About this file
This is a Request for Quotation (RFQ) for the procurement of high-volume, low-speed industrial grade commercial ceiling fans. The solicitation uses a Lowest Price Technically Acceptable (LPTA) evaluation approach, with Technical Capability and Price weighted as approximately equal factors. Quotations will be evaluated in ascending price order until a minimum of two technically acceptable quotes are identified; if more than three offerors respond, the three lowest-priced quotes will be evaluated upfront. The Government will award a Firm Fixed Price (FFP) contract to the responsible offeror whose quote conforms to the RFQ and represents the overall lowest evaluated price among technically acceptable proposals. Offerors must register with the System for Award Management (SAM) prior to award eligibility. Prices must be held firm for 45 calendar days from the specified receipt date. Award will be made by written notice without further action required from either party.
Responses must include two separate volumes: Volume I addressing Technical Capability across four subfactors (Technical Specifications/Product Data/Compliance Data; Manufacturer Warranty and Workmanship Warranty; Manufacturer Liability and Workmanship Liability; and Quality Control Procedures), and Volume II containing pricing. The technical volume may include a narrative of no more than five pages describing the offeror's understanding and approach to meeting Statement of Work requirements, with additional information such as Original Equipment Manufacturer certifications and past performance references included as appendices that do not count toward the page limit. The pricing volume must include detailed cost breakdowns for direct labor hours and costs by task and labor category, labor burden rates (Health and Welfare, FICA, unemployment taxes, workers' compensation, liability insurance), indirect costs with breakdowns, all other costs with bases for estimates, and proposed profit or fee. All electronic documents must be submitted in PDF or MS Word/Excel format with file names limited to 30 characters maximum and no special characters, passwords, or passwords and marketing information. Quotations must be submitted to Contract Specialist Lauren O'Shaughnessy (Lauren.O'Shaughnessy@us.af.mil) and Contracting Officer Sandra Smith (sandra.smith.24@us.af.mil) by the date and time specified in block 8 of the solicitation.

Addendum to 52.212-1(d), Contract Award. The Government intends to evaluate offers and award a Firm Fixed- Priced (FFP) contract based on the initial quote submissions without conducting interchanges (INs) and clarifications; therefore, each quote should contain the best terms from a price and technical standpoint. However, the Government reserves the right to hold interchanges if determined by the Contracting Officer (CO) to be necessary during the evaluation, or when it is determined to be in the best interest of the Government. Interchanges and clarification may be conducted with one, some or all quoters as the government is not required to conduct interchanges with any and/or all quoters responding to the RFQ.
The government reserves the right to only hold interchanges if considered necessary. These interchanges can be informal or formal for the purpose of clarifications. The Contracting Officer may use e-mail correspondence to send an Interchange Notice (IN) or phone call, etc., asking for clarifications, for change pages, request revisions, or other documentation. Addendum to 52.212-2 (b), Evaluation Factors:
(a) Evaluation factors. The Government intends to award a contract resulting from this Request for Quotation (RFQ) to the responsible offeror whose quote conforms to the RFQ and represents the overall Lowest Price Technically Acceptable (LPTA) to the Government, price and other factors considered. LPTA is determined by evaluating all non-cost proposals on an "acceptable vs. unacceptable" basis. Once a quotation meets the minimum objective standards defined in the solicitation, the contract is awarded to the offeror with the lowest evaluated price, with no additional value given for exceeding technical requirements.
The Government will review each offeror's price and order them from lowest to highest priced. The Government will evaluate quotations in ascending price order until a minimum of two (2) quotations are determined to be Technically Acceptable. Under the LPTA approach, the Government will evaluate the three (3) lowest quotes up front if more than 3 offerors are received. This source selection will evaluate the lowest-price quote first for technical acceptability, if it passes, the award will be made; however, if it is found technically unacceptable, then the next lowest-price quote will be evaluated, and so forth.
General Instructions: Documents submitted in response to this Request for Quote (RFQ) must include all information requested and must be submitted in accordance with these instructions.
