named subcontractor is an active Esri Partner Network partner holding the current Indoor GIS Specialty and will materially perform and oversee the ArcGIS Indoors work;
or (3) the Offeror has a documented Esri Professional Services engagement that will materially support the implementation. The Offeror shall provide current official Esri documentation and, for either teaming path, a signed commitment identifying the parties, work, oversight responsibility, and availability. A general Esri Gold or other partner designation alone does not satisfy this standard. The Prime Contractor remains responsible for performance and applicable limitations on subcontracting.

Special Standards (SP2): Comparable End-to-End Indoor GIS Implementation: The proposed team must demonstrate successful performance of one or more completed or operational projects that collectively included requirements analysis, governance, multilevel indoor data, floor-aware visualization, indoor routing or wayfinding, application deployment, testing, stakeholder acceptance, documentation, and turnover. At least one cited project must involve a complex, occupied, access-controlled institutional environment, such as healthcare, Federal, public-sector, higher-education, transportation, or a similarly complex facility. Prior VA experience is not required. Evidence shall identify the customer, facilities and approximate scale, dates, team role, work performed, outcomes, and a verifiable reference.
Special Standards (SP3): ArcGIS Enterprise Migration and Customer-Controlled Deployment: The proposed team must demonstrate experience migrating GIS data, maps, services, applications, and dependencies from a legacy viewer, ArcGIS Online organization, another portal, or contractor-controlled source environment into a customer-controlled ArcGIS Enterprise environment. The cited experience must include source and target inventory, ownership, groups, sharing analysis, dependency handling, export, cloning or republication, URL and application-reference updates, cutover and rollback planning, functional validation, and transition or archive coordination. Evidence shall identify at least one relevant project and the personnel or organizations that performed the work. Contractor-provided production hosting or licensing is not required and does not substitute for this experience.
Special Standards (SP4): Indoors Data Engineering and Source Conversion: The proposed team must demonstrate experience using ArcGIS Pro and the ArcGIS Indoors information model to georeference, convert, reconcile, and validate CAD, BIM/Revit, PDF, floor-plan, legacy GIS, or comparable facility source data. The experience must include creation or maintenance of floor-aware Sites, Facilities, Levels, Units, Details, related tables, stable identifiers and relationships, data dictionaries, validation rules, maps, and published services. Evidence shall include at least one relevant project narrative and resumes for the personnel leading source assessment, Indoors data modeling, conversion, quality assurance, and documentation.
Special Standards (SP5): Indoor LiDAR and Field Verification: The Offeror must have, or demonstrate through a named committed subcontractor, the personnel, equipment, and quality-control capability to plan and execute indoor LiDAR acquisition and field verification in large, multilevel, occupied facilities.
Proposed resources must have experience with scan planning, control and registration, independent-checkpoint validation, coverage and occlusion documentation, floor-plan extraction, discrepancy reconciliation, and registered point-cloud and QA deliverables in E57 and LAS or LAZ formats. Evidence shall include a comparable project, the Field Verification and LiDAR Lead's resume, and evidence of equipment or committed resource availability sufficient to meet the SOW's USIBD LOA Version 3.1 or approved-equivalent requirements. A qualified LiDAR subcontractor is permitted; the Prime Contractor remains responsible.
Special Standards (SP6): Indoor Network, Wayfinding, Viewer, and Kiosk Software: The proposed team must demonstrate experience creating and validating multilevel indoor network datasets and routing services that account for doors, walls, elevators, stairs, accessible paths, restricted areas, and role-appropriate routes. The team must also demonstrate experience publishing floor-aware content and configuring ArcGIS Indoors Viewer or a comparable indoor wayfinding application in browser and kiosk modes, including search, floor filtering, routing, role-based sharing, visitor-safe content, session behavior, and software integration testing against customer-furnished equipment. Evidence shall include a relevant project narrative, personnel resumes, and a verifiable customer reference. This standard does not include kiosk hardware procurement, electrical or data work, mounting, imaging, warranty, or physical installation.
Special Standards (SP7): Qualified and Committed Key Personnel: The Offeror must identify personnel capable of performing every key role in the SOW Personnel Qualifications section and provide resumes demonstrating the stated qualifications: Project Lead/Indoors Specialist (minimum three years relevant indoor GIS); GIS Technical Lead (minimum five years ArcGIS Pro, geodatabase, data-modeling, and field-workflow experience); Field Verification and LiDAR Lead; ArcGIS Enterprise Solution Administrator;
Data Analyst; Training and Documentation Specialist; Technical Support Lead (minimum three years enterprise GIS support); and Geodatabase and Indoors Data Specialist (minimum three years relevant data-management experience). Signed availability commitments are required for proposed nonemployee personnel. One person may fill multiple roles when all qualifications, workload, and availability requirements are demonstrated. No individual certification is required.
Special Standards (SP8): Optional-Task Resource Readiness: The Offeror must demonstrate that it possesses, or has committed access to, qualified resources capable of performing separately ordered Attachment A work during Option Years 1 through 4. The Offeror shall provide a capability matrix identifying the Prime Contractor, named subcontractor, or documented Esri Professional Services resource responsible for each Attachment A task group: Core Indoor Experience Augmentation; Data Foundation and System Maintenance; Facilities Operations and Integrations; Dashboards and User Experience; and Planning, BIM, and Reality Mapping. The matrix shall be supported by relevant project experience, resumes, or signed resource commitments for each group. Prior performance of every individual optional task is not required, and this standard does not authorize or include optional work in the Base Year.
Special Standards (SP9): Security, Privacy, Accessibility, and Controlled-Facility Readiness: The Offeror must demonstrate organizational procedures and qualified personnel capable of complying with applicable VA suitability or background-investigation, PIV and badging, security and privacy training, logical-access, least-privilege, approved data-transfer and storage, incident-reporting, change-control, PHI/PII protection, facility safety, infection-control, and Section 508 requirements. Evidence shall include a signed compliance statement, a concise description of applicable security, access, data-handling, and accessibility-testing procedures, and relevant experience or personnel qualifications for producing accessible applications, maps, forms, training, and documentation. An active VA PIV credential, security clearance, or prior VA contract is not required before award unless another solicitation provision expressly requires it. Only authorized Government officials grant access.
Special Standards (SP10): Quality Assurance, Support, Training, and Transition: The proposed team must demonstrate experience providing structured quality assurance, test planning, user-acceptance support, defect tracking and correction, solution-level incident triage, compatibility and release assessment, performance monitoring, data maintenance, accessible user and administrator training, technical documentation, knowledge transfer, and orderly transition to a customer or successor contractor. Evidence shall include at least one relevant project or past-performance narrative, a verifiable customer reference, and a concise description of the Offeror's quality-control, support, documentation, and transition capability.
This standard concerns contractor-configured data, maps, services, routing, applications, and documentation; it does not require contractor-furnished ArcGIS licensing, production hosting, platform backups, disaster recovery, operating-system or ArcGIS Enterprise patching, or enterprise security monitoring.
(2) Past Performance: The past performance evaluation will assess the relative risks associated with a quoter’s likelihood of success in fulfilling the solicitation’s requirements as indicated by the quoter’s record of past performance. The past performance evaluation may be based on the contracting officer’s knowledge of and previous experience with the supply or service being acquired; Customer surveys, and past performance questionnaire replies; Contractor Performance Assessment Reporting System (CPARS) at http://www.cpars.gov/; or any other reasonable basis. If there is no past performance, the rating will be neutral.
(3) Price: The Government will evaluate the price by adding the total of all line-item prices, including all options. The Total Evaluated Price will be that sum.
NOTICE OF COMPLIANCE CHECK: A preliminary review of offers will be conducted; if all documentation is not submitted or is incomplete the offer will not be forwarded for evaluation; this will preclude the offer from any further consideration for award.
(c) Options. The Government will evaluate quotations for award purposes by adding the total price for all options to the total price for the basic requirement. This includes options under FAR 52.217-8, Option to Extend Services, which applies to this solicitation. Evaluation of options under FAR 52.217-8 will be accomplished by adding six months of the quoter's price for the last potential period of performance under this contract to the quoter's total price. For example, if the contract includes option periods that are exercisable under FAR 52.217-9, the quoter's total price for the purpose of evaluation will include the base period, all option periods, and an additional six months of the last option period. Quoters must price only the base and option periods specified in the contract line item numbers (CLINs), and shall not submit a price for the potential six-month extension of services under FAR 52.217-8. The Government reserves the right to exercise the option under FAR 52.217-8 before the end of any of the contractor's performance periods and will be exercised at the price and/or rates in effect at the time the clause is exercised. Evaluation of options shall not obligate the Government to exercise the option(s).
