About this opportunity
The Defense Health Agency is soliciting proposals for nutrition care food services at five Army military treatment facilities under solicitation HT940827RE003, with proposals due November 13, 2026 at 12:00 p.m. Central by email. No set-aside is used. The Randolph-Sheppard Act applies, and State Licensing Agency proposals within the competitive range receive statutory priority. Questions are closed, per the 30 October amendment.
The requirement is a firm-fixed-price, non-personal services contract for management, supervisory, technical, administrative, and clerical labor, including dining facility management, therapeutic food preparation, patient tray assembly and delivery, clinical training, sanitation, janitorial duties, and logistics. Locations are Weed Army Community Hospital (Fort Irwin, California), General Leonard Wood Community Hospital (Fort Leonard Wood, Missouri), Irwin Army Community Hospital (Fort Riley, Kansas), Winn Army Community Hospital (Fort Stewart, Georgia), and Keller Army Community Hospital (West Point, New York). Offerors may propose on any single facility, any combination, or all five, and multiple awards are possible with best-value decisions made per facility. The transition period runs December 1, 2026 through January 31, 2027, followed by a base period from February 1 through September 30, 2027 and two twelve-month options through September 30, 2029.
Clinical inpatient feeding must remain 100 percent operational without interruption. Key personnel include a full-time Contractor Project Manager and alternate available 24 hours daily (a full-time PM may not be required if fewer than five facilities are awarded), ServSafe Manager-certified Site Supervisors, and a Registered Dietitian with Commission on Dietetic Registration credentials and at least two years of inpatient RD experience. Government furnishes facilities, equipment, food, menus, and major equipment repair. The contractor provides uniforms and small wares, and must comply with TB MED 530 (Tri-Service Food Code). Security clearance processing and background checks are required.
Evaluation weighs Factor 1 (Technical Capability, seven subparts) and Factor 2 (Past Performance, references within three years) equally, both significantly more important than Factor 3 (Price). Volume I is pass/fail. Volume II is limited to 70 pages and Volume III to 35 pages, with three to five references. Pricing belongs only in Volume IV; pricing elsewhere renders a proposal non-responsive. Pricing uses Attachment 7, which requires FTEs across eleven labor categories and a monthly price per FTE by facility. Location-specific collective bargaining agreements set wage and benefit obligations through September 30, 2027. The $47 million figure is the SBA size standard for NAICS 722310, per the 5 November Q&A, not a stated award value.
