DOD COUNTER NARCOTERRORISM PROGRAM OFFICE
PROGRAM AND OPERATIONS SUPPORT
COUNTER NARCOTICS AND GLOBAL THREATS (CN & GT) SUPPORT
PERFORMANCE WORK STATEMENT (PWS)
NORTHCOM MARFORNORTH Equipment

1.0 MISSION OBJECTIVE.
The DoD Counter-Narcoterrorism Program Office (CNTPO), currently being managed by the CN & GT division, was established to create Counter-Narcoterrorism Technology (CNT) networks, infrastructure, and capabilities worldwide that are focused on the detection, identification, and disruption of narcoterrorist activities and organizations. This task effort will support the War Fighter in the combating of narco-terrorism worldwide.
2.0 SCOPE.
2.1 Task Order Objective:
This Task Order (T/O) objective is to procure, deliver, and conduct training on exploitation equipment necessary to support counternarcotic training efforts to disrupt Transnational Criminal Organizations (TCO) operating in the U.S. Marine Forces North (USMARFORNORTH) and U.S. Northern Command (USNORTHCOM) areas of responsibility.
2.2 Base Contract References:
This Task Order (T/O) establishes the requirements for the contractor to provide support in the Basic Contract task area(s) of:

3.0 performance requirements
3.0.1 The contractor shall procure and deliver equipment as set forth in Section 3.1, 3.2, 3.3, and 3.4 to the location specified in section 3.0.10 of this PWS. The contractor shall provide all labor, material and travel associated with the execution of the delivery of all equipment.
3.0.2 The contractor shall also provide STRIKE training in accordance with Section 3.5 of this PWS.
3.0.3 The contractor shall be responsible for all associated taxes and other related charges.
3.0.4 The contractor shall provide hardware and software, to include required Original Equipment Manufacturer (OEM) warranty, maintenance agreements, and licenses to the end user (EU); USMARFORNORTH personnel are the end user. As prescribed in FAR 12.404, the contractor agrees that the supplies or services furnished under this contract shall be covered by the minimum warranties which are offered to the general public. All utilization of commercially available OEM warranty associated with the equipment shall be the responsibility of the EU upon receipt of the material from the United States Government.
3.0.5 Contractor shall provide the US Government and USMARFORNORTH with the license, maintenance, and warranty start and expiration dates (A00E).
3.0.6 Contractor shall transfer license, maintenance plans, and warranties directly to the end-user (USMARFORNORTH) in accordance with the manufacturer End User Agreement (EULA); (A00E).
3.0.7 All materials shall be of good quality and durability according to commercially accepted quality standards for similar products. All equipment shall be new. All equipment shall be supplied with OEM use and maintenance manuals in the English language.
3.0.8 Ordered items shall be delivered in a single shipment unless the contractor can demonstrate value to the USG for a multiple delivery approach. Partial shipments of ordered items are not authorized unless preapproved or requested by the Contracting Officer (KO). Any change in the delivery address shall be agreed to by the KO and the prime contractor in writing.
3.0.9 The contractor shall provide DD250, Material Inspection and Receiving Report, and a list of equipment and accessories (including serial numbers) with by-item costs no later than (NLT) one (1) month prior to the delivery.

3.4 Base Requirement – Five (5) SEEK II Quad Reader (Brand Name Only) The contractor shall procure and deliver five (5) SEEK II Quad Readers; specifications are stated in the table below.

3.5 Base Requirement – STRIKE Training
3.5.1. The contractor shall provide STRIKE training.
3.5.2 Scope of training: The contractor shall provide highly qualified STRIKE instructors to teach a customized 40 hours (5 day) class for up to twenty (20) military personnel. Prior to instruction the STRIKE instructor will assist students to update their STRIKE systems with the latest strike software updates. At the conclusion of the training the personnel shall be able to employ the STRIKE device to extract, process and analyze digital media in-field and real-time from common digital media devices in a forensically sound manner to include; cell phones, computers (desktops, laptops, tablets), hard drives, USBs flash drives, multimedia cards, SIM cards, CDs/DVDs, Portable media players, gaming devices, etc. Training will be conducted at a designated location in New Orleans, LA. The location will be identified at the kick-off meeting after task order award.
3.5.3 Instructor Qualifications. The contractor shall meet at a minimum the qualifications specified in Attachment 2 of the basic contract and shall have the following desired qualifications: training staff will be highly qualified instructors, uniquely skilled Subject Matter Experts (SMEs) on the STRIKE System and Site Exploitation methods and processes, with the ability to tailor the training to the student's needs. Instructor(s) will have a year operational experience and two years instructional experience conducting STRIKE training to military and law enforcement personnel.
3.5.4 Materials. The contractor shall delivery training and shall provide student handouts in English. The following summarizes the training:
a) STRIKE welcome letter: Introductory letter to students about training and trainers.
b) Pre-Training Questionnaire: Obtain information from students prior to training about their knowledge and experience as trainers and with site exploitation and digital forensic devices.
c) Post-Training Evaluation – Obtain feedback from the students on the instructor and the training.
d) Training Exercises Instructor Handbook – Provides details for exercises used in the STRIKE training Program for the students to take with them.
e) Trainer Training Overview – Detailing the Trainer Training Manual and schedule.
f) Training Program Overview – To prepare the trainers for what they will teach in the training program, detailing the training program manual and schedule.
g) STRIKE Overview – Introduce the trainers to the STRIKE forensic device, general usage and navigation information.
h) Understanding Mission Planning – Provide detailed information about conducting a Triage using the STRIKE.
i) Understanding After Action Review (AAR) – Provide detailed information about the AAR features of the STRIKE.
j) Understanding Administration and Maintenance (A&M) – Provide detail information about the A&M processes for the STRIKE.
k) Supplemental information – Provide information about additional features and capabilities that STRIKE support i.e. identification of pornographic material, steganography, geo-tracing, facial recognition, etc.
3.5.5 All materials that will be used for training (A00F) shall be delivery during the first day of training. Additionally, the contractor shall submit one (1) electronic copy of the training material to the US Government sixty (60) calendar days prior to the training. The training material shall be provided in the English language.
3.5.6 The contractor shall provide training aids during training to include: cell phones (various models and makes), computers (desktops, laptops, and tablets), hard drives, USB flash drives, multimedia cards, SIM cards, CD/DVDs, portable media players, and gaming devices.
3.5.7 The contractor shall provide equipment and instrumentation necessary to STRIKE update software programs and test STRIKE systems.
3.5.8 The contractor shall ensure the purchased STRIKE kits are uploaded with the latest software updates prior to starting training.
3.5.9 The contractor shall ensure the students leave with the requisite ability to effectively employ the STRIKE system and train others to use the system.

3.5.11 Training Support. The contractor shall coordinate with the PM/COR for training location. The contractor shall coordinate with the MARFORNORTH SME to gain access to the Government facilities for training.
3.7. Optional Year–Extended COVERAGE
3.7.1 Hardware/Equipment. The contractor shall provide extended hardware/equipment warranties and maintenance plans as specified below.

3.7.2 Software. The contractor shall provide software license and maintenance plans as specified in sections 3.7.2.1 and 3.7.2.2.

3.7.2.2.1 Software Maintenance Agreement for the STRIKE. Not applicable.
3.4.2.3.2 Software Maintenance Plan for the CELLEBRITE. The contractor shall provide an additional year of service provided in the OEM’s Cellebrite Ruggedized UFED Touch Ultimate Kit Second Year Upgrade package (Cellebrite Touch Ultimate, with CHINEX Module). This additional year of service shall be provided when the term of the OEM standard software maintenance plan expires.
3.4.2.3.3 Software Maintenance Plan for IMPACT. Not applicable.
4.0 WORK HOURS AND LOCATION.
The principal place of performance for this T/O shall be within the contiguous United States; specifically, New Orleans, LA. Receipt and delivery of equipment, tools, data and documentation shall take place at the address provided in Section 3.0.10. The contractor is not required to provide labor hours in excess of 40 hours per work week to include holiday and weekends, and/or during irregular times and shifts.
5.0 OTHER PERFORMANCE REQUIREMENTS.
5.1 Meetings, Briefings, and Publications. The contractor shall participate in technical interchange meetings, to be scheduled upon request of the responsible Contracting Officer (KO) or written designee, to discuss and to informally evaluate the contractor’s efforts and accomplishments in direct relation to this T/O PWS. During the meetings, the contractor shall present necessary data to enable a joint review of various assigned tasks, schedules, and resource expenditures. The contractor shall present and participate in technical discussions and shall inform, in a timely fashion, the PM and COR of any issues with contract execution and provide proposed solution(s). The contractor shall attend and participate in other meetings, as scheduled by the responsible KO or written designee.
6.0 TEMPORARY DUTY (TDY) TRAVEL.
The contractor shall perform TDY travel, as required or as directed by the PM and COR. Specific area of travel: Louisiana, USA. The contractor shall obtain approval from the COR or PM prior to performing any TDY travel. All travel required and approved under this T/O will be paid IAW the Basic Contract by reimbursement to the contractor. Only required travel previously approved by the PM/COR will be reimbursed under this T/O.
7.0 GOVERNMENT FURNISHED EQUIPMENT OR MATERIAL (GFE/GFM).
7.1 The Government will provide the training schedule to the contractor no later than 75-days (seventy-five) calendar days prior to the scheduled event.
7.2 The Government will provide the classroom for training. The Government will provide the exact location NLT than 75-days (seventy-five) calendar days prior to the scheduled event.
8.0 SECURITY
All work performed under this T/O shall be unclassified.

9.1.1 Management Plan (CDRL A00G). Deliver a management plan seven (7) calendar days after contract award. The plan shall define a management system to plan and control this T/O effort and delineate how the contractor plans to accomplish the effort supporting the specific T/O. This shall include a breakout of Direct Productive Person Hours (DPPHs), travel, material, ODC, DBA Insurance, a milestone schedule, and a schedule for the planned expenditure of funds.
9.1.2 T/O Quality Control Plan (CDRL A002). Deliver a draft T/O Quality Control (QC) Plan with your TORP proposal; the final plan shall be provided forty-five (45) calendar days after contract award; subsequent reports are due on the 15th of each month. At a minimum, the T/O QC Plan shall address the following:
9.1.2.1 QC Execution. The plan shall not be cursory, but discuss specifically how the prime contractor shall execute its QC responsibilities. The T/O QC Plan shall include a clearly defined QC process, key performance indicators, QC schedules and QC personnel, by name, to include those that will be performing subcontractor oversight and oversight of activities in-theater. The plan shall address how QC trend analysis and tracking of corrective actions will accomplished. The T/O QC Plan shall discuss the prime's management activity that will provide oversight and involvement in the QC process. QC personnel shall not be buried in the organization, but shall have a direct line to upper management.
9.1.2.2 Reporting. Monthly status reports shall specifically discuss QC activities over the reporting period and planned activities for the next period. Information shall specifically address WHO conducted the QC, WHEN was the QC executed, HOW was the QC executed and WHAT the findings and corrective actions were. Trends overtime shall be discussed.
9.1.2.3 Invoice Quality Control and Review. The contractor shall discuss how invoice reviews will be conducted, to include discussion on how the primes, subcontractor and supplier supporting data will be reviewed for consistency with task order requirements and the contractor's approach to execute the task order.
9.1.3 Contractor’s Progress Report (CDRL A002). Deliver a comprehensive progress report forty-five (45) calendar days after contract award; subsequent reports are due the 15th of each month. The report shall, at a minimum contain an overall schedule, the current status of funding on the T/O, accomplishments completed, potential issues, and any lessons learned. This report shall also include information regarding STRIKE training details; at minimum include details regarding training coordination, projection, schedule, and completion.
9.1.4 Master Schedule (CDRL A002). Deliver a master schedule forty-five (45) calendar days after contract award; subsequent reports are due the 15th of each month. The contractor shall create, maintain, and report the schedule in conjunction with the progress report after initial delivery. The schedule shall cover all phases of the project from T/O kick-off to T/O close-out. The master schedule shall, at a minimum include the following information:
· Timeline and milestones for procurement, shipment and delivery of equipment
· Timeline and milestones for preparation and execution of applicable export document
· Timeline and milestones for deliverables
In the event there are any changes or delays associated with equipment procurement or T/O deliverables, the contractor shall update the master schedule and provide it to the USG for approval within ten (10) days of identifying the change or delay.
9.1.5 Status Meetings (CDRL A003). Participate in status meetings as scheduled by USG and deliver meeting minutes five (5) calendar days after the meeting. Provide a status review either in person, via teleconference or via electronic mail as scheduled by the USG. Status meeting may be verbal and include workbooks or charts that address current status of the T/O, a technical/management review, a financial review, anticipated risks/risk mitigations, delivery status including anticipated dates, status of any export compliance/ITAR issues, country clearance concerns for personnel traveling OCONUS, anticipated modifications, etc.
