DoD Counter Narcoterrorism Program Office (CNTPO)

PERFORMANCE WORK STATEMENT (PWS)
USNORTHCOM FY13 mexico procurement (non Radio Related) 31 july 2013
1.0 MISSION OBJECTIVE.
The DoD Counter Narcoterrorism Program Office (CNTPO) was established to create Counter Narcoterrorism (CN) networks, infrastructure, and capabilities worldwide that are focused on the detection, identification, and disruption of narcoterrorist activities and organizations. This task effort will support the War Fighter in the combating of Narcoterrorism worldwide.
2.0 SCOPE.
2.1 Objective:
The objective is the procurement and delivery of specific equipment and associated training to SEDENA (Mexican Army) and SEMAR (Mexican Navy). This equipment/training includes: biometric equipment, emergency medical equipment, counter improvised explosive device (C-IED) equipment, and clandestine laboratory personal protective equipment (PPE).
2.2 Basic Contract References.
This PWS establishes the requirements for the contractor to provide support in the Basic Contract task area(s) of: 4.3.2 Training, Operations, and Logistics support; 4.3.2.7 Logistics Support and Equipment; 4.3.3.4 Material and Equipment Purchase.
3.0 PERFORMANCE REQUIREMENTS.
The contractor shall provide, ship, deliver, and provide training (as annotated) for all parts and equipment. The contractor shall provide export licenses and all associated technology transfer agreements as required. The contractor is responsible for International Traffic in Arms Regulation (ITAR) compliance, custom clearance, value added tax (VAT), and any associated taxes and fees. The Contractor shall ensure that appropriate Technical Assistance Agreements (TAAs) and/or applicable export licenses are in place and all required documentation and approvals have been obtained before conducting any delivery activities under the PWS that requires such approval and documentation. The contractor shall provide all labor, materials, equipment, travel, DBA insurance, and required actions to satisfy the requirements set forth in this PWS. All parts and equipment shall be delivered to the following United States addresses:
Export Licenses and ITAR compliance are required by the freight forwarders in order to export the equipment to Mexico. The freight forwarders work for SEDENA and SEMAR. It is their responsibility to get the equipment to the correct locations in Mexico after delivery. SEDENA and SEMAR will come to Texas to pick up the equipment and transfer it into Mexico.
3.1 Biometric Equipment (Brand Name Only).
The contractor shall provide, ship, and deliver twenty five (25) CrossMatch SEEK II Kits. Thirteen (13) kits to the SEDENA freight forwarder and twelve (12) kits to the SEMAR freight forwarder with one manual for each CrossMatch SEEK II kit in English and Latin American Spanish. A DD 250 shall be completed for each delivery location with serial numbers.
At a minimum, the kits shall include the following salient characteristics:
· Scanner unit with two-finger optical fingerprint platen, dual iris scan and facial image capture capabilities;
· QWERTY keyboard with tactile keys and backlighting;
· Interfaces: 2 USB 2.0 host connections and 1 Ethernet port;
· Operating system: Windows 7 OS (Spanish Version);
· Memory: 2 GB DRAM SEEK II;
· Hard Drive: 64 GB removable solid state drive;
· Wireless: Supports 802.11 b/g, Bluetooth and includes embedded GPS technology;
· Supports 3G communications with internal modem;
· SEEK II Quad passport MRZ and smartcard readers;
· Dual hot-swappable batteries, 2.4 A hr, Li Ion, with Smart Battery technology;
· Resistive touchscreen display (800 x 480 resolution, transmissive technology, daylight readable display);
· Touch pad cursor navigation with right and left mouse buttons;
· Directional noise cancelling microphone for voice sample capture;
· Supports on-board watchlist of up to 120,000 enrollment records plus latent records;
· Designed to meet RoHS, Mil-STD-810 and IP 65 standards;
· Enables biometrics records enrolled via the device to be shared across and accepted by the three authoritative databases maintained by DoD, FBI, and DHS;
· 12 month manufacturer/OEM warranty; and
· Manual(s) in English and Latin American Spanish.
Training: The contractor shall provide one in-country operation and maintenance train-the-trainer training session at a Mexican Government provided location in Mexico City to be named at a later time. Class size shall not exceed thirty (30) students and duration of five (5) days with eight (8) hours per day. The course of instruction (COI) is required to be submitted forty-five (45) days prior to the training for approval. Additionally, NORTHCOM may have a service component member attend to observe the training. The training and materials shall be in Latin American Spanish. Contractor shall coordinate training dates with ODC Mexico.
3.2 Emergency Medical Equipment.
The contractor shall provide, ship, and deliver emergency medical equipment to the SEMAR freight forwarder with manuals in English and Latin American Spanish (coincident with delivery).
Vital Signs Monitor (QTY: 18)
· Brand name or equivalent;
· If providing an equivalent device, the salient characteristics must meet or exceed a Welch Allyn, Model #: Propaq 206EL with Pulse Oximetry.
Ventilator Volume Portable (QTY: 17)
· Brand name or equivalent;
· If providing an equivalent device, the salient characteristics must meet or exceed an Impact Instrumentation Inc; Model #: 754M.
Pump Intravenous Infusion (QTY: 17)
· Brand name or equivalent;
· If providing an equivalent device, the salient characteristics must meet or exceed a Carefusion, Model #: 2865B.
Suction Apparatus Surgical Programmable (QTY: 17)
· Brand name or equivalent;
· If providing an equivalent device, the salient characteristics must meet or exceed an Impact Instrumentation Inc; Model #: 800-0326-04.
Training: Emergency Medical Equipment operations and maintenance training shall be provided by the contractor at a Mexican Government provided facility in Mexico City. Training shall be five (5) days with eight (8) hours per day. Class size will not exceed fifty (50) students. The course of instruction (COI) is required to be submitted forty-five (45) days prior to the training for approval. Additionally, NORTHCOM may have a service component member attend to observe the training. The training and materials shall be in Latin American Spanish. Contractor shall coordinate training dates with ODC Mexico.
3.3 C-IED Equipment.
3.3.1 EOD X-Ray System (SEDENA: QTY: 1 and SEMAR: QTY: 1).
The X-Ray system shall be brand name, or equivalent to, Scantrak 10 Portable X-Ray Machine (P/N: 610042), manufactured by Scanna MSC, Inc. If providing an equivalent device, the salient characteristics must meet or exceed the brand name characteristics.
· X-Ray machine shall be compatible with Microsoft windows XP, Vista or Windows 7 operating system and Spanish configurable.
System shall include:
· Golden Engineering XRS-3 X-ray generator or equivalent;
· Imaging Plate to Display/Laptop cable length shall be at least 160 feet long with a wireless option available;
· X-ray generator to imaging plate cable length shall be at least 20 feet long with wireless option available;
· Battery life shall be at least: Imaging Plate 2 weeks, Laptop 3 to 5 hours, and total system 4 hours;
· Laptop shall come with the system;
· Manufacturer’s warranty; and
· Manual(s) in English and Latin American Spanish.
Training: The contractor shall provide one system training course at a SEDENA provided facility at San Miguel De Los Jagueyes, Military Camp 37-c, about 35 miles Northwest of Mexico City. Class size shall not exceed ten (10) students and duration of five (5) days with eight (8) hours per day. The training shall include one training DVD and one workbook for each student on operations and maintenance of the EOD X-Ray System. The course of instruction (COI) is required to be submitted forty-five (45) days prior to the training for approval. Additionally, NORTHCOM may have a service component member attend to observe the training. The training, DVDs, and materials shall be in Latin American Spanish. Contractor shall coordinate training dates with ODC Mexico.
3.3.2 Bomb Suit (Brand Name Only) (SEDENA: QTY: 2 and SEMAR: QTY: 2).
The contractor shall provide Allen Vanguard MED-ENG EOD9 Bomb Suit, manufacturer’s warranty, manual(s) in English and Latin American Spanish.

3.3.3 EOD Man Transportable Robotic System (MTRS) Robot (SEMAR: QTY: 1).
Minimum system characteristics shall include:
· A manipulator arm with pre-set positions, targeting-head tracking gripper, four independent degrees of freedom, an extension of 39.5” with a lifting capacity of 15 lbs;
· A camera arm shall be able extend to 23.5” and weight 5.75 lbs;
· Travel up to 5.8 MPH and climb grades up to 60%;
· Height of 7’’, width of 16’’ and length of 27’’ with a chassis weight not to exceed 24 lbs without batteries;
· Operator control unit with not to exceed dimensions of 11.6’’ L X 13.3” W X 2.5” H and a weight of 15.45 lbs to include laptop;
· Gauge display of battery, fiber, and communication signal strength;
· Batteries shall be removable, lithium-ion rechargeable batteries and comes with AC adapter input and battery charger;
· 2 hand-held controllers;
· Operator controls shall be digital radios with 2.4 or 4.9 GHz frequency with two way audio;
· Head-phone with microphone;
· A minimum of three (3) high resolution cameras capable of forward, rear, all-direction, and manipulator arm/gripper viewing;
· Manipulator with pre-set positions, targeting-head tracking gripper, and eight independent degrees of freedom, 73.5” extension, weight of less than 21 lbs;
· Robot shall be able to go up-stairs, down-stairs, and over rugged terrain in all weather;
· Shall be equipped with a GPS and compass;
· Shall have accelerometer and inclinometer;
· On board computer with overheat protection and able to perform in all-weather operation;
· Self-righting capability if robot is flipped over it automatically rights itself and continues the mission;
· Dismounted firing circuit;
· Graphical user interface with highlights;
· On-screen views of real-time video and 3-D graphics showing the robot’s orientation;
· Manufacturer’s warranty; and
· OEM manual(s) in English and Latin American Spanish.
Training: The contractor shall provide one in-country system training course at a Mexican Government SEMAR provided location in Mexico City to be named at a later time. The training shall include one training DVD and one workbook for each student. The class size shall not exceed ten (10) students and duration of five (5) days with eight (8) hours per day. The course of instruction (COI) is required to be submitted forty-five (45) days prior to the training for approval. 3.3.4 IED Disruption Tools (SEDENA: QTY: 1 and SEMAR: QTY: 1).
The EOD Disruptor Tool shall be brand name, or equivalent to, the RADC 2/D Kit provided by Royal Arms International. If providing an equivalent tool, the salient characteristics must meet or exceed the brand name characteristics. OEM manual(s) shall be in English and Latin American Spanish.
3.3.5 EOD Access Kit (SEDENA: QTY: 11 and SEMAR: QTY: 11).
The EOD Access Kits shall be brand name, or equivalent to, the Hook and Line Ultimate Kit provided by ICOR Technology for semi-remote access and handling capability for suspect devices. If providing an equivalent kit, the salient characteristics must meet or exceed the brand name characteristics.
Kit shall include, and be capable of, the following:
· Two position robust reels for continuous deployment, with winding handle, brake, and adjustable clutch;
· Two color-coded, high strength, low stretch Kevlar core lines with reel bags (minimum 100m (325ft));
· Assortment of high strength hooks and eyes, to include: large triple hooks with eye, one-inch (1”) hook with eye, one-inch (1”) double hook with eye, two-inch (2”) hook with eye, and two-inch (2”) locking hook with eye;
· Heavy duty bar clamp anchor for clamping to door/window frames and other irregular shaped objects;

· Shall have the capability to conduct EOD/IED Defeat semi-remote handling and removal tasks through the use of hook and line;
· Shall be capable of gaining access to buildings, vehicles, hidden locations and suspect devices;
· Shall be capable of removing or clearing objects that hinder the search or render safe procedure;
· Shall be capable of retrieving objects from obscure locations including vehicles, bins, caches, man holes & culverts;
· Shall be capable of moving vehicles or heavy devices up to two (2) tons;
· Shall be capable of assisting with final render safe procedures (RSP);
· Shall be comprised of attachable components to perform essential hook and line functions: move, attach, anchor, reach, manipulate, handle, and access. The minimum attachments shall include: sling, hook, shackles, snatch blocks/pulleys, ground anchors, and 492 foot low-stretch line;
· Shall have storage options. Minimum required is a rigid case;
· Manufacturer’s warranty; and
· Manual(s) in English and Latin American Spanish.
3.3.6 IED Disruption Charge - Bootbanger (SEDENA: QTY: 4 and SEMAR: QTY: 4).
Disruption charges shall include, and be capable of, the following:
· Shape charge disruptor dimensions shall be 440 X 310 X 110mm (17.3 X 12.2 X 4.2 in);
· Shape charge disruptor shall be capable of containing 8 liters volume of projected water;
· Shape charge disruptor shall be capable of containing 8 multiple layers of sheet explosive;
· Shall have secondary container system capable of shape charge disruption against vehicle borne IEDs, breaching strong exterior doors, and rapidly producing clouds of fine water particles to prevent ignition of gas and fuel-air mixes;
· Shape charge disruptor shall be capable of projecting a jet of water vertically with such force that the bottom of vehicles is penetrated, ejecting the device through the trunk lid or the roof;
· Shape charge disruptor shall be compatible for use with sheet explosives or detonating cord as the propellant and water as the projectile; and
· Manual(s) in English and Latin American Spanish.
3.3.7 IED Disruption Charge – Omni-directional (SEDENA: QTY: 4 and SEMAR: QTY: 4).
Disruption charges shall include, and be capable of, the following:
· Omni-directional disruptor container shall be provided in a 1 liter bottle configuration.
· Omni-directional disruptor container shall be provided in a 500 ml bottle configuration.
· Omni-directional disruptor container shall be provided in a 250 ml bottle configuration.
· Shall be capable of omni-directional disruption using water as a means of enhancing the blast effect of an explosive charge.
· Omni-directional disruptors shall be able to contain various volumes of water and provide the ability to accommodate explosive charges
· Omni-directional disruptor shall be compatible for use with military or commercial electric detonators, shock tube detonators, and detonating cord boosters.
· Manual(s) in English and Latin American Spanish.

4.0 OTHER PERFORMANCE REQUIREMENTS.
4.1 Defense Base Act (DBA) Insurance.
DBA insurance for all personnel performing work OCONUS under this task order is required.
4.2 Meetings, Briefings, and Publications.
The contractor shall participate in technical interchange meetings, to be scheduled upon request of the responsible Contracting Officer or written designee, to discuss and to informally evaluate the contractor’s efforts and accomplishments. During the meetings, the contractor shall present necessary data to enable a joint review of its various assigned tasks, attendant schedules, and resource expenditures. The contractor shall present and participate in technical discussions and shall inform, in a timely fashion, the Technical Monitor of any problems with contract execution and any proposed solutions. The contractor shall attend and participate in other meetings, as scheduled by the responsible Contracting Officer or written designee.
5.0 TEMPORARY DUTY (TDY) TRAVEL.
The contractor shall perform TDY non-local travel and OCONUS travel, as required. The contractor shall provide the performance of this task order within the Continental United States (CONUS). The contractor shall also provide performance outside the Continental United States (OCONUS) – Mexico.
All travel required and approved will be paid IAW the Basic Contract by reimbursement to the contractor. Only required travel previously approved will be reimbursed.

9.0 DATA REQUIREMENTS:
9.1 Master Schedule.
The contractor shall provide a Master Schedule for Government approval within 45 calendar days of award. The contractor shall create, maintain, and report the schedule in conjunction with the progress report after initial delivery. The schedule shall cover all phases of the project from kick off to close out. The Master Schedule shall include; but not be limited to, the following information:
Timeline for procurement of equipment;
Timeline for development of the training classes Timeline for Training Milestones for Deliverables.
Additionally, the contractor shall be required to update the Master Schedule and submit for Government approval within ten (10) calendar days, in the event there are any changes or delays regarding the timeline for procurement of equipment or milestones for deliverables.
9.2 Progress Report.
A comprehensive progress report shall be delivered monthly within ten (10) business days from the end of the previous month. The report shall, at a minimum contain an overall schedule, the current status of funding, accomplishments, any potential issues, and any lessons learned.
9.3 Management Plan.
The contractor shall provide a management plan within 45 calendar days of award defining a management system to plan and control this effort. The management plan shall delineate how the contractor plans to accomplish the effort, to include a breakout of Direct Productive Person Hours (DPPHs), travel, material, ODC, DBA Insurance, a milestone schedule, and a schedule for the planned expenditure of funds.
9.4 Quality Control Plan.
The contractor shall provide a draft Quality Control (QC) Plan with their Proposal. The final plan shall be provided within 30 calendar days after award. At a minimum, the QC Plan shall address the following:
QC Execution: The plan shall not be cursory, but discuss specifically how the prime contractor shall execute its responsibilities. The plan shall include a clearly defined process, key performance indicators, schedules and personnel, by name, to include those that will be performing subcontractor oversight. The plan shall address how trend analysis and tracking of corrective actions will be accomplished. QC personnel shall not be buried in the organization, but shall have a direct line to upper management.
Reporting: Monthly status reports shall specifically discuss activities over the reporting period and planned activities for the next period. Information shall specifically address WHO conducted the QC, WHEN was the QC executed, HOW was the QC executed and WHAT the findings and corrective actions were. Trends overtime shall be discussed.
Invoice Quality Control and Review: The contractor shall discuss how invoice reviews will be conducted, to include discussion on how the primes, subcontractor and supplier supporting data will be reviewed for consistency with requirements and the contractor's approach to execution.
9.5 Status Meeting.
The contractor shall provide a status meeting report within ten (10) calendar days after a meeting.
9.6 Program Reviews.
The contractor shall support Program Reviews (commonly called Program Management Reviews (PMR)). Formats for PMRs will be provided by the COR. In addition, the dates and locations will be announced well in advance of the meetings. In some cases, time will be allotted for the contractor to meet individually with Government representatives to discuss contractual issues.
