Re: Proposal for Initial Site Assessment
Jolie Cleaners & Laundry, ERIC_4763
3911 W. Waters Avenue, Tampa
ECT Contract/Task: HW682-DC003C
Dear Ms. Fowler:
Environmental Consulting & Technology, Inc. (ECT) has prepared this scope of work (SOW) and the attached Level of Effort Worksheet and Cost Estimate Forms/Expense Worksheet for completing the initial soil & groundwater site assessment for the Jolie Cleaners & Laundry site. ECT previously completed the following: preparation of a Health and Safety Plan (HASP), soil and direct push technology (DPT) groundwater sampling, and installation of the interior monitoring well and four soil vapor extraction (SVE) wells.
The SOW consists of the remaining items identified in ECT’s Work Plan , dated August 22, 2022. The
Level of Effort and Cost Estimate Forms (LOECEFs) are attached. Subcontractor quotes are provided in Attachment 1 and a Site Map with the sampling locations is provided as Attachment 2.
Subtask 1 – Project Management
This subtask consists of the calculated project management labor, based upon 13% of the direct labor costs in this proposal, and includes fringe, overhead, other direct costs (ODCs) and completion fees.
Subtask 2 – Monitoring Well Installation & Sampling
Based upon the analytical results from the grab sample at MW001 and the DPT groundwater samples previously collected by ECT, an additional mobilization will be conducted to install up to an estimated eight permanent wells to provide permanent groundwater monitoring points:
• four shallow wells screened 2-12 feet bls
• three intermediate wells screened 25-30 feet bls
• one deep well screened 45-50 feet bls
These wells will be located with Florida Department of Environmental Protection (FDEP) approval in the determined source area, and in locations estimated to be up-gradient and down-gradient of the source area, to provide lateral and vertical delineation of dry cleaning solvents. Following the installation and proper development, all eight newly installed exterior monitoring wells and the one interior permanent well will be sampled and the samples analyzed for the volatile organics by EPA
Method 8260 Full List. As required by the FDEP, essentially PFAS-free water will be used during the installation of monitoring wells.
Ms. Karlee Fowler, FDEP

Subtask 4 – Professional Land Survey
ECT personnel will utilize survey equipment to measure top of casing elevations for the new monitoring wells, relative to an arbitrary benchmark at the Site, for initial groundwater flow direction evaluations. Once the site assessment activities are deemed complete, a Professional Land Survey will be provided under this subtask, to include groundwater monitoring wells, sampling locations, pertinent site features and property boundaries. ECT oversight labor will be included to escort the survey crew around the Site. A summary of activities in SubTask 4 is included in Table 3.
