About this opportunity
The Department of the Air Force Air Mobility Command seeks preventative maintenance, repair, and certification services for commercial kitchen exhaust systems at Joint Base McGuire-Dix-Lakehurst, with proposals due October 13 following two deadline extensions. This procurement is a competitive 8(a) set-aside; only Section 8(a)-certified small businesses are eligible.
Place of performance is McGuire AFB and Lakehurst, New Jersey, covering 16 facilities at McGuire and 3 at Lakehurst. The contractor must provide annual, semi-annual, and quarterly preventative maintenance on 33 exhaust systems, including plenum water wash fire protection systems, with all work performed by trained, certified personnel in accordance with AFI 91-203, ANSI, NFPA 96-2024, OSHA, IKECA, and NADCA standards. Minor repairs under $100 are contractor-funded with two-day commencement and four-day completion; major repairs of $100–$2,500 require Contracting Officer Representative written authorization within 24 hours and eight-day completion; repairs exceeding $2,500 require Contracting Officer authorization. Service calls must be answered within one business day, with no compensation for repeated calls due to initial repair defects. All systems must be certified within two weeks post-service.
The contract runs from December 1, 2026, through May 31, 2032 (one base year plus four option years), with a six-month extension option. The requirement is designated mission-essential and requires submission of a Mission Essential Service plan. Prevailing wage rates apply under Service Contract Act determinations WD# 2015-4195 and WD# 2015-4191, effective in Monmouth/Ocean and Burlington/Camden/Gloucester Counties respectively. All contractor personnel must undergo criminal history and Wants/Warrants background checks prior to base access and obtain Installation Access Cards or visitor passes depending on access duration. Contractors working in restricted areas must complete SF 85 Tier 1 questionnaires and obtain Restricted Area Badges. All personnel must receive antiterrorism awareness training and comply with base security protocols. Evaluation is based on past performance (weighted significantly more important than price), technical acceptability (pass/fail), and price, evaluated sequentially by total price. The Government intends to award without negotiation but reserves the right to negotiate if necessary. The NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors; PSC is J045. Questions were due September 9, 2026.
