Re: Proposal for 12 Months O&M / RASS Report / Groundwater Monitoring Pugh’s Dry Cleaners 215 South Bay Street Eustis, Lake County, Florida

FDEP Facility ID# 35 9500385 / ERIC_4814

Dear Ms. Schwed:

Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the proposal contained herein to provide remediation system Operation & Maintenance (O&M) services for twelve

(12) months, summary updates via email on a quarterly basis, documentation of the remediation system performance with the development of two Remedial Action System Status Reports, and groundwater monitoring for the Pugh’s Dry Cleaners at 215 South Bay Street, Eustis, Florida. Included with this proposal is a discussion of project history to date, proposed scope of work, cost estimate and a proposed work schedule.

PROJECT BACKGROUND

Drycleaning operations at the Pugh’s Dry Cleaners began in 1948 and utilized petroleum solvent. In 1965, Pugh’s switched to tetrachloroethene (PCE) as the drycleaning solvent, which was stored in an AST located inside the building. Based on documented impact from the drycleaner, the facility was accepted into the Florida Drycleaning Solvent Cleanup Program in August 1998, and assessment activities commenced in December 2002 by Earth Tech.

Additional assessment wells were installed at the Pugh’s Dry Cleaners in January 2015 by PSI which revealed a high concentration of PCE (2630 ug/L) under the drycleaning machine beneath the building at a depth of 37-41 feet below land surface (bls). Two additional monitor wells were installed in March 2018, along with soil sampling for Soil Oxidant Demand (SOD) to assist in evaluating a groundwater remediation strategy.

FDEP – Pugh’s Dry Cleaners

February 27, 2023, revised March 27, 2023

An SVE system was installed in October 2009 by others and has operated intermittently since that time.

PSI has operated the system at varying cycling times since April 2012 to July 2016. The system was shut down due to the drycleaning business remaining in operation and use of PCE as their solvent. The property / tenant changed ownership in 2016 and switched from PCE to a non-chlorinated solvent fluid.

The SVE system was subsequently re-started in October 2016 and operated until June 2021, then turned off in preparation for shutdown, along with confirmation soil sampling in June 2021. The results revealed soil impact inside the building that exceeded SCTLs (2480 mg/kg at SB016). The system was restarted in October 2021 and continues to exhibit contaminant mass recovery. A groundwater remediation strategy consisting of ISCO using Persulfox in 22 injection wells targeting 30 – 40 feet , then 58 – 68 feet deep, was completed in 2020 – 2021. Groundwater performance monitoring indicates groundwater contaminant reduction with a rebound in select wells.

Per discussions with the FDEP, PSI recommends continued operation of the SVE system for the next 12 months along with groundwater monitoring in accordance with the RAP schedule.

PROPOSED SCOPE OF WORK

The proposal contained herein consists of utilities service and twelve-monthly O&M events with two report deliverables for the existing SVE system, quarterly email summaries, groundwater monitoring along with reporting. The results will be used to confirm system operations and evaluate mass recovery rates as compared to remedial design. Annual groundwater monitoring will also be conducted with the results incorporated into a RASS report. Specifically, the proposed scope of work consists of the following subtasks:

1. Project Management

This scope is provided for in the template worksheets.

2. Three Months of O&M (First Quarter)

Operations and Maintenance will be conducted on the SVE system. The work will be conducted as follows:

a. Mobilization to the site on a monthly basis.

b. Collect monthly vacuum and air flow readings from the SVE wells.

c. Collect monthly PID readings from SVE wells and system effluent.

d. Optimize system performance and recollect system readings as necessary to confirm enhanced system operation.

e. Collect quarterly system influent and effluent samples for analysis by Method TO-15.

f. Document system readings in the site specific O&M checklist.

g. Review and submit quarterly deliverable.

As previously reported, there appears to be significant sediment buildup in SVE004, which may account for persistently low air flow rates in that well. During the May 2019 O&M visit, the total depth was measured at 2.85 feet, which indicates significant sediment buildup and occlusion of the well screen.

Vacuum to SVE004 was closed in June 2021 and the well remains in an inactive state.

In order to return SVE004 to service and increase contaminant recovery, PSI recommended that the well be refurbished to remove the sediment. PSI proposes to utilize air compression/jetting, vacuum, and/or manual cleaning to remove sediment from the well followed by returning the system to service.

Additionally, during the January 2023 O&M event, holes were observed within sections of hose connecting SVE wells to the SVE manifold. These hoses were installed on the roof and were exposed to ultraviolet light leading to their deterioration and subsequent failure. PSI recommends removal and replacement of deteriorated portions of the hose with PVC hard pipe. It is estimated that three (3) sections of hose, measuring approximately 60-ft each and one (1) section of hose measuring 40-ft, will be replaced with 2-inch diameter schedule 40 PVC pipe. Hoses subject to replacement are shown in the below photo collected in January of 2023.

A list of items proposed to replace the sections of hose has been included. Quantities and prices provided are based on prices obtained from Home Depot’s website. Removed hose will remain on-site pending disposal during site decommissioning efforts.

The Level of Effort for system repairs and the first quarter O&M is detailed in Subtask 2.

3. Three Months of O&M (Second Quarter)

O&M will be conducted once a month for three months as specified above. Air samples will be collected from five of the individual wells and the influent and effluent and analyzed by TO-15. A summary of system conditions will be submitted to the FDEP each quarter.

The Level of Effort is detailed in Subtask 3.

4. Semi-Annual RASS Report

A Semi-Annual Remedial Action System Status Report will be developed which will include an evaluation of the collected information and data. The report will detail and summarize the monthly O&M information, along with summary tables, figures and a graphical depiction of the system performance.

Vapor sampling results will be submitted in the RASS report. The report will be prepared in accordance with the Technical Worksheets or similar guidance documents, developed by the FDEP Drycleaning Solvent Cleanup Program.

Conclusions and recommendations will be made, which will include a summary of modifications made to the system to enhance the recovery rates or decrease system time to achieve targeted goals. The report will incorporate specific recommendations and provide opinions based on professional experience in order to achieve the most efficient cleanup endpoints. We understand that the Department’s goal is to achieve aggressive contaminant reduction in an efficient and cost-effective method.

The Level of Effort is detailed in Subtask 4.

5. Three Months of O&M (Third Quarter)

O&M will be conducted once a month for three months as specified above. Air samples will be collected from the influent and effluent at the end of the third quarter of the year and analyzed by TO-15. A summary of system conditions will be submitted via email to the FDEP.

The Level of Effort is detailed in Subtask 5.

6. Three Months of O&M (Fourth Quarter)

O&M will be conducted once a month for three months as specified above. Air samples will be collected from five of the individual wells and the influent and effluent and analyzed by TO-15. A summary of system conditions will be submitted via email to the FDEP.

The Level of Effort is detailed in Subtask 6.

7. Annual RASS Report

An Annual Remedial Action System Status Report will be developed which will include an evaluation of the collected information and data for the entire year. The report will detail and summarize the monthly O&M information, along with summary tables, figures and a graphical depiction of the system performance. Vapor sampling results will be submitted in the RASS report. Groundwater monitoring data will also be included and consist of site conditions, recent groundwater sampling data, and figures of flow direction and plume configuration.

The Level of Effort is detailed in Subtask 7.

8. Utilities for remediation system operation

PSI used the previous utility costs at this project as well as from similar equipment at other sites as a basis for the annual costs.

The Level of Effort for utilities is detailed in Subtask 8.

9. Groundwater Monitoring and Reporting

PSI will conduct the annual groundwater monitoring to evaluate current groundwater quality at the site.

The following will be conducted to facilitate the groundwater evaluation.

a. Mobilization to the site.

b. Collect groundwater elevation measurements at the 11 wells proposed for sampling.

c. Collect groundwater samples from monitor wells:

i. Shallow: MW011.

ii. Intermediate: MW013, MW015, MW016, MW018, MW019, MW020, and

MW022.

iii. Deep: MW004, MW005, and MW021.

d. Submit groundwater samples to a NELAC approved laboratory for analysis of VOHs via EPA Method 8260 and injection parameters (sulfate, TDS, Iron, Sodium, Manganese) from 3 wells (MW015, MW016, and MW018).

e. Incorporate groundwater analytical data, physical parameters and groundwater elevation data into the RASS report.

The investigative derived waste (IDW) that will be generated during the annual groundwater monitoring includes the purge water from the monitoring wells which will be containerized in a 55-gallon drum for transport and disposal at an approved facility.

Nana, After review, there are several issues with this proposal.

1. Please change the wording of “Quarterly email summary to FDEP” to “ review and submit quarterly deliverable” the number of hours are OK. Will do.

2. Under subtask 2 there are hours allocated to system repair; when you resubmit please include documentation (email or memo) from when this issue occurred and/or if we have anything from Robert saying it needs to be done. Language from the Work Scope is copied below, We also included a photo of the hoses that need replacement.

It is estimated that three mailto:nana.westmark@intertek.com mailto:joshua.newell@intertek.com
