Evaluation Criteria for Solicitation 36C26126Q1067
This document is an evaluation provision for a firm fixed price commercial services contract for door repair and inspection services. The Government will award to the responsible offeror whose conforming offer provides the best overall value, price and other factors considered, using a comparative evaluation methodology under FAR Part 12.
The evaluation includes four factors: (1) Technical Capability—evaluated on the offeror's ability to provide required door repair services to Statement of Work standards and implementation schedule; (2) SDVOSB/VOSB Evaluation Preference—requiring full completion, signature, and submission of form VAAR 852.219-75 Certificate of Compliance, with failure to submit potentially rendering the quotation ineligible; (3) Past Performance—assessed for recency and relevancy, with preference for verifiable recent and relevant CPARS records rated satisfactory or better from other VA locations or hospitals; and (4) Price—evaluated using the completed Price Schedule, with options and extension services under FAR 52.217-8 evaluated for potential exercise in increments of one to six months not exceeding six months total. Technical qualification requires minimum five years of verifiable experience inspecting and certifying fire doors in commercial or healthcare facilities (not residential) with at least 50 doors including minimum 10 automatic doors with hold open devices, plus proof of valid and current certifications. Offerors must provide substantive descriptions of experience meeting Performance Work Statement tasks rather than merely restating the PWS requirements.

1) Factor #1, Technical Capability
2) Factor #2, SDVOSB/VOSB Evaluation Preference
2) Factor #3, Past Performance
3) Factor #4, Price
The Government intends to award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation that provides the best benefit to the Government, price and other factors considered. Offers will be evaluated by performing a comparative evaluation in accordance with FAR Part 12 to determine which response represents the “best” as a whole.
FACTOR 1 – Technical Capability
The quotes will be evaluated using the information submitted in the technical approach addressing the following elements: Contractor will demonstrate its ability to provide the required services for all door repairs to the standards required in the Statement of Work and plan/ schedule as to how the requirements in the statement of work will be met. The technical capability response will be evaluated to assess the vendor's capability to perform the requirement. Vendors that provide proof of required experience listed under Technical factors will be rated more favorably. Vendors that do not provide all required documents may be considered not qualified and may not be evaluated for this procurement.
Technical/Quality –
1. Prospective offerors shall describe their experience in meeting the tasks found within the Performance Work Statement (PWS). A Restatement of the PWS is not considered providing sufficient information and will not be accepted.
Offerors that can effectively describe their experience in meeting the tasks found within the Performance Work Statement (PWS) will be rated more favorably.
2. Prospective offerors shall have at least 5 years of experience in inspecting and certifying fire doors in a commercial or healthcare facility (not residential) with at least 50 doors, include at least 10 automatic doors with hold open devices.
Offerors that can provide over 5 years verifiable experience inspecting and certifying fire doors in a commercial or healthcare facilities as required will be rated more favorable.
3. Prospective offerors shall provide proof of valid and current certification required as stated in the PWS.
Offerors that can provide proof of valid and current certifications will be rated more favorably.
FACTOR 2 – Completion of 852.219-75 VA NOTICE OF LIMITATIONS ON SUBCONTRACTING -- CERTIFICATE OF COMPLIANCE FOR SERVICES AND CONSTRUCTION (DEVIATION) must be fully completed, signed, and returned with quote.
Offerors that Fail to submit VAAR 852.219-75 with the RFQ may render the quotation ineligible for award.
FACTOR 3 – Experience
1.Past Performance: The Government will evaluate vendor past performance for recency and relevancy to determine capability of performing under this requirement. Recent and relevant experience of these services for other VA locations or hospitals, is preferred. Verifiable recent and relevant CPARS records rated satisfactory or better will be rated more favorably.
FACTOR 4 – Price
1. The offeror’s price quote will be evaluated for award purposes using the completed Price Schedule contained in the solicitation.
(a) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(b) Evaluation of Option to Extend Services under 52.217-8. For the purposes of the award of this Contract, the Government intends to evaluate the option to extend services, provided under FAR 52.217-8, as follows: The evaluation will consider the possibility that the option can be exercised at any time, and can be exercised in increments of one to six months, but for no more than a total of six months during the life of the contract. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be at the same rates as those in effect under the contract. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic requirement and the total price for the priced options has the same effect on the total price of all quotes relative to each other, and will not affect the ranking of quotes based on price, unless, after reviewing the quotes, the Government determines that there is a basis for finding otherwise. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
