About this file

This is an attachment providing quote submission instructions for a federal Request for Quote (RFQ) regarding a cybersecurity platform procurement. Quoters must submit responses in two separate volumes with specific formatting requirements: 8.5" x 11" pages with one-inch margins, 12-point font minimum (10-point for graphics), single-spaced, consecutively numbered, with a "Source Selection Information" legend on each page. Each volume requires a cover sheet identifying the quote title, volume number, solicitation number, quoter name and address, contractor point of contact with email and phone, CAGE Code, and UEI Number.

Volume 1 (Technical) is limited to two pages for discussion items (excluding cover sheet, table of contents, crosswalk, and certificates) and must contain no pricing information. Discussion requirements include: identifying the offered product and licensing tier with a completed crosswalk to salient characteristics and mandatory requirements, noting any exceptions or limitations and all fees; specifying supported browser versions, required settings, domains, ports, bandwidth, latency, firewall, and allow-list requirements with Government endpoint compatibility and current Voluntary Product Accessibility Template (VPAT); identifying all cybersecurity certifications and third-party examinations with details on versions, eligibility, vouchers, expiration dates, retake rules, and fees, with contractor-issued certifications providing unlimited vouchers and attempts at no additional charge; disclosing the scope and dates of security documents and any exceptions; identifying all subcontractors, cloud providers, hosting locations, and third parties accessing Government data; and providing applicable security documentation before award, which may include SOC 2 Type II reports, ISO certifications, security questionnaires, assessments, or incident-response summaries.

Volume 2 (Price) has no page limit and must include a cover sheet, completed Section B from the RFQ in the Government-provided format (not contractor format), all costs for the twelve-month period, completed FAR provisions 52.219-28, 252.204-7017, and 252.204-7998, and signed copies of the RFQ and Amendments 0001 and 0002. Pricing must cover all cyber platform costs for the full performance period and cannot include new Contract Line Item Numbers (CLINs).
