DoD Counter Narcoterrorism Technology Program Office (CNTPO) and Operations Support

PERFORMANCE WORK STATEMENT (PWS)

USNORTHCOM Contractor Logistics Support (CLS) for the Mexican Air Force C-26 Aircraft

TORP 0349

1.0 MISSION OBJECTIVE.

The DoD Counter-Narcoterrorism Program Office (CNTPO) was established to create Counter-Narcoterrorism Technology (CNT) networks, infrastructure, and capabilities worldwide that are focused on the detection, identification, and disruption of narcoterrorist activities and organizations. This task effort will support the War Fighter in the combating of narcoterrorism worldwide.

2.0 SCOPE.

2.1 Task Order Objective.

The Task Order (T/O) objective is to provide Subject Matter Experts (SMEs) in support of the United States Northern Command (USNORTHCOM) J5(N-NC/J5). The SMEs shall perform activities to support the Mexican Air Force (Fuerza Aérea Mexicana, or FAM) C-26 aircraft maintenance and supply personnel at Santa Lucia AB, Mexico. These FAM C-26 aircraft are used by the Mexican military to combat the trafficking of narcotics, weapons, people and money across the northern and southern borders of Mexico by Trans-National Criminal Organizations (drug cartels).

2.2 Basic Contract References.

This PWS establishes the requirements for the contractor to provide support in the basic contract task area(s) of:

3.0 Task Order PERFORMANCE REQUIREMENTS.

The contractor shall provide subject matter experts in San Lucia AB, Mexico for the support of up to four (4) FAM C-26 aircraft. The contractor shall provide hands-on technical assistance to FAM personnel in procedures for inspecting, testing, troubleshooting, and performing scheduled and unscheduled repairs in order to maintain maximum operational readiness. This program will also provide technical assistance in supply procedures for procuring aircraft spares and repair of aircraft parts, inventory management, warehousing, provisioning, distribution and methods for ordering materiel and spares. These services will benefit the FAM by improving aircraft readiness, mission capability and safety.

3.1 Base Requirement - Subject Matter Experts.

The contractor shall provide a team of four (4) SMEs as described in paragraphs 3.1.1 through 3.1.4 to assist FAM personnel in maintaining and sustaining the aircraft, in order to meet operational flying requirements.

3.1.1 Aircraft/Structural Mechanic.

3.1.1.1 The Contractor shall perform the following duties:

· Provide guidance, familiarization, hands-on technical assistance, on-the-job training, and overall support to FAM personnel in the repair, service and replacement of aircraft components, and in the performance of preventive maintenance.

· Explain, demonstrate, and assist FAM personnel in the proper procedures for inspections, testing, troubleshooting, servicing, scheduled and unscheduled maintenance repairs, and the accomplishment of aircraft preflight, post-flight, launch, recovery, and maintenance of FAM C-26 aircraft.

· Assist the FAM personnel in identifying sources of repair of aircraft components that are beyond the repair capability of the FAM. The technicians shall assist the FAM in identifying tools, support equipment and test equipment required to perform maintenance on FAM C-26 aircraft and in identifying and establishing maintenance management programs to increase the efficiency, effectiveness and safety of the FAM maintenance personnel, including, but not limited to a Consolidated Tool Kit (CTK) program and Foreign Object Damage (FOD) prevention program.

· Read and interpret technical data.

· Operate support equipment/test equipment used in the inspection, testing, troubleshooting, servicing, and ground operation of FAM C-26 aircraft and aircraft systems.

· Render technical assistance to resolve difficult or unusual maintenance problems.

· Be familiar with operation of metal working machines such as drills, lathes, presses, metal bending machines.

3.1.1.2 Mandatory Qualifications: The Contractor shall possess a valid Airframe and Power-Plant (A&P) license; be fluent in English and Spanish; have a minimum of 8 years of experience in Structures/Crew Chief or related field; minimum 3 years of experience on C-26 aircraft; and the ability to work independently.

3.1.2 Aircraft Avionics/Electronics Mechanic 3.1.2.1 Specific duties:

· Provide guidance, familiarization, hands-on technical assistance, on-the-job training, and overall support to FAM personnel in the repair, service and replacement of C-26 avionics/electrical systems and components, and in the performance of preventive maintenance.

· Explain, demonstrate, and assist FAM personnel in the proper procedures for inspections, testing, troubleshooting, servicing, scheduled and unscheduled maintenance repairs.

· Assist the FAM personnel in identifying sources of repair of aircraft components that are beyond the repair capability of the FAM. The technicians shall assist the FAM in identifying tools, support equipment and test equipment required to perform maintenance on FAM C-26 aircraft and in identifying and establishing maintenance management programs to increase the efficiency, effectiveness and safety of the FAM maintenance personnel, including, but not limited to a CTK program and FOD prevention program.

· Read and interpret technical data.

· Operate support equipment/test equipment such as oscilloscopes, analyzers, and multi-meters used in the inspection, testing, troubleshooting, servicing, and ground operation of FAM C-26 aircraft and aircraft systems.

· Render technical assistance to resolve difficult or unusual maintenance problems.

3.1.2.2 Mandatory Qualifications: The Contractor shall possess a valid A&P or Federal Communications Commission Avionics license; be fluent in English and Spanish; have a minimum of 8 years of experience in aircraft avionics or related field; minimum 3 years of experience on the C-26 aircraft; and possess the ability to work independently.

3.1.3 Aircraft Engine/Propeller Mechanic.

3.1.3.1 Specific duties:

· Provide guidance, familiarization, hands-on technical assistance, on-the-job training, and overall support to FAM personnel in the repair, service and replacement of C-26 engine/propeller systems and associated components, and in the performance of preventive maintenance.

· Explain, demonstrate, and assist FAM personnel in the proper procedures for inspections, testing, troubleshooting, servicing, scheduled and unscheduled maintenance repairs.

· Read and interpret technical data.

· Assist the FAM personnel in identifying sources of repair of aircraft components that are beyond the repair capability of the FAM. The technicians shall assist the FAM in identifying tools, support equipment and test equipment required to perform maintenance on FAM C-26 aircraft and in identifying and establishing maintenance management programs to increase the efficiency, effectiveness and safety of the FAM maintenance personnel, including, but not limited to a CTK program and FOD prevention program.

· Operate support equipment/test equipment such as hoists, borescopes, analyzers, and multi-meters used in the inspection, testing, troubleshooting, servicing, and ground operation of FAM C-26 engine, propellers and aircraft systems.

· Render technical assistance to resolve difficult or unusual maintenance problems.

3.1.3.2 Mandatory Qualifications: The Contractor shall possess a valid A&P license; be fluent in English and Spanish; have a minimum of 8 years of experience in engine repair or related field; minimum 3 years of experience on the C-26 aircraft engine (TTE331-12UHR); C-26 (TTE331-12UHR) engine-run qualified; experience troubleshooting engine maintenance discrepancies; possess the ability to work independently.

3.1.4 Supply 3.1.4.1 Specific duties:

· Provide guidance and assist FAM personnel in inventory control procedures; demonstrating the various methods for ordering spares, tools, support equipment and test equipment; coordinating and expediting the acquisition of repairs; and provide guidance and assistance in the use of Foreign Military Financing (FMF)/Foreign Military Sales (FMS) resources to acquire aircraft parts, tools, support equipment and test equipment.

· Provide guidance, familiarization, hands-on technical assistance, on-the-job training, and overall support to FAM personnel for proper interface with the FMS supply and local logistics system.

· Assist FAM personnel in coordinating and expediting the procurement of aircraft spares and repair of C-26 aircraft parts.

· Assist FAM personnel in inventory management, warehousing, provisioning and distribution.

· Demonstrate the best method of ordering material and spare parts to support maintenance and modifications of the C-26 aircraft.

· Render technical assistance to resolve difficult logistical problems.

3.1.4.2 Qualifications: The Contractor shall be fluent in English and Spanish; have working knowledge of US Government (USG) supply systems, programs, and policies; experience working with FMS issues; an analytical ability to recognize problems and provide solutions; a minimum of 10 years of experience in the logistics/supply field; and possess the ability to work independently.

3.1.5 Tools, Equipment, and Facilities

The contractor shall have access to all C-26 technical data, tools, support equipment, test equipment and maintenance repair equipment owned and provided by the FAM. The FAM will provide contractor work/office space collocated with FAM personnel. The contractor will provide computer, hardware, software, office supplies, internet service and telephone service as required in support of this Task Order (T/O).

3.1.6 Logistics Support: Lodging/Life Support/Meals.

The contractor shall provide lodging, life support, and meals for contractor personnel at the work location.

3.1.7 Logistics Support: Transportation.

The contractor shall provide all transportation for contractor personnel at the work location.

4.0 WORK HOURS AND LOCATION.

The principal place of performance for this effort shall be Santa Lucia AB, Mexico. Travel may be required to other locations within the country of Mexico to assist FAM personnel in the repair and recovery of FAM C-26 aircraft. In these cases, the technicians shall provide the same level of support as that provided at Santa Lucia AB. The contractor shall propose the duration of this travel as stated in section 6.0. Typical work week is 40 hours. The contractor may be required to provide labor hours in excess of 40 hours per work week to include holiday and weekends, and/or during irregular times and shifts based upon CNTPO operations and exercises. Shift work may be required of contractors performing work under this task order.

5.0 additional requirements.

All personnel performing duties in areas Outside the Continental United States (OCONUS) shall be included in and insured with a policy covering Defense Base Act (DBA) requirements. DBA insurance for all personnel performing work OCONUS under this task order is required.

6.0 Temporary Support (TDY) and Travel.

The contractor shall perform TDY non-local travel, as required in the performance of this effort. All travel required and approved under this effort will be paid IAW the Basic Contract by reimbursement to the contractor. Only required travel previously approved by the Contracting Officer (KO)/Contracting Officer’s Representative (COR) will be reimbursed under this effort. TDY travel performed for repair/recovery of C-26 aircraft is projected to be one (1) trip per month for five (5) days for two (2) technicians to locations within Mexico.

7.0 GOVERNMENT FURNISHED EQUIPMENT OR MATERIAL (GFE/GFM).

The Government of Mexico/FAM will provide the following items for contractor use during the period of performance of this PWS:

· Contractor work/office space collocated with FAM maintenance personnel

· Access to all C-26 technical data, tools, support equipment, test equipment and maintenance repair equipment owned and provided by the FAM

8.0 SECURITY.

All work performed under this T/O will be unclassified

9.0 BASIC CONTRACT DELIVERABLES.

9.1 Contractor’s Progress Report. (CDRL A002)

The contractor shall provide a monthly report summarizing all tasks performed, meetings, reports, presentations, deliverables, problem areas, shortfalls in FAM tools, spares, support equipment and test equipment, limiting factors and any additional services provided during the previous period. These reports shall be delivered in accordance with CDRL A002 Contractor’s Progress Report of the Basic Contract.

9.2 Trip Report. (CDRL A00E)

The contractor shall provide a trip report for all travel performed in support of this task order. This report shall include:

· Paragraph identifying the purpose of travel, contractor traveler(s), geographic location(s) traveled to, date(s) at each location, and identity of organization(s) visited.

· Paragraph identifying the rank, grade, position/title of key personnel visited at each location.

· For each event or meeting attended, briefly summarize support provided, information passed and received, and any action or follow up required as a result of the event or meeting.

· Elaborating observations and comments, as appropriate.

· Recommendations, as appropriate.

· Attach as enclosures a list of attendees, agenda (if available), and minutes of proceedings (if available) for each event or meeting attended.

9.3 Task Order Management Plan. (CDRL A00G)

The contractor shall provide a management plan that shall define a management system to plan and control this T/O effort. The management plan must delineate how the contractor plans to accomplish the effort supporting the specific T/O, to include a breakout of Direct Productive Person Hours (DPPHs), travel, material, other direct charge DBA Insurance, a milestone schedule, and a schedule for the planned expenditure of funds. The contractor shall provide a listing of their key personnel as well as a proposed list of key management personnel.

At a minimum, but not limited to, the contractor’s Management Plan shall include the following:

· Project Team Organization Structure

· Roles and Responsibilities

· Cost Management

· Schedule Management

· Resource Management

· Technical Management of the Task

· Risk Management

· Configuration and Data Management

· Quality Management

· Monitoring and Control

· Reporting

· Identification of Key Personnel’s Duties

9.4 Task Order Quality Control Plan. (CDRL A004)

The contractor shall provide a draft T/O Quality Control (QC) Plan with their response to the TORP. At a minimum, the T/O QC Plan shall address the following:

· QC Execution: The plan shall discuss specifically how the prime contractor shall execute its QC responsibilities. The T/O QC Plan shall include a clearly defined QC process, key performance indicators, QC schedules and QC personnel, by name, to include those that will be performing subcontractor oversight and oversight of activities in-theater. The plan shall address how QC trend analysis and tracking of corrective actions will be accomplished. The T/O QC Plan shall discuss the prime's management activity that will provide oversight and involvement in the QC process. QC personnel should not be buried in the organization, but should have a direct line to upper management.

· Reporting: Monthly status reports shall specifically discuss QC activities over the reporting period and planned activities for the next period. Information shall specifically address who conducted the QC, when was the QC executed, how was the QC executed and WHAT the findings and corrective actions were. Trends over time shall be discussed.

· Invoice QC and Review: The contractor shall discuss how invoice reviews will be conducted, to include discussion on how the primes, subcontractor and supplier supporting data will be reviewed for consistency with task order requirements and the contractor's approach to execute the task order.

9.5 Program Reviews. (CDRL A004)

The contractor shall support Program Reviews (commonly called Program Management Reviews (PMR) in support of CNTPO which typically occur once per calendar quarter, but may be scheduled as necessary. Formats for PMRs will be provided by the COR ahead of PMRs. In addition, the dates and locations will be announced well in advance of the meetings. In some cases, time will be allotted for the contractor to meet individually with representatives from CNTPO to discuss contractual issues.
