Kyrgyzstan Drug Control SErvice (DCS) and Border troops Equipment

MISSION OBJECTIVE.
The DoD Counter-Narcoterrorism Program Office (CNTPO) was established to create worldwide Counter-Narcoterrorism Technology (CNT) networks, infrastructure, and capabilities worldwide that are focused on the detection, identification, and disruption of narcoterrorist activities and organizations. This task effort will support the War Fighter in the combating of narcoterrorism globally.
1. SCOPE
0. Task Order (T/O) Objective.
The Task Order (T/O) objective is to procure, deliver and logistical support equipment and training that is necessary to support ongoing Counter-narcoterrorism operations in Kyrgyzstan by the Drug Control Service and Border Guard Services.
2.2 Basic Contract References.
This T/O PWS establishes the requirements for the Contractor to provide support in the Basic Contract task area(s) of:
4.3.2 Training, Operations, and Logistics support;
4.3.2.7 Logistics Support and Equipment;
4.3.2.8 Preservation, Packing, and Marking;
4.3.3.4 Material and Equipment Purchase;
Task Order PERFORMANCE REQUIREMENTS.
General
3.1.1 The contractor shall provide, deliver, and ensure receipt and turn-over acceptance of all equipment set forth in this T/O to the delivery locations specified below.
3.1.2 The contractor shall also be responsible for all aspects of export compliance, including compliance with the Arms Export Control Act and International Traffic in Arms Regulations (ITAR).
3.1.3 The contractor shall ensure the appropriate Technical Assistance Agreements (TAAs) and/or applicable export licenses are in place before conducting any activity under this task order that requires such approval and documentation.
| 3.1.4 | All materials shall be of good quality and durability according to commercially accepted quality standards for similar products. All equipment shall be new. All electrical devices shall have 220 volt capability. All equipment shall be supplied with OEM use and maintenance manuals in the Russian language. All Original Equipment Manufacturer (OEM) quality documentation for material shall be provided electronically in English for review purposes as requested by the Contracting Officer’s Representative (COR)/Technical Monitor (TM) (CDRL A00G). All manuals and documentation shall be provided to the host nation in Russian (CDRL A00G). |
| 3.1.5 | All items shall be provided with standard Original Equipment Manufacturer (OEM) warranties. The terms of the warranties shall be clearly presented in the name of End User (EU). As prescribed in FAR 12.404, the contractor agrees that the supplies or services furnished under this contract shall be covered by the minimum warranties which are offered to the general public. All utilization of commercially available OEM warranty associated with the equipment shall be the responsibility of the EU upon receipt of the material from the United States Government. |
| 3.1.6 | All items provided for Border Guard Services shall be delivered in a single shipment to the destination in Section 3.1. All items procured for Drug Control Service shall be delivered in a single shipment to the destination in Section 3.2. Partial shipments of ordered items are authorized if preapproved or requested by the COR/TM. Final delivery of ordered items shall be Free on Board (FOB) at destination. All equipment and material shall clear customs prior to delivery. Any change in the FOB address shall be approved by the Contracting Officer via a modification to the task order. It is the contractor’s responsibility to provide the best value to the USG and promote USG policy efforts in Kyrgyzstan. |
| 3.1.7 | The contractor shall provide DD250 Forms and a list of equipment and accessories (including serial numbers) with by-item costs to the POCs below one month prior to the delivery and transfer. |
| 3.1.8 | The contractor shall provide all labor, materials, equipment, travel, DBA insurance and all items necessary to satisfy the requirements set forth in this PWS. The contractor is responsible for understanding and following local policies and procedures for custom clearance, value added tax (VAT), and any other associated taxes and fees that are relevant to satisfaction of this task order. The contractor shall process all of the paperwork for export, customs clearance, and other necessary documentation for acceptance without USG assistance. |

3.2.1 The contractor shall provide and deliver the equipment and items listed in Table 1 below. All items shall be the latest model upon procurement. Brand Name has been identified when applicable. Equivalents are acceptable as long as they meet form, fit and function equal to the salient characteristics associated with the item (supporting documentation shall be submitted with preapproval by the Contracting Officer).

3.2.2 Focus-D Surveillance Camera System Training
The contractor shall provide one (1) operator use and maintenance training class for up to twenty (20) personnel using one (1) of the Focus-D Surveillance Camera Systems being delivered under this task. The contractors shall plan to conduct the training class one – two (1-2) weeks after system delivery.
The training duration maximum shall be five (5) days in duration. The Contractor shall ensure the training schedule includes two (2) fifteen (15) minute breaks and a one (1) hour lunch per training day.
The training shall meet the following use and maintenance class objectives:
· System introduction covering basic understanding and purpose;
· Operator procedures and discipline, and operation of the system;
· Station set-up, connections, power supply and accessory use, system configurations;
· Operating instructions and practical system tests, how to re-set the system; and
· Typical mistakes during system use and how to eliminate system mistakes.
The training classroom/facility will be provided by the Kyrgyzstan Drug Control Service. The Contractor shall coordinate with the U.S. Government POC and the end user (Kyrgyzstan Drug Control Service) for the training classroom location.
The contractor shall conduct the use and maintenance training portion in the classroom. The contractor shall also conduct a hands-on training/demonstration. The contractor shall provide transportation for all training attendees to/from training venues (between classroom and the outdoor training sites). The distance between the classroom and the outdoor training site will be within 60km The contractor shall coordinate the delivery of the Focus-D Surveillance Camera System to the Point of Delivery (POD, training dates and training location with the in-country team no later than one (1) month prior to delivery.
The contractor shall provide training tools, handouts, interpretation if needed, and other training related expenses. All training material shall be in Russian and delivered in hard copy form for each of the participants, and one Microsoft Office compatible Master CD ROM for future needs of the end user (Kyrgyzstan Drug Control Service).
Upon competition of the training, the contractor shall provide proof of qualified certification for all trainees. Records indicating the successful completion of the training shall be provided to the COR/TM.

The Contractor shall provide and deliver the equipment and items listed in Table 2 below. Brand Name has been identified when applicable. Smartdec Electric Border Guard System Training The contractor shall conduct one (1) Use and Maintenance training class on the one (1) Smartdec Electric Border Guard System delivered.
The Contractor shall provide one (1) operator use and maintenance training class for up to twenty (20) personnel on the equipment delivered under this task. The training duration minimum shall be three (3) days and the duration maximum shall be five (5) days. The Contractor shall ensure the training schedule includes two (2) fifteen (15) minute coffee breaks and a one (1) hour lunch per training day.
The training shall meet the following use and maintenance class objectives:

System introduction shall cover basic understanding, introduction to sensor operations, operator procedures and discipline, operation of the system, station set-up, connections, power supply and accessory use, system programming and configurations, practical system tests, how to re-set the system and system operation. The contractor shall conduct training to ensure environmental and terrain condition demonstration.
The training classroom/facility will be provided by the Kyrgyzstan Border Guard Service. The Contractor shall coordinate with the U.S. Government POC and the end user (Kyrgyzstan Border Guard Service) for the training classroom location.
The contractor shall conduct the use and maintenance training portion in the classroom. The contractor shall also conduct a hands-on, outdoor terrain conditions training/demonstration. The contractor shall provide transportation for all training attendees to/from training venues (between classroom and the outdoor training sites). The distance between the classroom and the outdoor training site will be within 60km.
The contractor shall provide training tools, handouts, interpretation if needed, and other training related expenses. All training material shall be in Russian and delivered in hard copy form for each of the participants, and one Microsoft Office compatible Master CD ROM for future needs of the end user (Kyrgyzstan Border Guard Service).
Upon competition of the training, the Contractor shall provide proof of qualified certification for all trainees. Records indicating the successful completion of the training shall be provided to the COR/TM.
1. WORK HOURS AND LOCATION.
The principal place of performance for this T/O shall be in Kazakhstan. The Contractor may be required to provide labor hours in excess of 40 hours per work week to include holiday and weekends, and/or during irregular times and shifts based upon CNTPO operations and exercises.
1.0 OTHER PERFORMANCE REQUIREMENTS.
1.1 Import/Export Compliance.
The Contractor shall demonstrate appropriate understanding and compliance with all applicable import and export regulations and laws. Specifically, the Contractor shall provide the following confirmations, attestations, and/or information, as part of its Task Order Management Plan (TOMP) to ensure compliance:
Compliance with all Department of State (DoS) regulations and a process to ensure continuous adherence to all applicable DoS public notices (including subsequent redetermination(s) by the DoS) during performance of this T/O unless otherwise directed in writing by the responsible Contracting Officer.
Proof that the Prime Contractor and/or subcontractors at all tiers utilized in the applicable performance of this T/O is a U.S. DoS-sanctioned entity not included in the DoS Excluded Parties List System.
Written proof that each vendor (Prime Contractor and/or subcontractors at all tiers) utilized in the applicable performance of this T/O has official correspondence for applicable equipment, stating that such suppliers do not have any contractual or professional relationship with any DoS-sanctioned entities.
Foreign supplier qualification and evaluation criteria utilized to assess vendors in the execution of this T/O.
Compliance and procedures to ensure compliance with all applicable International Traffic in Arms (ITAR) regulations.
The contractor shall process all of the paperwork for export, customs clearance, and other necessary documentation for acceptance without USG assistance.
1.2 Miscellaneous Delivery Requirements.
The Contractor shall be responsible for all import/export agreements, taxes, fees, and required documentation. The Contractor shall demonstrate in the TOMP a complete understanding of procurement and transportation of the listed items to the final delivery location. Final delivery of ordered items shall be Freight on Board (FOB) Destination to the specified destination.
1.3 Defense Base Act Insurance.
All personnel performing duties in hazardous areas Outside the Continental United States (OCONUS) shall be included in and insured with a policy covering Defense Base Act (DBA) requirements. DBA insurance for all personnel performing work OCONUS under this task order is required.
1.4 Meetings, Briefings, and Publications.
The Contractor shall participate in technical interchange meetings, to be scheduled upon request of the responsible Contracting Officer, or written designee, to discuss and to informally evaluate the Contractor’s efforts and accomplishments in direct relation to specific T/Os. During the meetings, the Contractor shall present necessary data to enable a joint review of its various assigned tasks, attendant schedules, and resource expenditures. The Contractor shall present and participate in technical discussions and shall inform, in a timely fashion, the TM of any problems with contract execution and any proposed solutions. The Contractor shall attend and participate in other meetings, as scheduled by the responsible contracting officer or written designee.
2.0 Temporary Duty (Tdy) Travel.
The Contractor shall perform TDY non-local travel, as required in the performance of this T/O, as directed by the KO/COR/TM. The Contractor shall provide the performance of this task order Outside the Continental United States (OCONUS). Specific countries include Kazakhstan. All travel required and approved under this T/O will be paid IAW the Basic Contract by reimbursement to the Contractor. The contractor shall ensure that all OCONUS travelers have a country approval to enter the country for this mission as well as a Letter of Authorization (LOA) approved by the KO prior to travel. Only required travel previously approved by the KO/COR/TM will be reimbursed under this T/O.
3.0 Government Furnished Equipment Or Material (GFE/GFM).
The USG will provide training facilities for each location that requires training in accordance with the PWS. Locations shall be determined after award at the kick off meeting.
4.0 Security.
All work performed under this T/O is unclassified.
5.0 Warranties And Warranty Process
The contractor shall provide all OEM standard warranties (nothing above or beyond the warranties that come with the initial purchase) of all equipment required by the T/O on behalf of the U.S. Government. Contractors shall offer the USG at least the same warranty terms, including offers of extended warranties, offered to the general public in customary practice. The OEM warranty is typically some form of materials and workmanship guarantee. Some items may be able to be repaired in-country if the OEM has representation in-country, others will have to be shipped back to the OEM facility that is designated in the respective warranties. The time for repairs and the individual warranty terms are specific to each item’s OEM warranty and may vary widely. The warranty extended to the Government shall be specific and clearly indicate the terms of the warranty.
The contractor shall provide a Warranty Plan as specified in the Task Order Deliverables section.

10.1 Contractor’s Progress Report. (CDRL A001)
The contractor shall provide a monthly report to the COR/TM summarizing all tasks preformed, meetings, reports, presentations, deliverables personnel changes/rotations for the previous month. These reports shall be delivered in accordance with CDRL A002 Contractor’s Progress Report of the Basic Contract. These reports are due monthly ten (10) business days from the end of the previous month.
10.2 Task Order Management Plan. (A002)
The Contractor shall provide a management plan that shall define the management approach to plan and control this task order effort. The management plan must delineate how the Contractor plans to accomplish the effort supporting the specific T/O, to include a breakout of Direct Productive Person Hours (DPPHs), travel, material, Other Direct Costs (ODC), DBA Insurance, a milestone schedule, and a schedule for the planned expenditure of funds.
10.3 Status Meetings. (A003)
The Contractor shall participate in status meetings, to be scheduled upon request of the responsible Contracting Officer or written designee, to discuss and to informally evaluate the Contractor’s efforts and accomplishments in direct relation to specific T/Os. During the meetings, the Contractor shall present necessary data to enable a joint review of its various assigned tasks, attendant schedules, and resource expenditures. 10.4 T/O Quality Control Plan. (CDRL A004)
The Contractor shall provide a draft T/O Quality Control (QC) Plan with their response to the TORP. The final plan shall be provided within thirty 30 days after the date of the task order award. At a minimum, the T/O QC Plan shall address the following:
QC Execution: The plan shall not be cursory, but discuss specifically how the prime contractor shall execute its QC responsibilities. The T/O QC Plan shall include a clearly defined QC process, key performance indicators, QC schedules and QC personnel, by name, to include those that shall be performing subcontractor oversight and oversight of activities in-theater. The plan shall address how QC trend analysis and tracking of corrective actions shall accomplished. The T/O QC Plan shall discuss the prime's management activity that shall provide oversight and involvement in the QC process. QC personnel should not be buried in the organization, but should have a direct line to upper management.
Reporting: Monthly status reports shall specifically discuss QC activities over the reporting period and planned activities for the next period. Information shall specifically address WHO conducted the QC, WHEN was the QC executed, HOW was the QC executed and WHAT the findings and corrective actions were. Trends over time shall be discussed.
Invoice Quality Control and Review: The contractor shall discuss how invoice reviews shall be conducted, to include discussion on how the primes, subcontractor and supplier supporting data will be reviewed for consistency with task order requirements and the contractor's approach to execute the task order.
10.5 Program Reviews (CDRL A004).
The contractor shall support Program Reviews (commonly called Program Management Reviews [PMR]) in support of CNTPO which typically occur once per calendar quarter, but may be scheduled as necessary. Formats for PMRs will be provided by the COR ahead of PMRs. In addition, the dates and locations will be announced well in advance of the meetings. In some cases, time will be allotted for the contractor to meet individually with representatives from CNTPO to discuss contractual issues.
10.6 Export Control Document (CDRL A00H)
The contractor shall provide a cover letter describing the purpose of their submission, POC, Contract/TORP number, description of each enclosed attachment and should include original document(s) nomenclature (if revised). The attachments shall be originals or certified originals and be dated, signed by a cognizant authority and indicate specific agreement terms. The contractor shall provide an English translation of foreign language documents when applicable.

11.1 Master Schedule. (CDRL A00G)
The Contractor shall create, maintain, and provide a Master Project Schedule for Government approval. The schedule shall be incorporated in the standard monthly report deliverable with any updates or changes to the schedule clearly justified and specifically noted. The schedule must cover all phases of the project from kick off to task order close out. The Master Schedule must clearly show; but is not limited to, the following information as applicable:

11.5 Training Materials. (CDRL A00E)
The contractor shall provide copies of all training materials in English for review and approval by the USG not later than 3 weeks prior to the commencement of training. Electronic copies of training materials shall be in Russian for instruction.
11.6 Training Schedule (CDRL A00G)
The Contractor shall provide to the Contracting Officer, COR/TM a Training Schedule and Points of Instruction (POI) within forty-five (45) days of the award. The training schedule and Plan of Instruction (POI) shall be based on OEM (Original Equipment Manufacturer) recommended procedures.system. The initial report is due forty-five (45) days after contract award. Subsequent Training Schedule updates will be provided if timeline/milestone changes occur.
11.7 Contractor’s Training Progress Report (CDRL A00G)
The Contractor shall provide to the Contracting Officer, COR/TM a Training Progress Report at the completion of the required training reporting the names and number of students certified as fully trained.
