About this file

This document is an Addendum to FAR 52.212-2 providing evaluation criteria for a Firm Fixed Price contract award under FAR Part 12 using a Best Value Trade-Off (BVTO) process. The Government will award to the responsible quoter whose proposal represents the best overall value, with three primary evaluation factors: Technical Capability, Past Performance, and Price. Technical Capability and Past Performance combined are weighted more heavily than Price, and the Government reserves the right to award to other than the lowest-priced offeror if superior technical merit or past performance justifies the price premium.

Technical Capability (Factor 1) will be rated on a five-point scale (Outstanding, Good, Acceptable, Marginal, or Unacceptable) and evaluated against four sections: Section 1 Overview addressing proposed strategy and technical advantages; Section 2 System Architecture detailing video, audio, control, and presentation signal paths with port-to-port connections and cabling types; Section 3 Technical Narrative and Execution describing step-by-step installation, configuration, calibration, and mitigation of disruptions to Flag Conference Room operations at Joint Region Marianas; and Section 4 System Integration and Compatibility demonstrating interfaces with existing SVTC codec, cameras, touchscreen control panel, control processor, and half-rack cabinet. Strengths include minimal operational disruption with well-defined cutover strategy, maintainable/open architecture, efficient use of existing half-rack with adequate power and ventilation, reduced integration risk, and superior documentation. Weaknesses include inadequate physical space or power capacity, dependence on replacing Government-furnished equipment, security risks between NIPRNet and SIPRNet systems, prohibited wireless-enabled equipment, insufficient compatibility detail, and proprietary lock-in that restricts Government maintenance and future expansion. Past Performance (Factor 2) will be rated as Acceptable, Unacceptable, or Neutral based on recency (within five years), relevance (commercial-grade AV system design and installation on military installations or secure federal facilities with emphasis on defense-sector conference rooms utilizing multi-network presentation streams or secure VTC architectures), and quality evaluated through CPARS/SPRS databases and contractor point-of-contact interviews. Factor 3 (Price) will be evaluated for reasonableness and completeness, with the Total Evaluated Price calculated as the sum of all Contract Line Item Numbers (CLINs) for the entire period of performance. An Unacceptable rating on either Factor 1 or Factor 2 renders the entire quote ineligible for award.

ADDENDUM TO FAR 52.212-2 – Evaluation

(a) Evaluation factors. The Government will award a Firm Fixed Price contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate quotes:

1. Factor 1: Technical Capability

2. Factor 2: Past Performance

3. Factor 3: Price

Basis for Award:

This is an acquisition conducted under FAR Part 12, informally utilizing the Best Value Trade-Off (BVTO) process similar to FAR Part 15. The Government intends to award a single Firm-Fixed-Price contract to the responsible offeror whose proposal represents the best overall value.

Factor 1 (Technical Capability) and Factor 2 (Past Performance), when combined, are more important than Factor 3

(Price). The Government reserves the right to award to other than the lowest-priced offeror, or other than the highest technically rated offeror if the Contracting Officer determines that the technical merit or superior past performance of a higher-priced proposal justifies the price premium. To be eligible for award, the offeror must receive a rating of at least "Acceptable" under Factor 1, have a past performance rating of "Acceptable" (or "Neutral "), and present a price determined to be fair, reasonable, and complete.

Factor 1: Technical Capability

The Government will evaluate the offeror's technical proposal to assess understanding of the requirements, technical viability, implementation feasibility, and associated performance risks. The proposal will be evaluated against the standards in the following four sections:

Section 1 Overview: A high-level overview of the proposed strategy, emphasizing specific technical advantages, design optimizations, or enhancements that offer exceptional value to the Government.

Section 2 System Architecture: A preliminary system architecture/signal-flow diagram showing the proposed end-to-end video, audio, control, and presentation signal paths, including port-to-port connections, directional arrows, and cabling types (copper, fiber).

Section 3 Technical Narrative and Execution: A step-by-step description of the execution approach. This narrative must address physical installation, logical configuration, and system calibration. It must also include a detailed plan demonstrating how disruption to the existing Flag Conference Room operations will be mitigated on-site at Joint

Region Marianas.

Section 4 System Integration and Compatibility: Detail demonstrating how the new AV components physically, electrically, and logically interface with the following existing equipment identified in the PWS: SVTC codec and camera; workstation camera; touchscreen control panel and associated control processor; and existing half-rack cabinet.

Rating: This factor will be rated using the rating below:

Outstanding: Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths; risk of unsuccessful performance is low.

Good: Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength; risk of unsuccessful performance is low to moderate.

Acceptable: Proposal meets requirements and indicates an adequate approach and understanding of the requirements; risk of unsuccessful performance is no worse than moderate.

Marginal: Proposal has not demonstrated an adequate approach and understanding of the requirements; risk of unsuccessful performance is high.

Unacceptable: Proposal does not meet requirements of the solicitation, contains one or more deficiencies, and is un-awardable; risk of unsuccessful performance is unacceptable.

**Note: An “Unacceptable” rating renders the entire quote ineligible for award.

The following may be considered as strengths:

• A design that minimizes disruption to Flag Conference Room operations and provides a well-defined cutover strategy.

• A particularly maintainable/open architecture that simplifies Government troubleshooting, component replacement, and future expansion.

• A design that makes especially efficient use of the existing half-rack while demonstrating adequate power, ventilation, and service access.

• A well-developed integration approach that reduces technical risk when interfacing the new audio/display equipment with the existing SVTC, cameras, and control system.

• Clear configuration backup, recovery, and system documentation exceeding the minimum requirement in a way that materially benefits Government maintainers.

The following may be considered as weaknesses

• Failure to demonstrate adequate physical space, power, ventilation, or thermal capacity within the existing half-rack.

• An integration approach that depends on replacing existing Government-furnished equipment that the PWS requires to be reused.

• A design that creates or risks unauthorized interaction between NIPRNet and SIPRNet systems.

• Use of wireless-enabled equipment where the PWS prohibits embedded Wi-Fi or Bluetooth.

• Insufficient detail demonstrating compatibility between proposed equipment and the existing SVTC/control environment.

• Proprietary Lock-in: Proprietary architecture, programming, or non-standard system design that materially restricts Government maintenance, configuration recovery, interoperability, or future expansion.

Factor 2: Past Performance

The Government will evaluate the recency, relevance, and quality of the offeror's past performance to assess confidence in their ability to successfully perform the required AV refresh requirement.

• Recency: Only contracts performed or completed within the last five (5) years from the solicitation release date will be evaluated.

• Relevance: Relevance is defined as performance of commercial-grade AV system design, installation, programming, and integration on military installations or secure federal facilities, with emphasis on defense-sector conference rooms utilizing multi-network presentation streams (NIPR/SIPR) or secure VTC

(SVTC) architectures.

• Quality: The Government may evaluate contracts submitted for Factor 2 for elements including performance and schedule based on information retrieved via the Contractor Performance Assessment

Reporting System (CPARS) / Supplier Performance Risk System (SPRS), and any other federal databases, and interviews with points of contact submitted for Factor 2.

Rating: This factor will be rated on an Acceptable/Unacceptable basis. In the event an offeror does not have Past

Performance, they will be rated as Neutral.

Note: An "Unacceptable" rating renders the entire quote ineligible for award.

Factor 3: Price

Price will be evaluated for reasonableness and completeness. The Total Evaluated Price will be the sum of all CLINs for the entire period of performance.
