About this file
This document is an Attachment 3 for Evaluation of Commercial Products and Commercial Services, dated 04/18/2025, Revision 02. The government will issue a purchase order to the most advantageous quoter based on a comparative evaluation process that considers three key factors: Technical, Past Performance, and Price. The evaluation will use FAR 13.106-2(b)(3), allowing comparison of quotations to determine the best benefit to the government, with the flexibility to select a quotation that exceeds minimum requirements but is not obligated to do so.
The past performance evaluation will assess a quoter's likelihood of success by examining their previous performance records, including contracting officer knowledge, customer surveys, past performance questionnaires, and the Contractor Performance Assessment Reporting System (CPARS). The government will evaluate price by totaling all line item prices. Each quotation must meet the minimum solicitation requirements, and the government is not requesting or accepting alternate quotations. The goal is to select the most advantageous quotation that provides the best overall value to the government.
