PERFORMANCE WORK STATEMENT
DOD COUNTER NARCOTERRORISM TECHNOLOGY OFFICE
PROGRAM AND OPERATIONS SUPPORT
PERFORMANCE WORK STATEMENT
COUNTER THREAT FINANCE

1.0 MISSION OBJECTIVE.
The DoD Counter-Narcoterrorism Program Office (CNTPO) was established to create Counter-Narcoterrorism Technology (CNT) networks, infrastructure, and capabilities worldwide that are focused on the detection, identification, and disruption of narcoterrorist activities and organizations. This task effort will support the War Fighter in the combating of narcoterrorism worldwide.
2.0 SCOPE.
2.1 Task Order Objective.
The Task Order (T/O) objective is to provide Subject Matter Experts (SMEs) in support of the United States Central Command (USCENTCOM) Directorate of Operations (CCJ3), Interagency Action Group (IAG), Combating Terrorism Division (CTD). The SMEs shall perform activities to support the preparation for non-lethal actions taken by the US Government (USG) (such as targeted financial measures, law enforcement actions, and information operations) against threat networks operating in USCENTCOM Area of Responsibility (AOR).
2.2 Basic Contract References.
This T/O Performance Work Statement (PWS) establishes the requirements for the contractor to provide support in the basic contract task area(s) of: 4.3.1.7 Technical Data Management; 4.3.1.7.2 Configuration Management; 4.3.2 Training, Operations, and Logistics support; 4.3.2.2 Studies and Analyses (Other Than R&D); 4.3.3 Professional and Executive support; 4.3.3.1 Professional, Management, Administrative, and Program Support; 4.3.3.2 Information Operations and Public Affairs.
3.0 TASK ORDER PERFORMANCE REQUIREMENTS.
The USCENTCOM IAG CTD Program assists in the implementation of the national strategies against terrorists and terrorist financing, counter-narcotics, insurgents, and transnational criminal organizations. Services required include providing Subject Matter Experts (SMEs) and logistical support for SMEs as further detailed in the following PWS sections:
3.0.1 Subject Matter Experts.
The contractor shall provide SMEs to work with multiple USG agencies, U.S. military organizations and international agencies to support the implementation of interagency and international strategies to promote stability and security. SMEs shall provide support to an interagency effort to best utilize non-lethal authorities of law enforcement assets and financial enforcement mechanisms to support USCENTCOM priorities.
SMEs shall provide support under the following performance areas: (1) Counter Threat Finance (CTF) Operations-Intelligence Analysis; (2) CTF Mentoring /Training; and (3) Translator/Linguist Support.
3.0.1.1 Counter-Threat Finance (CTF) Operations-Intelligence Analysis.
The contractor shall support CTF operations-intelligence analysis and shall coordinate USCENTCOM Operations Directorate CTF activities throughout USCENTCOM area of responsibility (AOR), the Headquarters in Tampa, FL, various counter-threat finance locations in the National Capital Region, and in Coalition-partner analytic centers. SMEs shall deploy to the AOR to support Combined Joint Operations Area (CJOA) Commanders, Task Force Commanders, and Interagency threat finance cells. Within the AOR, the USCENTCOM CTF program drives the Department of Defense contribution for the implementation of the National Action Plan to Combat Terrorist Financing, which responds to the national security threat posed by international terrorist and insurgent funding. SMEs shall work with multiple USG agencies, U.S. military organizations, and international agencies to support the implementation of an interagency and international CTF strategy to promote stability and security. Specific requirements include:
1) Plan, organize, and coordinate the CTF activities in USCENTCOM AOR, advising of areas where the CTF activities do not comply with legal and regulatory requirements and recommend whether the activities meet the Commander, Component Commanders, deployed Task Forces, and other USG agencies/department’s operational needs. Analyze, develop courses of action, and recommend specific operational alternatives to the Commander USCENTCOM and as requested by USG agency/departments or international CTF organizations in USCENTCOM AOR. Coordination of operational CTF requirements shall, on a routine basis, necessitate close interface with CTF personnel (GS-13 – 15 and Action Officer-level) from other Geographic Combatant Commands, Functional Combatant Commands, various USG and Non-Governmental Organizations, and high-level officials from the banking industry and law enforcement agencies.
2) Provide CTF operations intelligence support. SME shall be responsible for the development of theater-wide CTF operations-intelligence products to support CTF activities. Efforts shall include operationalizing Intelligence Community (IC) assessments, fusing intelligence and law enforcement information in compliance with legal constraints, identifying financial centers of gravity within terrorist and insurgent networks, developing critical vulnerability analysis on enemy financial centers of gravity, recommending courses of action to disrupt financial centers of gravity, and recommending collection strategies to the IC to address intelligence gaps.
3) In the National Capital Region, the contractor will provide direct support for National Security Staff and Interagency initiatives which parallel USCENTCOM operational priorities. In this capacity, USCENTCOM government supervision will be provided daily (or as needed) via virtual communication means (e.g. secure telecommunication); however, the contractor will operate without a co-located USCENTCOM government representative. The contractor will brief operational-intelligence issues / products daily to Interagency leadership (GS-15 level), work side-by-side with Interagency counter-parts (GS-14/13 and action officer level), and write for / and brief Interagency seniors (SES-level) as required. At the forefront of Department of Defense and Interagency integration, the contractor’s work will frequently be the subject of Interagency leadership dialogue with USCENTCOM seniors (Commander, Deputy Commander, and Directors).
4) As a CTF SME support specialist to the USCENTCOM CTF Program Manager, the SME shall support USCENTCOM component commanders, USG agencies and U.S. Federal law enforcement agencies operating in the USCENTCOM theater of operations. The SME shall routinely draft correspondence and briefings for flag-level Department of Defense (DoD) leaders and civilian interagency equivalents, provide CTF operations and intelligence consultation and advice to operations and planner personnel within the command headquarters, component headquarters, deployed task forces, and interagency headquarters.
5) Provide CTF-specific analytical support. Responsible for all activities associated with identifying, detecting, providing targeting and interdicting recommendations for terrorist, narcotic traffickers, insurgent, and trans-national criminal organizations’ activities. Activities can include support for information operations and planning. This support consists of conducting research and analysis of AOR issues relevant to strategic effects planning, including review of available open source media and web data, polls, blogs, and academic and various intelligence information analysis/assessments. Specific skills and understanding of the media environment are required to successfully satisfy this requirement.
6) Provide CTF operations-intelligence support at Coalition-partner analytic centers (e.g., Joint Narcotic Analysis Center, London, UK). The contractor will provide direct support for Coalition initiatives which parallel USCENTCOM operational priorities. In this capacity, USCENTCOM government supervision will be provided daily (or as needed) via virtual communication means (e.g. secure telecommunication); however, the contractor will operate without a co-located USCENTCOM government representative. The contractor will brief operational-intelligence issues / products daily to Coalition leadership (GS-15 level), work side-by-side with Coalition counter-parts (GS-14/13 and action officer level), and write for / and brief Coalition flag officer or civilian equivalents as required.
3.0.1.2 Counter-Threat Finance (CTF) Mentoring/Training.
The SME shall support USCENTCOM by promoting CTF expertise with foreign partners. SMEs shall deploy to the AOR to support Combined Joint Operations Area (CJOA) Commanders, Task Force Commanders, and Interagency threat finance cells, with a specific focus on establishing a host-nation CTF capability. SMEs shall work with multiple U.S. Government agencies, U.S. military organizations, and international agencies to mentor and train CTF skills which will enable host-nation stability and security operations. Specific requirements include:
1) Plan, organize, and conduct CTF training activities in USCENTCOM AOR for host-nation partners, ensuring that activities comply with legal and regulatory requirements and are nested within Chief of Mission or theater Commander training strategies.
2) Provide CTF operations intelligence mentoring support to host-nation partners. Responsible for the direct support to host-nation CTF activities, as part of Chief of Mission-authorized mentoring program or, in a Joint Operations Area, theater Commander-authorized mentoring program.
3.0.1.3 Translator/Linguist Support
The contractor shall comply with Attachment 1, “Contract Linguist Policy” and shall demonstrate compliance throughout the term of this T/O. All Translators/Linguists shall be capable of performing the following duties:
· Preparing typed English translations from other source media;
· Performing quality control reviews of completed work;
· Validating the accuracy of completed translations and transcriptions;
· Appearing in court when subpoenaed to testify;
· Interpreting oral conversations;
· Monitoring, translating, transcribing, interpreting, performing quality control and performing validating services. Translators/linguists shall be responsible for monitoring varying numbers of communications intercepts during any given shift;
· Providing reliable and accurate transcriptions, translation or interceptions and/or summaries of source materials or intercepts, into English. All translators/linguists shall be capable of performing multi-functional duties (i.e., when not intercepting, there may be a requirement to translate or transcribe source materials/documents and/or perform quality control functions on documents/materials complete by other translators/linguists);
· Attend CENTCOM-sponsored training pertaining to the operation and upgrade of specific equipment and software utilized by CENTCOM CTF. The equipment and software may include audio recording machines, computerized word processor/data management software and other pertinent equipment determined as necessary;
· Perform, as required, administrative duties related to tasks. Such duties may include, but are not limited to, placing log sheets, line sheets, duplicating tapes and/or summaries into binders, copying and stapling related paperwork, and labeling storage boxes; and
· Understand and comply with regulations, which may be imposed by the Government of Afghanistan or other entity.
3.0.1.3.1 Pre-Screening and Qualifying
The contractor shall be responsible for selecting and pre-screening qualified translators/linguists. All translators/linguists shall speak and write English, Dari and Pashtu.
· USG is responsible for and will conduct a proficiency language test for all contractors in Pashtu, Dari, and English;
· USG is responsible to conduct polygraph testing per Contract Linguist Policy IAW 3.0.1.3;
· USG is responsible for prescreening qualified candidates consisting of clear background, criminal and credit checks, including developing at least two independent background references via Drug Enforcement Agency;
3.0.1.3.2 Language Proficiency Requirements
At a minimum, each translator/linguist shall have:
· A necessary command of the English language with the ability to provide clear and concise oral and written communication;
· The ability to understand basic elements of speech in a standard dialect. Standard dialect refers to the listening skill that is the ability to understand the essentials of all speech in a standard dialect including technical discussions within a special field;
· Skill necessary to listen and comprehend the required foreign language with native or near-native ability; and ability to follow accurately the basic elements of conversation and telephone calls;
· Skills necessary to read and comprehend the required foreign language with native or near-native ability, and to read and understand various text-types;
· Ability to comprehend slang and colloquial expressions in the required foreign language and translate them into their English equivalent;
· Effective understanding of face-to-face speech with sufficiently broad vocabulary that paraphrasing or explanations are unnecessary;
· Ability to work well under pressure to meet specific deadlines;
· Basic typing/word processing skills of at least thirty (30) words per minute (wpm). The Government may waive the basic typing skill proficiency level under extenuating circumstances. The TM shall evaluate, those under 30 wpm, on a case-by-case basis and if appropriate, shall accept typing skills of less than thirty (30) wpm on a per student basis;
· Ability to understand requirements necessary to perform specific tasks being processed and produced; and
· Language proficiency rating of three (3) or above in speaking, listening, reading, writing, and congruity judgment in the target language and a proficiency rating of three (3) or above in speaking, listening, reading, writing, and congruity judgment in English is required. The contractor shall provide such language testing in accordance with CENTCOM and Department of State (DoS) policy. Standards shall be provided upon request.
3.0.2 Logistics Support: Lodging/Life Support/Meals.
The Contractor shall provide lodging, life support, and meals for personnel in each of the locations identified with the PWS, except Afghanistan.
3.0.3 Logistics Support: Transportation.
The Contractor shall provide personnel transportation with the exception of Afghanistan. The contractor will be responsible for all vehicle maintenance and fuel.
3.1 CTF SUPPORT REQUIREMENTS – Base Requirement.
The contractor shall support the following, as exercised, from 30 September 2013 to 29 September 2014. Support to each requirement shall be full time unless otherwise noted.
CTF SUPPORT REQUIREMENTS – Base Requirement.
The Contractor shall provide SME support as described in PWS paragraph 3.0.1 thru 3.0.1.3.2. The USG reserves the right to reduce any/all positions with a 30 day notice due to draw down in Afghanistan.
CTF Mentoring/Training Support. (3 SMEs) Full time support per section 3.0.1.2; location Afghanistan.
Translators/Linguists Support. (5 positions) Five Pashtu/Dari/English translators/linguists, per section 3.0.1.3 through 3.0.1.3.2; location Afghanistan.
3.1.1 ANALYTICAL SUPPORT REQUIREMENTS – CTF OPERATIONS / INTELLIGENCE ANALYSIS – OPTION A.
3.1.1.1 CTF Operations/Intelligence Analysis (Seven (7) Afghanistan Positions) The Contractor shall provide SME support as described in sections 3.0.1 thru 3.0.1.2. The USG reserves the right to exercise any or all of the following options. Additionally, due to draw down in Afghanistan this option may be reduced with 30 day notice. SMEs located in areas besides Washington D.C. and MacDill AFB will be required to complete 2 weeks of pre-deployment CTF training at MacDill AFB; and will therefore be required to travel to MacDill AFB accordingly.
One SME from each location within the CENTCOM AOR may be required to travel to MacDill AFB, Tampa, FL once per quarter to provide Counter Threat Finance support.
3.1.1.1.1 Option A1 - CTF Operations/Intelligence Analysis. (1 SME) One SME full time as defined in section 3.0.1.1; location Afghanistan.

4.0 WORK HOURS AND LOCATION.
The principal place of performance for this effort shall be MacDill Air Force Base, Tampa, Florida, Dubai, Afghanistan and other countries as required within the CENTCOM AOR. Typical work week is 40 hours. Shift work or extended work hours may be required of contractors performing work under this task order.
5.0 ADDITIONAL REQUIREMENTS.
All reports and deliverables produced by the contractor, as described in paragraphs 3.0 through 3.0.3 of this task order, shall be submitted to CTD leadership or leadership at deployed location. The COR/TM may request a copy of any report or deliverable produced as part of this task order. Requested documents shall be provided by the Contractor to the COR/TM within seven (7) calendar days of the request.
6.0 TEMPORARY SUPPORT (TDY) AND TRAVEL.
The Contractor shall perform TDY non-local travel, as required in the performance of this effort. Specific locations for travel include MacDill Air Force Base, Tampa, Florida; Dubai; Afghanistan; Washington, D.C., London and/or any country within the CENTCOM AOR. All travel required and approved under this effort will be paid IAW the Basic Contract by reimbursement to the Contractor. Only required travel previously approved by the TM will be reimbursed under this effort.
7.0 GOVERNMENT FURNISHED EQUIPMENT OR MATERIAL (GFE/GFM).
The Government will provide the following items for contractor use during the period of performance of this PWS:
· Computers with connectivity to the USCENTCOM Sensitive Compartmented Information (SCI) LAN for computers located inside the USCENTCOM SCI Facility (SCIF), and use of software loaded on the USCENTCOM SCI LAN. Access to computers with connectivity to the USCENTCOM Command LAN/CENTRANET (collateral network) and Secret Internet Protocol Network (SIPRNET) located within the USCENTCOM SCIF, or at other appropriate work locations, and use of software loaded on the Command LAN.
· USCENTCOM will provide Government-furnished work space to the Contractor at any CONUS location or in any country necessary within the USCENTOCOM AOR. The work space provided shall be sufficient for Contractor personnel to accomplish tasking described in this task order. Additionally, Contractor personnel in Government-furnished spaces will be provided adequate SCI or collateral office space (in accordance with the specifics outlined in attachments to this PWS), furniture, telephones, and LAN/WAN connectivity for official business use only.
· If contractor personnel are required to deploy with USCENTCOM headquarters elements, or travel to potentially hazardous forward deployed areas of operation, USCENTCOM will provide the contractor personnel with TA 50 equipment. Additionally, deployed personnel shall receive logistical support in accordance with USCENTCOM policy for the area where they are deployed.
· Lodging, meals, and life support for all SMEs working in Afghanistan.
· Transportation between the lodging and work-center for all SMEs working in Afghanistan.
8.0 SECURITY.
Contractor personnel, except as specified below, performing work under this PWS, its attachments or modifications to this shall possess up to TOP SECRET/SCI (SI/TK)/GAMMA level. Additional Special Category (SPECAT), Special Access Program (SAP), HUMINT Control System (HCS), and Law Enforcement Sensitive (LES) accesses may be required for Contractor personnel performing specific tasks. Exceptions to these clearance requirements, can be granted by the USG on a case-by-case basis, dependent upon the unique skills a particular Contractor candidate may possess. The Contractor shall ensure, and verify to the USG in writing, that all personnel supporting this task order have appropriate level clearances in place fifteen (15) days prior to deployment. Translator/Linguist shall not be required to possess a security clearance. Mentors shall possess SECRET level.

9.1 Contractor’s Progress Report. (CDRL A002)
The Contractor shall provide a monthly report summarizing all tasks preformed, meetings, reports, presentations, deliverables, problem areas and any additional services provided during the previous month. These reports shall be delivered in accordance with CDRL A002 Contractor’s Progress Report of the Basic Contract. These reports are due ten (10) business days from the end of the previous month. The format required for this report is provided in Appendix A.
9.2 Trip Report. (CDRL A002)
The Contractor shall provide a trip report for all travel performed in support of this task order. The format required for this report is provided in Appendix B. This report shall include:
· Paragraph identifying the contractor traveler(s), geographic location(s) traveled to, date(s) at each location, and identity of organization(s) visited.
· Paragraph identifying the rank, grade, position/title of key personnel visited at each location.
· For each event or meeting attended, briefly summarize information passed and received, and any action or follow up required of CCJ3-JSO as a result of the event or meeting.
· Elaborating observations and comments, as appropriate.
· Recommendations, as appropriate.
· Attach as enclosures a list of attendees, agenda (if available), and minutes of proceedings (if available) for each event or meeting attended.
9.3 Task Order Management Plan. (CDRL A00G)
The Contractor shall provide a management plan that shall define a management system to plan and control this T/O effort. The management plan must delineate how the Contractor plans to accomplish the effort supporting the specific T/O, to include a breakout of Direct Productive Person Hours (DPPHs), travel, material, other direct charge DBA Insurance, a milestone schedule, and a schedule for the planned expenditure of funds. The Contractor shall provide a listing of their key personnel as well as a proposed list of key management personnel.

9.4 Task Order Quality Control Plan. (CDRL A00G)
The Contractor shall provide a draft T/O Quality Control (QC) Plan with their response to the TORP. The final plan shall be provided within ten (10) days after the date of the task order award. At a minimum, the T/O QC Plan shall address the following:
· QC Execution: The plan shall discuss specifically how the prime contractor shall execute its QC responsibilities. The T/O QC Plan shall include a clearly defined QC process, key performance indicators, QC schedules and QC personnel, by name, to include those that will be performing subcontractor oversight and oversight of activities in-theater. The plan shall address how QC trend analysis and tracking of corrective actions will be accomplished. The T/O QC Plan shall discuss the prime's management activity that will provide oversight and involvement in the QC process. QC personnel should not be buried in the organization, but should have a direct line to upper management.
· Reporting: Monthly status reports shall specifically discuss QC activities over the reporting period and planned activities for the next period. Information shall specifically address who conducted the QC, when was the QC executed, how was the QC executed and WHAT the findings and corrective actions were. Trends over time shall be discussed.
· Invoice QC and Review: The contractor shall discuss how invoice reviews will be conducted, to include discussion on how the primes, subcontractor and supplier supporting data will be reviewed for consistency with task order requirements and the contractor's approach to execute the task order.
9.5 Program Reviews. (CDRL A004)
The Contractor shall support Program Reviews (commonly called Program Management Reviews (PMR) in support of CNTPO which typically occur once per calendar quarter, but may be scheduled as necessary. Formats for PMRs will be provided by the COR ahead of PMRs. In addition, the dates and locations will be announced well in advance of the meetings. In some cases, time will be allotted for the Contractor to meet individually with representatives from CNTPO to discuss contractual issues.
