About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 22 seeks to procure Campus and Building GIS for Space Visualization, Management, and Wayfinding Services for the Long Beach VA Healthcare System, with proposals due August 31, 2026. The procurement is 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and restricts subcontracting to 50% of government-paid amounts for non-certified firms on services contracts.

Place of performance is Long Beach, California. The NAICS code is 541360 (Geophysical Surveying and Mapping Services); the small business size standard is $19 million. The contract runs one base year plus four optional one-year periods for five years total. The base year focuses on Building 126 (approximately 338,058 gross square feet) and mandatory deliverables including complete indoor LiDAR scanning meeting 2-inch horizontal and vertical accuracy, ArcGIS Indoors geodatabase creation, wayfinding configuration, and kiosk deployment. Option Year 1 extends implementation to 26 additional facilities (approximately 1,050,034 aggregate gross square feet); Option Years 2–4 provide technical support, data maintenance, performance monitoring, and system optimization. The contractor must be an active Esri Partner Network partner holding current Indoor GIS Specialty certification or engage a named subcontractor holding that certification. Key personnel include a Project Lead with minimum three years of ArcGIS Indoors experience, GIS Technical Lead with five years of ArcGIS Pro experience, Field Verification and LiDAR Lead, ArcGIS Enterprise Solution Administrator, and Data Analyst. All personnel are subject to VA background investigations and PIV badging. Work hours are 8:00 a.m. to 4:30 p.m. Pacific Time, Monday through Friday; on-site presence is required for LiDAR capture, field verification, and kiosk integration. The Government furnishes all ArcGIS licensing, the National VA ArcGIS Enterprise environment, portal accounts, and kiosk hardware; contractors must exclude licensing, hosting, and Esri subscription costs from pricing.

Evaluation uses three factors: Special Standards of Responsibility (demonstrating Esri ArcGIS Enterprise experience, prior end-to-end indoor GIS implementations in complex institutional settings, legacy GIS migration capability, data engineering expertise for CAD/BIM conversion, LiDAR acquisition proficiency, indoor routing and wayfinding configuration experience, qualified key personnel across seven defined roles, capability to perform optional tasks, VA compliance procedures including suitability investigations and Section 508 accessibility, and quality assurance and user-acceptance testing capability), Past Performance (assessed through officer knowledge, customer surveys, CPARS records, or other reasonable basis with neutral rating if no past performance exists), and Price (sum of all line-item prices including options with six months of services added for the final option period under FAR 52.217-8). Award will be made to the responsible offeror with the lowest price meeting special standards of responsibility.

Vendor questions were due July 31, 2026 at 5:00 PM PDT (now closed). Answers to vendor questions and updates to the Statement of Work, Price Schedule, and Solicitation have been posted. Required submittals include pricing using the provided schedule, a Management Plan (six-page maximum) describing implementation and staffing, the VAAR 852.219-75 Limitations on Subcontracting Certificate signed by an authorized officer, and past performance documentation for up to three comparable contracts from the last five years. Quotes must be submitted in PDF format compatible with Microsoft Office Software, formatted on 8.5" x 11" paper using 12-point font, and emailed to daniel.kneizeh@va.gov with subject line "RESPONSE TO RFQ 36C26226Q1007." Prices must be held firm for 90 calendar days from offer receipt. A preliminary compliance check will reject incomplete submissions before evaluation. The Government intends to award without discussions but reserves the right to conduct discussions if necessary.
