About this opportunity

The Defense Health Agency intends to solicit a firm-fixed-price contract for nutrition care food services across five Army Military Medical Treatment Facilities (Weed Army Community Hospital at Fort Irwin, California; General Leonard Wood Community Hospital at Fort Leonard Wood, Missouri; Irwin Army Community Hospital at Fort Riley, Kansas; Winn Army Community Hospital at Fort Stewart, Georgia; and Keller Army Community Hospital at West Point, New York), with responses due by October 1, 2026. The Randolph Sheppard Act applies, giving priority to any responsive State Licensing Agency for cafeteria operations on federal property; however, the solicitation will issue on a full-and-open basis with small business participation opportunities through subcontracting.

The contract encompasses non-personal services including qualified labor and management for dining facility management, therapeutic food preparation, patient tray assembly and delivery, clinical training, facility sanitation, janitorial duties, and logistics analysis in support of Nutrition Care Divisions. A transition period runs November 1–30, 2026; the base period runs December 1, 2026 through September 30, 2027; and two twelve-month option periods extend through September 30, 2029. Work is performed at all five MTF locations.

NAICS code is 722310 (Food Service Contractors) with a $47 million small business size standard. The contractor must maintain key personnel including a full-time Project Manager with a bachelor's degree and three years of healthcare food service managerial experience, Site Supervisors with ServSafe Manager certification and three years of supervisory healthcare food service experience, and a Registered Dietitian with two years of healthcare facility inpatient feeding experience. All personnel must complete security clearances, background investigations, health screenings, and immunizations before commencing work. ServSafe Manager certification is required for food preparation leaders; Food Handler certification is required for all other food preparation personnel. The government furnishes facilities, equipment, utilities, materials, food, and supplies; the contractor furnishes uniforms and replacement smallwares.

The contract will use a streamlined best-value tradeoff process with Technical Capability and Past Performance weighted equally and significantly more important than Price. Large business apparent successful offerors must submit an acceptable Small Business Subcontracting Plan; small business firms and State Licensing Agencies are exempt.

Collective bargaining agreements apply at each location, with wage rates ranging from approximately $18–$27 per hour across labor categories, health and welfare contributions of $5.09–$5.24 per hour, and pension contributions to ITPEU Pension Fund at $0.25–$0.50 per hour depending on location and period.
