About this file

This document is an evaluation provision (FAR 52.212-2 with deviation) for a firm fixed price indefinite delivery indefinite quantity (IDIQ) contract for medical physicist services with the Department of Veterans Affairs (VA).

The Government will evaluate offers based on four factors: (1) Technical Capability, rated on proof of all required qualifications and certifications in Statement of Work Section 2.1.1.1, verifiable experience per SOW Section 2.1.1.2, and a detailed response plan for compliance with SOW Sections 4.1 and 4.2; (2) Past Performance, evaluated for recency and relevancy with preference given to recent and relevant experience at other VA locations or hospitals, with verifiable CPARS records rated satisfactory or better rated more favorably; (3) SDVOSB Compliance, requiring completion, signature, and submission of VA Form VAAR 852.219-75 (Notice of Limitations on Subcontracting—Certificate of Compliance), with failure to submit rendering the quotation ineligible for award; and (4) Price and Administrative, requiring completion of Standard Form 1449 and pricing per the Price Schedule in Section B.2, evaluated for reasonableness and best value. The Government will evaluate options by adding total option prices to the basic requirement price and will evaluate extension options under FAR 52.217-8 (up to six months total in one- to six-month increments) at the same rates as the contract. Award will be made to the responsible offeror whose conforming offer provides the best overall benefit to the Government through comparative evaluation under FAR Part 12.

E.3 52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND

COMMERCIAL SERVICES (OCT 2025) (DEVIATION)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

1) Factor #1, Technical Capability

2) Factor #2, SDVOSB/VOSB Evaluation Preference

2) Factor #3, Past Performance

3) Factor #4, Price

The Government intends to award a firm fixed price indefinite delivery indefinite quantity contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation that provides the best benefit to the Government, price and other factors considered. Offers will be evaluated by performing a comparative evaluation in accordance with FAR Part 12 to determine which response represents the “best” as a whole.

FACTOR 1 – Technical Capability

The quotes will be evaluated using the information submitted in the technical approach addressing the following elements: Contractor will demonstrate its ability to provide the required services for medical physicist services required in the Statement of Work.

1. Must show proof of all elements in Section 2.1.1.1 in SOW.

Contractors must be able to provide proof of all elements in Section 2.1.1.1 in the SOW.

If all elements are current and valid they will be considered in compliance and credible for this factor. If ANY listed elements are expired, missing, or do not meet the criteria the contractor will not be considered qualified.

2. Contractor must be able to provide verifiable experience as described in the SOW Section 2.1.1.2 that instill confidence in the contractor’s knowledge and experience. If it is not verifiable through references or provided documentation, the contractor may not be considered qualified.

3. Contractor must be able to provide a detailed response plan of how the contractor will comply with the requirements in sections 4.1 and 4.2. If the contractor can provide a plan that it can fulfill the response requirements it will be considered a viable candidate. If the contractor is unable to provide its plan it will not be considered qualified.

FACTOR 2 – Past Performance

Past Performance: The Government will evaluate vendor past performance for recency and relevancy to determine capability of performing under this requirement. Recent and relevant experience of these services for other VA locations or hospitals, is preferred.

Verifiable recent and relevant CPARS records rated satisfactory or better will be rated more favorably.

FACTOR 3 – SDVOSB Compliance

VA NOTICE OF LIMITATIONS ON SUBCONTRACTING --CERTIFICATE OF COMPLIANCE FOR

SERVICES AND CONSTRUCTION (DEVIATION) must be fully completed, signed, and returned with quote. Failure to submit completed/signed VAAR 852.219-75 with the RFQ may render the quotation ineligible for award.

FACTOR 4 – Price and Administrative

1. The offerors must complete Standard Form 1449 and complete price using the Price Schedule contained in the solicitation Section B.2 Price Schedule. Pricing provided will be used to determine price reasonableness and compared to other qualified offerors to determine best value to the Government.

(a) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(b) Evaluation of Option to Extend Services under 52.217-8. For the purposes of the award of this Contract, the Government intends to evaluate the option to extend services, provided under FAR 52.217-8, as follows: The evaluation will consider the possibility that the option can be exercised at any time, and can be exercised in increments of one to six months, but for no more than a total of six months during the life of the contract. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be at the same rates as those in effect under the contract. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic requirement and the total price for the priced options has the same effect on the total price of all quotes relative to each other, and will not affect the ranking of quotes based on price, unless, after reviewing the quotes, the Government determines that there is a basis for finding otherwise. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
