About this file
This is an Addendum to FAR 52.212-2 that supplements evaluation criteria for a Request for Quotes (RFQ) for garrison administrative and postal services at Carlisle Barracks. The Government intends to award a single Firm-Fixed-Price Purchase Order to a responsible, eligible Small Business Administration 8(a) participant through a competitive 8(a) set-aside above the Simplified Acquisition Threshold, conducted in accordance with FAR Part 12, FAR Part 13.5, and FAR Subpart 19.8, supplemented by DFARS and AFARS. The RFQ will be evaluated without discussions unless the Contracting Officer determines discussions necessary. Awards will be based on three equally-weighted evaluation factors: Technical Capability, Past Performance, and Price. Quoters must submit the full number of items listed in the CLIN structure to be eligible for award and must include a realistic 30-working-day Phase-In Plan demonstrating Day-1 operational readiness with at least one qualified key personnel on-site prior to full performance.
The Technical Factor evaluation requires an Acceptable rating and assesses capability across seven functional areas: Quality Control Approach; Security & Compliance Protocols (including Secret Facility Clearance maintenance and personnel clearance verification); Continuity of Operations methodology; Official Mail Center Operations (100% biological/safety screening, sorting, dispatch/metering, and chain of custody); FOIA & Privacy Act Support (case intake in FACTS, statutory exemption review, redaction packages, and 2-hour PII breach notifications); Army Records Management Program (records identification, maintenance, disposition, and Army 365 SharePoint Online administration per HQDA ALARACT 063/2025 and AMC OPORD 25-214); and Publications, Forms, & Administrative Services (command publication review/formatting, form digitization using Adobe Experience Manager and Acrobat Pro, and forms stockroom administration). Key Personnel requirements include an Administrative Specialist (3–5 years progressive federal/DoD/state/local government administrative management experience, Active Secret clearance, electronic records system experience, Microsoft SharePoint Online and MS Office Suite proficiency, Adobe Experience Manager/Acrobat Pro proficiency, executive correspondence capability, FOIA and Privacy Act exemption understanding, and high school diploma equivalent) and an Installation Postal Officer/Print Support (1–2 years customer service and postal/shipping experience, Active Secret clearance, AMPS Official Mail Manager & Clerk modules verified qualifications per AR 600-8-3, valid civilian driver's license, dispatch qualifications from LRC Motor Pool, knowledge of USPS DMM/IMM and AR 25-51/DoDM 4525.09, commercial metering systems familiarity, 70-pound physical lifting/handling capacity, and high school diploma equivalent). Past Performance will be evaluated based on recency (work performed within three years of solicitation issuance) and relevancy to the requirements, with unknown past performance treated as acceptable. Price will be evaluated for reasonableness under FAR 12.204 and may assess unbalanced pricing; evaluation includes aggregate pricing for base requirement and all options, plus an evaluation of the Government's option to extend services by six months using final option period rates.

ADDENDUM TO FAR 52.212-2
EVALUATION—COMMERICAL PRODUCTS AND COMMERCIAL SERVICES
This Addendum supplements and, where noted, supersedes the evaluation criteria in FAR 52.212-2 for this Request for Quotes (RFQ).
EVALUATION FACTORS FOR AWARD:
Basis for Purchase Order Award:
The Government intends to award a single Firm-Fixed-Price Purchase Order resulting from this RFQ to the responsible eligible Small Business Administration (SBA) 8(a) participant whose conforming quote is determined to be the most advantageous to the Government. The evaluation will be conducted as a competitive 8(a) set-aside above the Simplified Acquisition Threshold (SAT) in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services, and FAR Part 13.5, Simplified Procedures for Certain Commercial Items, in conjunction with FAR Subpart 19.8, Contracting with the Small Business Administration (The 8(a) Program), as supplemented by the Defense FAR Supplement (DFARS) and the Army FAR Supplement (AFARS). All three evaluation factors—Technical Capability, Past Performance, and Price—are of equal importance. The Government will consider all three factors in its assessment to determine which quote is most advantageous to the Government.
Quotes received for less than the stated number of items listed in the CLIN structure will be considered ineligible for award. The Government intends to evaluate quotes and award a Firm-Fixed-Price Purchase Order without discussions. Therefore, the initial quote should contain the quoter’s best terms from a technical and price standpoint. The Government reserves the right to conduct discussions if the Contracting Officer determines them to be necessary.
The Government will evaluate the offeror's proposed 30-working-day Phase-In Plan to ensure a seamless transition of garrison administrative and postal functions. Evaluation will focus on the feasibility and realism of the contractor's milestone schedule for placing at least one qualified key personnel on-site prior to full performance. The Government will assess the quoter’s approach for completing joint incidental property inventories, security badging, and operational coordination without disrupting daily customer service.
A realistic, low-risk phase-in approach demonstrating complete Day-1 operational readiness will be evaluated favorably.
Evaluation Criteria. The quotes will be evaluated under three (3) evaluation factors:
Technical; Past Performance; and Price. For a quoter to be considered for award, the quote must receive an Acceptable rating in every non-price factor. A quote receiving a rating of "Unacceptable" in any non-price factor or subfactor will not be eligible for award.
All evaluation factors (Technical, Past Performance, and Price) are considered equal in importance.
Adjectival Ratings:
Acceptable - Quote meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.
Unacceptable - Quote does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Quote is unawardable.
1. Technical Factor
The Technical evaluation factor is an assessment of the quoter's capability to satisfy the Government's minimum requirements. 2. PAST PERFORMANCE FACTOR
Past Performance is evaluated as a performance risk assessment of the quoter's probability of meeting the solicitation's requirements. In conducting the Past Performance evaluation, the Government reserves the right to use both the information provided in the quoter's Past Performance Volume and information obtained from other sources, available to the Government, such as: the Contractor Performance Assessment Reporting System (CPARS), Electronic Subcontract Reporting System (eSRS), or other databases; the Defense Contract Management Agency (DCMA); and interviews with Project Managers and/or Contracting Officers, personal professional knowledge, and other sources. Each quoter will receive a performance confidence assessment rating based on the quoter's recent past performance, focusing on performance that is relevant to the Purchase Order requirements.
Recency. First, the Government will evaluate each past performance reference to determine recency. To be recent, the effort must have been performed during the three
(3) years from the date of issuance of this solicitation. Evaluation will focus only on work experience already performed. Yet-to-be performed work, experience prior to the last three (3) years will not be considered.
Relevancy. Second, the Government will evaluate whether the quoter’s recent past performance is relevant or not relevant to the required effort. The Government will assess each recent past performance reference submission to determine scope and magnitude relative to this requirement. Evaluation of relevance will include determination of similarity of scope and magnitude.
Past Performance Recency/Relevancy Rating:
Acceptable: Based on the quoter's performance record, the Government has a reasonable expectation that the quoter will successfully perform the required effort, or the quoter performance record is unknown.
Unacceptable: Based on the quoter's performance record, the Government has no reasonable expectation that the quoter will be able to successfully perform the required effort.
In order to receive an acceptable rating, the Past Performance submissions must also show successful completion of similar work. Quoters without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, may not be evaluated favorably or unfavorably on past performance. Therefore, the quoter shall be determined to have unknown past performance. In the context of acceptability/unacceptability, "unknown" shall be considered "acceptable."
3. PRICE FACTOR
The Price Factor will not be scored or rated. The solicitation response will be evaluated for price reasonableness in accordance with FAR 12.204.
1. Price reasonableness will be evaluated in accordance with the quote analysis techniques described in FAR 12.204(a).
2. Unbalanced Pricing may be evaluated in accordance with FAR 12.204, as applicable, to assess potential performance risk or could result in unreasonably high prices for the Government.
3. The evaluation process described above will include the aggregate price for the basic requirement and all options. Evaluation of options shall not obligate the Government to exercise the option(s).
4. As part of price evaluation, the Government will evaluate its option to extend services (see FAR clause 52.217-8) by adding six (6) months of the quoter's final option period price to the quoter's total price. Quoters are required only to price the base and option periods. Quoters shall not submit a price for the potential six
(6) month extension of services period. The Government may choose to exercise the Extension of Services at the end of any performance period (base or option periods), utilizing the rates of that performance period.
