About this opportunity
The Naval Supply Systems Command seeks an audiovisual refresh of the Building 200 Flag Conference Room at Joint Region Marianas (Naval Base Guam) to upgrade primary display and audio capability and provide NIPRNet and SIPRNet presentation connectivity, with proposals due September 16, 2026. The procurement is 100 percent set-aside for Women-Owned Small Businesses (WOSB).
Place of performance is Piti, Guam. The scope comprises five firm-fixed-price CLINs: project coordination and site verification; furnishing and installing two minimum 95-inch commercial-grade displays (without embedded Wi-Fi or Bluetooth), two ceiling-mounted beamforming microphone arrays, eight ceiling speakers, audio amplifier, DSP with acoustic echo cancellation, NIPRNet/SIPRNet presentation connectivity, rack power distribution, and UPS support; programming and configuring the existing Cisco SVTC codec, touchscreen control panel, and AMX control processor; system validation and documentation; and removal of obsolete equipment while preserving Government-furnished items. Contractor personnel must comply with Defense Biometric Identification System (DBIDS) credentialing and Naval Base Guam physical-security requirements. Completion is required by December 31, 2026. The NAICS code is 541519 (Other Computer Related Services); PSC is N059 (Installation of Equipment—Electrical and Electronic Equipment Components).
Evaluation uses a best-value trade-off approach weighting Technical Capability (Factor 1) and Past Performance (Factor 2) more heavily than Price (Factor 3). Technical Capability is rated on a five-point scale and assessed against proposed strategy, system architecture with port-to-port signal flows, step-by-step execution plan addressing installation and operational disruption mitigation, and demonstrated compatibility with existing SVTC codec, cameras, touchscreen, control processor, and half-rack cabinet. Past performance must document one to three relevant contracts from the last five years emphasizing defense-sector conference rooms with multi-network presentation (NIPRNet/SIPRNet) or secure VTC architectures. An Unacceptable rating on either Factor 1 or Factor 2 renders the quote ineligible for award. A mandatory pre-proposal site visit is scheduled for September 10, 2026 at 1300 Chamorro Standard Time; prospective subcontractors and teaming partners may attend on behalf of prime offerors. Amendment 0001 (September 11) corrected administrative errors, updated the PWS to clarify existing equipment reuse, and incorporated the conference room floor layout; Amendment 0002 (September 14) added photographs of the existing equipment rack. Quotes must be submitted in two volumes: Volume I limited to 23 pages in Times New Roman font 10-point or larger addressing four technical sections, and Volume II containing completed SF 1449 and pricing schedule; email submissions to Alice Mendoza and Patrick Collins must not exceed 10 MB. Service Contract Act Wage Determination No. 2015-5693 (Guam) applies.
