PERFORMANCE WORK STATEMENT (PWS)

Nigeria, North Africa, the Mediterranean and southern Europe Illicit Trafficking Study & Analysis

T/ORP 0376

26 August 2014

1.0 MISSION OBJECTIVE.

1.1 The Counter Narcotics and Global Threats (CN&GT) Division was assigned the mission of establishing and supporting Counter Narco-terrorism Technology (CNT) networks, infrastructure, and capabilities worldwide that are focused on the detection, identification, and disruption of Narco-terrorist activities and organizations. This task effort will support the War Fighter in combating Narco-terrorism worldwide.

2.0 SCOPE

2.1 Background. Illicit trafficking presents several risks to legitimate governments; fueling corruption, distorting healthy economic growth, and building terrorist networks. The toppling of recognized governments in Egypt, Libya, and Mali has created unprecedented instability in North Africa and throughout the Nigerian, North African, the Mediterranean, and southern European regions. Illicit trafficking has not only contributed to this instability, but has also contributed to the break-down of formal law enforcement, border security, and defense services enabling greater movement of illicit goods. Africa’s progress in economic, political and health development are at great risk. The current instability and increase in illicit trafficking poses extreme uncertainty for the future of Nigeria, North Africa, the Mediterranean, and southern Europe. This directly supports USAFRICOM and it key partners; Customs and Border Control, Drug Enforcement Agency, and Homeland Security Investigation.

2.2 Task Order (T/O) Objective.

The objective of this T/O is to conduct, from a cloud based platform, a globally networked, comprehensive, multi-variant analysis of how illicit trafficking affects the Nigerian, North African, the Mediterranean and Southern European regions and forecast outcomes for likely courses of action. This analysis will use a strategic, multi-disciplinary, multi-scenario based war-gaming simulation methodology, concurrent with the live interaction inputs of Subject Matter Experts (SME) from around the world. Ultimately, the analysis will answer the questions, “what will Nigeria look like in 2030, how will illicit trafficking shape that environment, and what courses of action can the interagency community take to maximize counter-narcotics efforts?” In addition, there is an option for another study on; “how do the risks associated with illicit trafficking affect North Africa, the Mediterranean, and southern Europe by the year 2025, and what programmatic actions can the international security assistance community take to address these concerns?”

2.3 Basic Contract References. This T/O PWS establishes the requirements for the Contractor to provide support in the Basic Contract task area of: 4.3.1.5 Test and Evaluation; 4.3.2.2 Studies and Analyses (Other Than R&D).

3.0 PERFORMANCE REQUIREMENTS

3.1 Base - Nigeria study and analysis

3.1.1 The contractor shall conduct, within a 11-week period, a comprehensive, web-based, multi-variant analysis using a strategic, multi-disciplinary, multi-scenario based, war-gaming simulation that utilizes a “crowd-source” analysis methodology to strategically forecast outcomes. The web-based platform shall simultaneously accommodate a sufficient number of qualified analysts from locations around the globe (50 participants).

3.1.2 The contractor shall ensure the programmers have, at a minimum, three to five years of experience in the required field of expertise. An educational level equivalent to the master’s degree or level of experience commensurate to the demands of the study is desired. Fifty percent (50%) of analysts shall have senior level experience.

3.1.2.1 Senior Level Experience is defined as:

· Having experience in an advisory or leadership capacity with regards to political/military/law enforcement policy planning, development, and implementation.

· Organizational experience with regards to the effects of international geo political events on economy, business, and relations.

3.1.3 The contractor shall provide a comprehensive analysis on the affects and outcomes of illicit commodity and drug trafficking activities and the impact of those activities on both US interests and the relationship between the US and its partners in the region.

3.1.4 The contractor shall identify elements of strategic surprise, assess political risks in the Nigerian region, and recommend actions to manage that risk through Security Cooperation Assistance programs.

3.1.5 The contractor shall identify likely second and third order effects that may result from the recommended actions taken through these assistance programs, as well as other events that may unfold during the designated timeframe of the scenario-based study.

3.1.6 The contractor shall provide a means for 15 AFRICOM-CN/LEA Subject Matter Expert (SME) monitoring of, and real-time variable injections to, the war-game as it unfolds.

3.1.7 The contractor shall provide an assessment of how the proposed courses of action will achieve the US National Security Strategy, the National Drug Control Strategy, and how US Africa Command (AFRICOM), and its interagency can support these objectives.

3.1.8 The contractor shall travel to Stuttgart, Germany at the conclusion of the study and conduct a briefing (CDRL A00E) on its findings and facilitate a question and answer session with US AFRICOM Counter-Narcotics and Law Enforcement Division (AFRICOM-CN/LEA).

3.2 Base Year Option - North Africa, the Mediterranean, and Southern Europe study and analysis

4.0 WORK HOURS AND LOCATION.

4.1 The principal place of performance for this T/O shall be primarily at the vendor’s location using customized software that includes a web-based collaborative analysis platform, customized templates, Wikistrat or equivalent, real-time analytics mechanisms, and gamification type platform. To conduct this study, the contractor may be required to provide labor hours in excess of 40 hours per workweek to include holidays and weekends, and/or during irregular times and shifts.

5.0 TEMPORARY DUTY (TDY) TRAVEL

5.1 Upon completion of the study, the contractor shall conduct a final comprehensive briefing (CDRL A00E) and present a technical report (CDRL A00E) to AFRICOM-CN/LEA staff on the findings of the study. This briefing will require travel to Stuttgart, Germany for a period of three days. Travel to locations other than those specified in the T/O requires the prior written approval of the responsible contracting officer or written designee. For all travel, the contractor shall comply with the requirements of the Joint Travel Regulations (JTR) and shall only be reimbursed for travel expenses allowable under the JTR.

6.0 GOVERNMENT FURNISHED EQUIPMENT OR MATERIAL (GFE/GFM)

6.1 None.

7.0 SECURITY

7.1 All work performed under this T/O shall be unclassified.

9.0 DATA REQUIREMENTS:

9.1 The contractor shall ensure all employees in the SPOT database have a current DD Form 93, Record of Emergency Data Card on file with both the contractor and the designated government official.

9.2 Master Schedule (CDRL A00G): The contractor shall provide a Master Project Schedule for government approval. The contractor shall create, maintain and report the schedule in conjunction with the progress report after initial delivery. The schedule shall cover all phases of the project from kick off to task order close out. The Contractor’s Master Schedule shall include; but not be limited to, the following information:

9.3 Management Plan (A00G): The contractor shall provide a management plan which shall define a management system to plan and control this T/O effort. The management plan must delineate how the contractor plans to accomplish the effort supporting the specific T/O, to include a breakout of Direct Productive Person Hours (DPPHs), travel, material, Other Direct Costs (ODC), a milestone schedule, and a schedule for the planned expenditure of funds.

9.4 Contractor’s Progress Report (A002): The contractor shall provide a comprehensive progress report and shall be delivered monthly to the PM and COR. The report shall, at a minimum contain an overall schedule, the current status of funding on the T/O, accomplishments completed, any potential problems, and any lessons learned. These reports shall be delivered in accordance with CDRL A002 Expenditure Report of the Basic Contract. These reports are due fifteen (15) calendar days from the end of the previous month.

9.5 Test Plan (A00A): The contractor shall provide a test plan which documents in detail, the contractor’s plan for conducting this study and analyzing its results to show how the method(s) used shall satisfy the requirements of this T/O. The test plan shall be in the contractor’s format. This report provides the study’s concept, objectives, and satisfied requirements to be methods, elements, and responsible activities associated with the study.

9.6 Test Procedures (A009): The contractor shall provide an outline of procedures identifying the step-by-step operation to be performed, the conditions imposed, and parameters to be measured. The outline of procedures shall be in the contractor’s format and shall consist of: Cover and Title Page, Table of Tests, Step-by-Step Procedure, Data Sheets, and Support Requirements.

9.7 Simulation Validation Plan (A00B): The contractor shall provide details of the criteria, performance objectives, and list of tests to be performed to ensure the simulation meets requirements set forth in 3.1. The Simulation Validation Plan shall be in the contractor’s format.

9.8 Technical Report Study/Services (A00E): The contractor shall provide fully-documented results of the study. The report shall be in the contractor’s format. The written report shall be submitted on 8 ½ x 11 paper, marked with the appropriate security classification, and attachments fully identified. If other media is used (audio/visual), it shall also be identified and protected with the appropriate security classifications.

9.9 Task Order Quality Control Plan (A00G): The contractor shall provide a draft TOQCP as part of the response to the TORP. The final plan shall be provided within 15 calendar days of the date of the task order award. At a minimum, the TOQCP shall address the following:

· QC Execution: The plan shall not be cursory, but shall discuss specifically how the prime contractor will execute its QC responsibilities. The TOQCP shall include a clearly defined QC process, key performance indicators, QC schedules and QC personnel, by name, to include those who will be performing subcontractor oversight. The plan shall address how QC trend analysis and tracking of corrective actions will accomplished.

· The TOQCP shall discuss the prime’s management activity that will provide oversight and involvement in the QC process. QC personnel should not be buried in the organization, but should have a direct line to upper management.

· Reporting: Weekly status reports shall specifically discuss quality control activities over the reporting period and planned activities for the next period. Information shall specifically address who conducted the QC, when was the QC executed, how the QC was executed, and what were the findings and corrective actions. Trends, over time, shall be discussed.

· Invoice Quality Control and Review: The contractor shall discuss how invoice reviews will be conducted, to include discussion on how the primes, subcontractor, and supplier supporting data will be reviewed for consistency with task order requirements and the contractor’s approach to execute the task order.

9.10 Briefing (A00E): The briefing on the findings shall answer remaining questions as well as give an overview of the test procedures through all phases of the study. The briefing shall detail the impact of each scenario and mitigating steps taken to move the scenario along. The briefing shall conclude with a quantity of courses of action with likely outcomes.
